弘扬伟大抗疫精神

2020年初，面对突如其来的新冠肺炎疫情，中国人民风雨同舟、众志成城，不仅构筑起疫情防控的坚固防线，而且创造了人类同疾病斗争史上又一个英勇壮举。

危急时刻，泱泱华夏又见遍地英雄。为表彰各条战线的抗疫勇士，2020年9月8日，北京人民大会堂举行了隆重的全国抗击新冠肺炎疫情表彰大会。会上，习近平总书记发表重要讲话：“在这场同严重疫情的殊死较量中，中国人民和中华民族以敢于斗争、敢于胜利的大无畏气概，铸就了生命至上、举国同心、舍生忘死、尊重科学、命运与共的伟大抗疫精神。”

伟大抗疫精神，绘就了团结就是力量的时代画卷。

重庆外事抗疫先锋

2020年1月，根据重庆市委、市政府的统筹安排，重庆专门组建了外事联络组，由市政府外办牵头负责疫情期间国际物资的接收、捐赠和防疫国际合作。在疫情防控中，市政府外办不断完善闭环管理措施，制定了信息闭环管理流程和疫情防控闭环管理流程，推动防疫工作流程化、规范化，努力实现入境到入户、国门到家门、铁公水空防疫工作无缝衔接，形成联防联控、群防群治闭环。同时，全力支持企业复工复产。

外事抗疫，是一条特殊的战线。市政府外办徐志鹏同志是这条战线上的抗疫先锋。在全国抗击新冠肺炎疫情表彰大会上，他荣获全国抗击新冠肺炎疫情先进个人称号。2020年5月，他获悉国家卫健委和外交部将选派一名外事干部，随中国政府赴巴勒斯坦医疗专家组开展医疗援助工作，他主动请缨承担专家组在巴勒斯坦的对外联络工作。

2020年6月10日至18日，中国医疗专家组援巴勒斯坦期间，徐志鹏参与促成重庆医科大学附属第二医院与巴勒斯坦卫生部医疗综合体签署了《远程医疗合作框架协议书》，这是抗疫期间我国与境外医疗机构签署的第一份协议，并首次建立了重庆跟巴勒斯坦的交往合作。徐志鹏作为外事大家庭中的一员，用实际行动展现了外事人的风采，为重庆外事抗疫战线书写了铿锵有力的篇章。

外事战线抗疫典范

令出如山、生死阻击、坚强防线……在这次同心战“疫”的伟大征程中，重庆外事战线上涌现了许多像徐志鹏一样的抗疫典范。他们无私奉献，哪里有需要，哪里就有他们冲锋在前的身影。

2020年12月7日，为表彰在防境外输入新冠肺炎工作中作出突出贡献的先进集体和先进职工，重庆市总工会表彰了2020年第二批重庆五一劳动奖。重庆市人民政府外事办公室等6个单位荣膺重庆五一劳动奖状;重庆市人民政府外事办公室欧非处处长李明全、重庆市渝北区人民政府外事办公室主任刘荐华等14人荣获重庆五一劳动奖章;重庆市人民政府外事办公室秘书行政处、重庆市人民政府外事办公室亚洲处、重庆市人民政府外事办公室外事服务中心、重庆市渝中区人民政府外事办公室国际交流科、重庆市沙坪坝区人民政府外事办公室涉外管理科、重庆市南岸区人民政府外事办公室外事科、重庆市北碚区人民政府外事办公室外事科和重庆市巴南区人民政府外事办公室综合科等17个单位荣获重庆市工人先锋号。

人无精神则不立，国无精神则不強。致敬抗疫英雄，礼赞劳动楷模，弘扬伟大抗疫精神，凝聚实现中华民族伟大复兴的强大力量。

At the beginning of 2020， caught by the sudden COVID-19， the Chinese people manifested great solidarity through hardships， not only built a solid line of defense for the prevention and control of the epidemic， but also created another heroic act in the history of mankind's combat against the disease.

In this critical moment， heroes rose all over China. In order to commend role models on all fronts of the fight against COVID-19 epidemic， on September 8， 2020， the Great Hall of the People in Beijing held a meeting to commend national COVID-19 combating role models. At the meeting， General Secretary Xi Jinping delivered an important speech， "In this desperate combat against the ruthless epidemic， with undaunted courage for fighting and triumph， the Chinese people and the Chinese nation have formed a great spirit of combating the COVID-19 epidemic， which features putting people's lives first， nationwide solidarity， sacrifice， respecting science， and a sense of mission for humanity.

