第五届“连云港论坛”成功举行 杜航伟出席并讲话

2020年12月9日至10日,由公安部主办、国务院国资委协办、江苏省公安厅和连云港市政府承办的第五届“连云港论坛”在连云港市成功举行。本次論坛采取线上线下相结合的方式,围绕“疫情防控常态化下的安全形势与国际执法合作应对”主题,与30个国家执法部门和3个国际组织一道,共商执法安全合作大计,共谋能力建设合作良策,共绘各国安全发展蓝图。公安部党委委员、副部长杜航伟出席并讲话。
杜航伟指出,新冠肺炎疫情全球大流行带来的外溢效应,滋生大量涉疫犯罪,并与传统跨国有组织犯罪和新型网络犯罪交织叠加,安全问题的联动性、跨国性、多样性更加突出,给世界安全格局带来更多不确定不稳定因素。面对疫情,中国公安部同各国执法部门,相互支持、并肩战斗,为维护各国人民生命财产安全、保障全球产业链供应链安全作出了积极贡献。
杜航伟表示,不久前,中国共产党成功召开第十九届五中全会,审议通过关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议,提出积极构建新发展格局,为各国共享中国经济高质量发展成果提供更多机遇。
杜航伟强调,中方愿同各方继续高举“合作、创新、法治、共赢”旗帜,秉承“合作促安全、安全保发展”核心理念,建好用好“连云港论坛”平台,与各方分享抗疫执法经验,创新完善执法合作机制,共同提升执法能力水平,为推动全球和地区安全治理贡献智慧和力量,为各国共同发展提供更加安全稳定的外部环境。
来自俄罗斯、意大利、阿联酋、巴基斯坦、塞尔维亚等30个国家执法安全部门和国际刑警组织、上海合作组织、澜湄综合执法安全合作中心等3个国际组织的有关负责人应邀参加。与会代表深入交流了疫情对全球安全带来的新挑战和应对之策,对中方抗疫取得的伟大成就并为世界抗疫作出的重要贡献给予高度评价,并表示,各国执法部门要创新完善国际执法合作机制,深化打击涉疫犯罪、网络犯罪等新型跨国犯罪国际合作,适时组织开展联合行动,严防各类犯罪借“疫”生乱;积极推动构建全天候对接和应急反应机制,创新重大项目安保合作模式,形成维护重大项目安全合力;加强疫情防控常态化下的执法能力建设,提升维护社会稳定和服务经济发展能力和水平。
The Fifth Lianyungang Forum was held in Lianyungang City from December 9 to 10,2020. It was hosted by the Ministry of Public Security, co-hosted by the State-owned Assets Supervision and Administration Commission of the State Council, and organized by Jiangsu Provincial Public Security Department and Lianyungang Municipal Government. Law enforcement authorities of 30 countries and three international organizations were present at the forum, online or offline, under the theme of “New Approaches to Security and International Law Enforcement Cooperation Under Covid-19”. They discussed law enforcement and security cooperation, exchanged views on capacity building, and drew a blueprint for the security and development of all countries. Member of the CPC Committee of the Public Security Ministry and Deputy Minister Du Hangwei attended the forum and delivered remarks.
Du pointed out that COVID-19s spillover effect has given rise to a number of pandemic-related offenses, which are intertwined with traditional organized cross-border crimes and new forms of cybercrime. Naturally, such security threats tend to be interconnected with wider cross-border links and organizations, posing increasing instabilities for the world security landscape. Faced with the pandemic, the Ministry of Public Security of China has worked with counterparts of other countries in mutual assistance and support, making contributions to protecting peoples lives and property and safeguarding global industrial and supply chains.
Du stated that recently the Fifth Plenary Session of the 19th CPC Central Committee adopted recommendations for formulating the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and Long-Range Objectives Through the Year 2035. The plenum resolved to actively foster a new development paradigm and create more opportunities for other countries to benefit from Chinas high-quality development.
Du emphasized that China is ready to work with relevant parties under the principle of cooperation, innovation, rule of law and mutual benefit and guided by the core concept of “Cooperation for Security, Security for Development.” He remarked that China can make the most of the Lianyungang Forum as a platform to share law enforcement experience in times of pandemic, innovate and improve law enforcement mechanisms, jointly enhance enforcement capacity, contribute wisdom and strengths to global and regional security governance, and create a more secure environment for the common development of all countries.
Law enforcement departments of 30 countries including Russia, Italy, UAE, Pakistan, and Serbia, and persons in charge at three international organizations INTERPOL, the Shanghai Cooperation Organization, and the Integrated Law Enforcement and Security Cooperation Center, were invited to the forum. Representatives exchanged in-depth views on new global challenges presented by COVID-19 and corresponding solutions, and highly commended Chinas remarkable achievements in its prevention and control efforts and important contributions to the global response. They reached consensuses as follows: law enforcement authorities should innovate on and upgrade international cooperation mechanisms, deepen collaboration in combating new forms of cross-border crimes such as pandemic-related offense and cyber crime, organize and launch timely joint operations, keep crime under control during the pandemic, step up efforts to establish a reliable liaison and emergency response mechanism, create new security cooperation models for key projects, and raise enforcement capacity, all while practicing ongoing pandemic prevention and control to maintain social stability and sustain economic growth.
