驻华使节看浙江

四月的西湖，阳光和煦，春意盎然，空气中弥漫着淡淡的花香和青草的味道。

之江大地迎来了一群特别的客人——来自乌拉圭、智利、哥伦比亚、厄瓜多尔、古巴、多米尼加、巴拿马、巴哈马、多米尼克、牙买加、苏里南、印度尼西亚、马来西亚、泰国、孟加拉国、越南和莫桑比克等70余个国家、60多个政党和政治组织、40多个智库和友好组织的430多位外方代表，通过线上或线下的方式出席活动。

他们此行前来浙江，是来参加由中共中央对外联络部和中共浙江省委共同主办的“中国共产党的故事——习近平新时代中国特色社会主义思想在浙江的实践”专题宣介会的。

今年是中国共产党成立100周年。回望中国共产党的发展历程，是一部为中华民族伟大复兴而不懈奋斗的历史，作为“红船”起航地——浙江人民积极探索、大胆创新、干在实处，合力推动浙江实现从资源小省向经济大省的蝶变、由基本温饱向高水平全面小康的跃进。

浙江的实践是中国经济社会发展的生动写照和缩影。外宾们在浙江期间见证了这一份美好，他们参观了吉利集团、新华三集团、中国茶叶博物馆，考察了湖州安吉县余村和鲁家村，还观看了《最忆是杭州》文艺演出。

行程中，外宾们“游”浙江、“听”故事，与浙江人民进行了充分的交流，感受到了“中国民众脸上更加自信的笑容”，他们循着小桥卧波、流水潺潺、青山叠翠，一路找寻这片土地上的精彩故事……

“浙江经验值得我们借鉴”

村道溪涧旁，白墙黛瓦、连绵青山，入目皆是美景。4月15日，外宾们来到他们“游览”的第一站——安吉县余村。这里是生态浙江、美丽乡村的典型样本。

竹连山，山连竹，一路上满目苍翠，外宾们被安吉优美的生态环境所吸引。

“如果有一幢房子，我愿意一直住在村里。”阿尔巴尼亚共和国驻华大使赛利姆·贝洛尔塔亚参观余村时由衷发出感叹。在村口下车后，他穿越绿道和生态林，进电影院了解村庄发展史，在电商服务中心体验当地特色产品，在农家乐与村民交流。这次行程虽短，却让他印象深刻。

不长的行程，浓缩的却是余村十几年间践行“绿水青山就是金山银山”理念的历程。“当年，我们痛下决心关停矿山和水泥厂，开始整治环境、恢复生态。”余村村党支部书记汪玉成动情地说，今天余村绿化覆盖率超过90%，建起了矿山公园、农事体验区，从一个青山被毁的“污染村”变成山好水好的美丽家园。

宽阔的村道上，外宾们不时驻足，拿出手机拍摄田野间的竹建筑、村民家的美丽庭院。“无论是一个国家，还是一个村庄，能在高速发展之时敏锐意识到问题，并及时转变发展道路，这需要非凡的智慧和勇气。”印度尼西亚驻华大使周浩黎说，在环境保护、生态建设方面，浙江已经走在世界前列。

在鲁家村旅游集散中心，泰国驻华大使夫人兴致勃勃地挑选了竹笋、茶叶等，准备带回北京。在木作体验馆，葡萄牙驻华大使馆参赞柯若昂兴致盎然地体验了木器制作。乘坐环村小火车，在咖啡馆站停歇，卢森堡驻华大使俞博生享受了一番难得的惬意时光。他们纷纷点赞：“相比欧洲乡村，鲁家村毫不逊色。”

考察中，巴哈马驻华大使罗伯特·匡特特地找到鲁家村党委书记朱仁斌，仔细询问鲁家村关于发展乡村旅游产业的思考。当听到鲁家村在山水不够美、资源禀赋不突出的情况下，“无中生有”地建起18个家庭农场，带动村民创业就业增收的故事时，他连连点头说：“转变村民观念、凝聚全村力量，是一件难事，但鲁家村做到了，党员带领村民实现了村庄蜕变。我想这也正是中國能够打赢脱贫攻坚战、取得改革开放一系列成就的最重要、最根本的动力。”

