Survey and Analysis of Community Care Service in Cities and Towns from the Perspective of Internet

Abstract With the aging of the social population, community care has become another important care model between home care and institutional care.In order to fully understand the social cognition and demand of "Internet+community care", the project team conducted a questionnaire survey in accordance with the research objectives.The survey concluded that the public are still dependent on the traditional care, and do not know much about "Internet+community care", but are willing to try."Internet+community care" can not only enrich and innovate the care model, but also effectively solve the problems of limited pension resources and mismatch between supply and demand.It is conducive to promoting the realization of high-quality and efficient services for the aged.

1 Introduction

The service of "Internet+community care" is an innovation to the traditional theory and mode of services for the aged in response to the urgent needs of the aging society.The purpose of the questionnaire survey is to learn the urban residents’ understanding, demand and improvement suggestions of "Internet+community care" service, so as to preliminarily predict the possibility and development prospect of "Internet+community care" service in cities and towns.At the same time, on the basis of summarizing and analyzing the advantages and disadvantages of the existing care model, this paper intends to innovatively construct, improve and perfect the urban "Internet+community care" service model.

2 Design and implementation of questionnaire

The project team spent more than 20 days from July 25 to August 15, 2019 on a questionnaire survey of "Internet+community care" service in some communities of Fangzheng County, Nenjiang County, Wuchang City, Nehe City, Jiansanjiang Land Reclamation Area and Jiusan Land Reclamation Administration in Heilongjiang Province.Through random sampling, a total of 100 questionnaires were sent out, 95 questionnaires were recovered and 91 questionnaires were valid, with an effective rate of 91.7%.Starting from the needs of providing for the aged in the community, the age distribution of the respondents ranges from 30 to 80 years old, and is concentrated in the 60-70 years.About half of the elderly live with their children.

3 Investigation results and analysis of the service of "Internet+community care"

Most families rely on the traditional home care for the aged.Home care accounts for 62.86%, while community care accounts for 19.86%.47.62% of the people are willing to try the "Internet+community care" service, 62.86% hope that the elderly will receive daily care, and 83.81% hope to get timely medical services.In the functional composition of the "Internet+community care" service platform, 72.38% want to have the function of emergency call for help, and 78.1% want to have health examination.And most people hope to detect the health of the elderly through smartwatches, intelligent wristbands, intelligent robots, cameras and blood glucose meters, sphygmomanometers and so on.The details are as follows:

3.1 Limited economic conditionsLimited to the local economic situation, the level of income of urban residents is relatively low, so they are under great pressure to receive paid services.Most of the elderly are non-retirees, have no stable income and are unwilling to add additional financial burden to their children.On the basis of meeting the most basic needs of survival, most elderly people spend less on services, health, medical care, and so on.In the survey, the price accepted by the community for the aged is mostly in the range of 1 000-2 000 yuan/month.

3.2 Backward concept of providing for the agedIn the survey, it is found that under the influence of traditional ideas and long-term living habits, the vast majority of elderly people are eager to live with their families, and their understanding of the "Internet+community care" service is relatively vague, which needs their further understanding and recognition.In addition, urban government departments do not have enough understanding of the importance and urgency of developing and strengthening community care services for the elderly, do not invest enough resources and can not actively carry out and encourage relevant enterprises to join the community care services[1].

3.3 Low awareness and trustThe elderly and their children lack understanding of the "Internet+community care" service platform and can not fully trust it.The survey found that 67.62% of the people were worried about the security of personal information and the quality of service under this mode.It can be seen from the data that the trust in the network platform is not high, and they are worried that the virtual network will lead to the deception on the elderly.

3.4 Insufficient staff in security facilities and servicesIn the community care, there is a lack of funds, human resources and community service facilities, and it is especially reflected in the serious lack of care service personnel linked up to the "Internet+community care" service platform.The foundation of entertainment and community health care is weak.There is no activity room for the elderly, and if any, there are serious problems of generally outdated facilities and narrow activity space[2].At present, most of the activities carried out by the community tend to literary and artistic performances, there is a lack of activities suitable for the elderly, and the spiritual and cultural activities which are suitable for the physical and psychological characteristics of the elderly are necessary for the community care service.

3.5 Community care to meet the needs of social developmentProviding for the aged in the community can realize the wish of the elderly to stay at home.It not only avoids the loneliness of the elderly in strange places, but also helps their children to visit the elderly nearby after work.Besides, under the condition of guardianship, the elderly can be taken care of professionally and carefully.

3.6 Huge market of industry of care for the agedAt present, the proportion of the elderly population has exceeded 7%, and is showing a trend of rapid growth year by year.By the end of 2018, there were 249.49 million people aged 60 and above, accounting for 17.9% of the total population, according to the China Bureau of Statistics.Among them, there were 166.58 million people aged 65 and above, accounting for 11.9% of the total population.It is expected that this number will continue to rise in the future.

3.7 Internet popularity and developmentWith the popularity of the Internet, the use of the Internet in almost every family is a great driving force for the "Internet+community care" service.According to the survey, more than 65% of the elderly know how to use smartphones to surf the Internet.

4 Conclusions and policy recommendations

4.1 ConclusionsThe satisfaction of the needs of the elderly is directly related to the way of providing for the aged.The demand for providing for the aged is mainly focused on the help given by the family, medical treatment, entertainment and so on.And the warmth, help and physical care given by the family can not be given by other pension institutions, which makes most old people rely on the family care model.In addition, because the elderly pay more attention to the happiness of family, neighborhood, geographical relations and so on, they also rely on the communities where they have lived for a long time.Providing old-age services based on the community can enable the elderly to stay in the living environment he is familiar with.The service of "Internet+community care" meets the needs of the aging society, which not only enriches the mode of providing for the aged in cities and towns, but also innovates the traditional theory and concept of providing for the aged.By choosing to connect to the service platform online and providing professional services by the community offline, we realize the sharing of service demand information.This not only provides information on the health status of the elderly for children who are far away from their parents, so that children can not only timely grasp the physical and mental health status of their parents and understand the elderly from a long distance, but also improve the universality and efficiency of the service."Internet+community care" service model is in line with the general environment of providing for the aged in China, and has a bright future for development.

4.2 Policy recommendationsThe core essence of "Internet+community care" service is to realize home care and provide accurate and high-quality care service for the elderly.From the government level, it is necessary to strengthen the industry support to "Internet+community care" service, and create a way of information transmission and communication between the care service and the care needs of the elderly.It is necessary to further improve the community care service facilities from the aspects of Internet popularization and medical care, domestic economics and professional training, and innovate, construct and perfect "Internet+community care" service platform, focusing on simplicity, ease and effectiveness; continuously establish and improve the statistical record system of the community care service system.On the basis of community care service, we should make full use of the convenience and resource sharing of the Internet to accurately know old people’s online choice of service content and meet the needs of care services for the elderly, so as to provide help for the elderly in life, psychology and mind.