The great anti-epidemic spirit depicts a scroll of the era in which solidarity is strength.

Chongqing Foreign Affairs Anti-epidemic Vanguards

In January 2020， in accordance with the overall arrangement of the CPC Chongqing Municipal Committee and the Municipal Government， Chongqing had specifically established a foreign affairs liaison group and Foreign Affairs Office of Chongqing Municipal People's Government took the lead in the reception and donation of international supplies and international cooperation in epidemic prevention during COVID-19. In the prevention and control of the epidemic， Foreign Affairs Office of Chongqing Municipal People's Government had continuously improved the closed-loop management measures， formulated the information closed-loop management process and the epidemic prevention and control closed-loop management process， promoted the process and standardization of epidemic prevention work， and strove to achieve seamless connection of immigration-to-household， border-to-home and railway-road-water-air epidemic prevention work and formed a closed loop of joint prevention， joint control， and group prevention and control. At the same time， we fully supported the enterprises' resumption of work and production.

The foreign affairs combat against COVID-19 is a special front， on which Comrade Xu Zhipeng of the Foreign Affairs Office of Chongqing Municipal People's Government served as one of the vanguards. At the national COVID-19 fight role model commendation meeting， he won the title of National Role Model Individual in Fighting the COVID-19. In May 2020， he learned that the National Health Commission and the Ministry of Foreign Affairs would select a foreign affairs cadre to accompany the Chinese government's medical expert group to carry out medical aid work in Palestine and took the initiative to undertake the external liaison work of the expert team in Palestine.

From June 10 to 18， 2020， during the Chinese medical expert groups aid to Palestine， Xu Zhipeng participated in the signing of the Telemedicine Cooperation Framework Agreement between the Second Affiliated Hospital Chongqing Medical University and the Palestinian Ministry of Health Medical Complex. This was the first agreement signed between China and an overseas medical institution during the anti-COVID period and established the exchange and cooperation between Chongqing and Palestine for the first time. As a member of the foreign affairs family， Xu Zhipeng demonstrated the demeanor of foreign affairs practitioners with his actions and composed a solid chapter for the Chongqing foreign affairs anti-epidemic front.

Anti-epidemic role models on the foreign affairs front

Duty-bound in seizing every minute to combat COVID-19 and consolidate the defense line... In this great journey of fighting the "epidemic" together， many anti-epidemic models like Xu Zhipeng have emerged on the foreign affairs front in Chongqing. Being selfless and dedicated， they took the lead in places in need.

On December 7， 2020， in recognition of exemplary collectives and role model employees who have made outstanding contributions to the prevention of imported COVID-19 from abroad， the Chongqing Federation of Trade Unions commended the second batch of Chongqing May 1st Labor Awards in 2020. Six units including the Foreign Affairs Office of Chongqing Municipal People's Government were awarded the Chongqing May 1st Labor Certificate; 14 persons including Li Mingquan， Director of the European-African Division of the Foreign Affairs Office of the Chongqing Municipal People's Government， and Liu Jianhua， Director of the Foreign Affairs Office of the Yubei District People's Government of Chongqing， etc.， were awarded the Chongqing May 1st Labor Medal; 17 units including the Secretary and Administrative Division of the Foreign Affairs Office of the Chongqing Municipal Peoples Government， the Asian Division of the Foreign Affairs Office of the Chongqing Municipal Peoples Government， the Foreign Affairs Service Center of the Foreign Affairs Office of the Chongqing Municipal Peoples Government， the International Exchange Section of Foreign Affairs Office of the Yuzhong District People's Government of Chongqing， the Foreign-related Management Section of Shapingba District People's Government of Chongqing， the Foreign Affairs Section of the Foreign Affairs Office of the People's Government of Nanan District of Chongqing the Foreign Affairs Section of the Foreign Affairs Office of the People's Government of Beibei District of Chongqing， and the General Section of the Foreign Affairs Office of the People's Government of Banan District of Chongqing were awarded the title of Chongqing Worker Vanguard.

A person will have no dignity and a country couldnt be revitalized with a strong spirit. Let's pay tribute to heroes combating COVID-19， commend labor role models， advocate the great anti-epidemic spirit， and pool together strong strength for the great rejuvenation of the Chinese nation.