坐上小火车，欣赏乡村景色，参观家庭农场，让大家的心情颇为愉悦。哥伦比亚驻华大使蒙萨尔韦表示，首次访浙，让他切实体验到什么是“人间天堂”，看到了“诗画浙江”，听到了“推动共同富裕”的故事，切身感受到当地人民的获得感、幸福感，浙江的发展经验值得我们学习和借鉴。

前往安吉考察前，外宾一行还参观了中国茶叶博物馆。人在馆中，馆在茶园间，茶园隐于城市中，眼前的景致让他们流连忘返。“这就是自然与文化诗意相融的典范。”马来西亚驻华大使拉惹·拿督·努西尔万说。

“我看到了中国民众脸上更加自信的笑容。”英国共产党国际书记约翰·福斯特说。跟其他人一样，他对中国传统文化的魅力充满了喜爱。在安吉电子商务服务中心，品种繁多的土特产吸引了外宾们的目光。白茶、竹蜻蜓扇、竹根槌、竹笔筒……每一件产品都代表着绿色经济的“硕果”，反映出中国传统文化的悠久历史。

“中国种茶历史悠久、茶种类丰富，茶文化博大精深，西湖龙井有十分独特的香气和味道。”马来西亚驻华大使拉惹·拿督·努西尔万告诉记者，马来西亚同样产茶，他对红茶尤为熟悉，但茶叶博物馆一行让他眼界大开、印象深刻。他表示，离开杭州时会带一些绿茶回去。

“中国代表了未来发展的方向”

除了探寻中国的绿色发展之路，中国企业的科技创新能力也让外宾们感到欣喜。

“古巴是第一个进口吉利汽车的拉丁美洲国家，至今已经进口超15万台。这次活动让我们更加了解中国的现状、中国的能力、中国的发展。”在浙江吉利控股集团有限公司的展厅里，古巴驻华大使卡洛斯·米格尔·佩雷拉回忆起跟吉利的“缘分”。2008年，他曾经到吉利在上海的工厂参观，短短十几年时间，吉利汽车出口数量不断上升，已经成为世界上非常有影响力的品牌。从这家汽车制造企业身上，能够读出中国近年来的发展速度和质量。

吉利集团始建于1986年，从生产电冰箱零件起步，发展到生产电冰箱、电冰柜、建筑装潢材料和摩托车，1997年进入汽车行业，现在资产总值超过3900亿元，员工总数超过12万人。

奥地利驻华大使石迪福表示，杭州西湖美景闻名遐迩，此行在吉利集团的参观考察更是难得的体验。“吉利集团创立近30年，已发展成为世界一流的汽车制造企业，这简直是发展奇迹。”他们惊讶于这家民营企业在汽车制造领域取得的技术突破，众多外宾都要求坐进车里亲身感受。

在新華三集团，外宾们再次感受到了科技创新给他们带来的震撼。

新华三集团是全球“智慧城市”领军企业之一，这家企业去年曾经发布过全新的城市操作系统。拥有计算、存储、网络、5G、安全等全方位的数字化基础设施整体建设能力，提供云计算、大数据、人工智能、工业互联网、信息安全、智能联接、新安防、边缘计算等在内的一站式数字化解决方案，以及端到端的技术服务。

在这里，大家看到了许多科技创新成果被成功应用于产业和生活。亚美尼亚驻华大使马纳萨良说：“其中不少都代表了人类社会未来创新和发展的方向。”他总结道，中国过去40多年的发展非常稳健，是中国企业能够迅速壮大的重要原因。

“每一次访问中国，我都惊喜地发现，这里有了更多新的成就。”英国共产党国际书记约翰·福斯特表示，中国在科技领域取得的成就举世瞩目，尤其是在人工智能、空间技术等领域。

新华三集团给中国企业、中国人民提供的数字化解决方案，让莫桑比克驻华大使玛利亚·古斯塔瓦惊叹。他表示，这些技术完全可以在世界其他国家应用，让全世界成为一体，为大家共同面临的问题提供解决方法。

法国团结与进步党主席舍米纳德说：“科技创新是法中双方需要着力加强合作的领域。中方所坚持的相互尊重、务实合作、互利共赢等理念，承载着推动社会发展的人类智慧和创造性力量。”早前，在他的推动下，浙江大学与巴黎萨克雷大学签署合作备忘录，明确将在物理、材料科学、计算机科学、农学、能源管理等领域开展合作。

“在中国共产党领导下，中国取得的伟大成就，令人印象非常深刻。”约翰·福斯特表示，中国能够快速控制住疫情，迅速恢复经济社会发展秩序，根本原因在于中国共产党的正确领导和决策。“如果没有中国共产党领导，中国就不会有今天的成就。”约翰·福斯特说。

“浙江是这个春天里最美的故事”

通过在浙江的实地考察，外宾们感受到了浙江坚持“创新、协调、绿色、开放、共享”新发展理念，一张蓝图绘到底，忠实践行“八八战略”、奋力打造“重要窗口”的非凡成就。

拉美驻华使团团长、乌拉圭大使卢格里斯说，浙江经济持续快速增长、社会和谐安定、生态优美宜居，是新时代中国特色社会主义伟大成就的生动写照，浙江之行让他们深入了解了中国共产党的执政理念、模式和实践。

外宾们的种种感慨话语，体现了他们对浙江的认同感。18年来，浙江坚持一张蓝图绘到底，坚定不移沿着“八八战略”指引的路子走下去，浙江大地发生了精彩蝶变。

创新成为鲜明的时代特征，使浙江发生重要改变。

经济层面，长期将数字经济作为“一号工程”的浙江，去年数字经济核心产业增加值达7020亿元，同比增长13.0%，也成为浙江经济的新引擎。在此基础上，“数字浙江”也在社会层面带来强劲动力。

苏里南驻华大使陈家慧说，浙江通过创新驱动促进数字经济蓬勃发展，并将以人民为中心的发展思想体现在治国理政的方方面面，相信浙江在未来朝着远景目标奋进的征程将取得更多令人振奋的成就。

答好“协调”与“绿色”考题，浙江正在让“绿色”成为发展底色。

为推进区域协调发展，浙江启动实施了山海协作工程，通过发达地区产业向欠发达地区合理转移、欠发达地区剩余劳动力向发达地区有序流动，激发欠发达地区活力。如浙江景宁借助山海协作，建设“飞柜”经济，把高山生态农特产品销往温岭、上虞等地，带动数万户民众致富。

印尼驻华大使周浩黎说，浙江坚持一系列新思想新理念，使浙江成为经济社会等各领域齐头并进、协调发展的典范，相信美丽的浙江在落实“十四五”规划和2035年远景目标方面将走在前列，特别是在科技创新方面发挥先锋作用。

看浙江，“一张蓝图绘到底”也让“开放”“共享”成为其当下发展的鲜明特征。在浙江期间，外宾们纷纷表示将推动本国加强同中国的经验交流和地方合作。智利驻华大使路易斯·施密特说，愿推动更多优质农产品进入中国，并愿深化和中国的农业合作。

莫桑比克驻华大使古斯塔瓦说，“一带一路”倡议是中国秉持开放发展理念，开展国际合作的具体体现，在“一带一路”倡议和中非合作论坛框架下，莫中两国在基础设施建设、贸易、投资等方面合作成果丰硕，莫桑比克希望能够继续搭乘中国高质量发展的快车，实现国家发展、增进人民福祉。

“创新、协调、绿色、开放、共享”——浙江坚持新发展理念，从城到乡，美丽环境、美丽经济与美好生活相融，创造了经济社会发展的奇迹——这就是今天的浙江，也是这个春天最美的故事。

Foreign Diplomats in Zhejiang

“Im in love with this place and I would like to live here very much，” said Selim Belortaja， Albanian ambassador to China， as he walked across the green trail and the ecological forest during a recent visit to Yucun village in Anji county of Zhejiang province. The tour was part of “Stories of CPC： Zhejiangs Achievements in Practicing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era”， a series of events aimed to mark the 100th anniversary of the founding of the Communist Party of China， which over 400 diplomats from 70 countries took part in either in person or via the internet.

As the place where the first congress of the CPC was held， Zhejiang has long been considered an important window to Chinas development vision， its economic and social practices and achievements the epitome of Chinas economic and social developments. The transformation of Yuncun village is one of the best illustrations.

Clear streams， luxuriant mountains， newly built houses along spotless streets. Yucun village is now one of the most picturesque villages in China. But it used to be plagued by pollution. In the past， it was not uncommon for villagers to have their windows shut and stay indoors， as smog filled the sky and dust covered grass and leaves. In less than a decade， everything has been turned upside down， all thanks to a new concept of green development.

Back in 2005， Xi Jinping， then Party secretary of CPC Zhejiang Provincial Committee， put forward the idea that “clear waters and lush mountains are invaluable assets，” during a trip to Yucun village. Development should not come at the expense of the environment; in fact， a good environment can help with better development， the idea goes. Later it became a guide for Yucun village and hundreds of thousands of villages all over China to pursue high-quality growth through eco-friendly industries.

“At that time， we made a determined effort to shut down the mines and the cement plants in the village， all big polluters， and began to improve the environment and restore the ecology，” Wang Yucheng， Yucun village Party chief， remembered of the “old days”. Yucuns green coverage rate today is over 90%， mines have been turned into parks and an area has been set aside for tourists to experience farming work. A polluted village is now a sweet home to live in.

Zhejiang is leading the way in environmental protection and ecological preservation. “To not only see the problems during high-speed development but change the path accordingly，” remarked Djauhari Oratmangun， Indonesian ambassador to China， “whether it is the whole country or a single village， it takes extraordinary wisdom and courage.”

In Lujia village， another eco-friendly village less than 30 kilometers away and the shooting location for the Oscar-winning film Crouching Tiger， Hidden Dragon， rural tourism is thriving. Taking the 4.5-kilometer tourist railway that links 18 themed farms， making woodware and sipping a cup of coffee in one of the villages coffee shops…Jo?o Martins de Carvalho， Head of the Mission in the Portuguese embassy in China， and Marc Hübsch， Luxembourg ambassador to China， said that Lujia village could rival any village in Europe.

More important is the Party members determination to lead the villagers on the way to better development， especially in a village that was beset by garbage and waste problems. “Its not an easy task，” reflected Sterling Quant， Bahamas ambassador to China. “but Lujia village has done it， and thats the most important reason why China can succeed in its poverty alleviation efforts.”

For Colombian ambassador to China Luis Diego Monsalve， whose visit to Zhejiang was his first， the province is living up to its reputation as “heaven on earth”， as he saw in person how the residents are working towards common prosperity. “We have a lot to learn from the experience of Zhejiangs development.”

While the diplomats were impressed by Chinas green development， they were equally， if not more， amazed by the innovations of Chinese companies.

“Cuba is the first Latin American country to import Geely autos， and so far has imported more than 150，000 units，” Cuban Ambassador to China Carlos Miguel Pereira recalled in the exhibition hall of Geely Group in Hangzhou. “This is a great chance for us to know more about Chinas current development， its capabilities and future.”

Founded in 1986 as a maker of refrigerator parts， Geely gradually developed into a manufacturer of refrigerators， freezers and motorcycles before entering the auto industry in 1997. It is now a multinational corporation with a total asset of 390 billion yuan and more than 120，000 employees. “In a little over 30 years， Geely has developed into a world-class automaker，” said Friedrich Stift， Austrian ambassador to China. “It is simply a miracle.” The company is just a microcosm of the speed and quality in which China has been developing.

In New H3C Technologies Co.， Ltd.， a Hangzhou-based company with a portfolio spanning across compute， storage， networking， 5G， security and related domains， and offering a comprehensive one-stop digital platform that includes cloud computing， big data， artificial intelligence （AI）， industrial internet， information security， intelligent connectivity， AI vision， and edge computing， as well as end-to-end technical services， visitors were dazzled by the new technologies that either have already been applied to industries and daily life or， in the words of Armenian ambassador to China， “show the direction of future innovations and development for the human society”.

Chinas achievements in science and technology， especially in AI and space technology， are undoubtedly the envy of the world. “Every time I visit China， I would be surprised by its latest innovations and accomplishments，” John Foster， the international secretary of the Communist Party of Britain said. “China couldnt have had all the successes without the leadership of the CPC.”

Innovative， coordinated， green， open and shared development. This is what China is working on. This is what Zhejiang is working on： from cities to villages， from the environment to cutting edge technologies， the province is writing one of the most inspirational development stories.
