Abstract: In the mid-to-late 19th century, Marx saw the false nature behind the primitive accumulation of Western industrial capital through the illusion of rapid development of the capitalist economy, and deeply criticized British colonialism. He exposed the British colonial atrocities in China and its harm, dialectically analyzed the double impact of British colonial acts on Indian rule. But in his later years, Marx corrected the early affirmative evaluation of the British colonialism, re-analyzed the historical role of colonialism in India, and profoundly criticized the deep disaster caused by colonial rule in the eastern countries. Marx’s criticism of the colonialism and bridging of British colonialism has a vigilant meaning to our vigilance against various colonialism and imperialism. It also provides a theoretical weapon for today’s resistance to cultural colonialism and “peaceful evolution”, as well as a realistic revelation for the construction of the Shared Community of Human Destiny.

Abstract: Based on the new historical orientation, the theory of religious relations in the new era clarifies the connotation of religious relations, including the relations between the party and government and religion, society and religion, different religions in China, religions in China and foreign religions, religious masses and non religious masses, and puts forward a series of viewpoints, such as adhering to the leadership of the party, adhering to the separation of politics and religion, and promoting the exchange and mutual learning of civilizations. The theory of religious relations in the new era embodies people’s standpoint, problem consciousness, practice orientation, historical thinking and world vision, enriches and develops Marx’s religious view, and provides theoretical guidance for building a positive and healthy religious relationship.

Abstract: To promote the benign interaction between the state and society is an important viewpoint to accurately understand the nature and value of public participation. In the practice of socialist political life with Chinese characteristics, the finiteness and limitation of public participation capacity, the randomness and emotionality of public participation, excessive and low degree of public participation are the realistic dilemmas of orderly public participation. The imbalanced tension between public power and civil rights, the inner circle of private preference and public preference, the realistic challenge of social transformation and democratic appeal are the reasons for the current dilemmas of orderly public participation. To improve orderly public participation in socialism with Chinese characteristics, we should promote benefit sharing and strengthen the foundation of people’s livelihood to enhance people’s power of public participation, promote institutional justice and enhance the normalization of public participation based on intuitional supply, improve social support and enhance the organizational support of public participation by relying on social organizations, and cultivate subject quality and improve the civilization level of public participation by relying on practice consciousness .

Abstract: Ideological function is the core of the basic research on ideology. Ideological function is a new perspective to promote the construction of socialist ideology in China. In the study of ideological function, regardless of the historical background and specific practice, it is easy to “blur” the study of ideological function, resulting in empty understanding of ideological function. Based on the historical orientation of the new era, and combining Xi Jinping thought on socialism with Chinese characteristics, this paper demonstrates the relevant functions of socialist ideology in the political, economic, cultural, social and diplomatic fields. Under the circumstances of marketization, “micro-era” and globalization, we hope to truly improve the function of socialist ideology by leading the reform direction of socialist market economy, purifying cyberspace and competing for the right of international discourse.

Abstract: The integration of big data and ideological and political education is a new topic in the innovation and development of ideological and political education. According to literature statistics, the domain of the study focuses on four aspects: educational subject and object, ideological and political theory course, ideological and political education practice and network ideological and political education. The academic circles believe that the data-based ideology provides the possibility for the integration of big data and ideological and political education, that currently there is still a integration dilemma in technology, method, subject-object relationship and ethics, and that the way of integration should be realized by thinking shift, paradigm reconstruction, technology implementation and big data governance. From the perspective of the basic theory of ideological and political education, the positioning of their integration lies in the fact that big data is an important field to study ideological and political education and an external manifestation of the essence of ideological and political education. Big data enriches the research foundation of the law of ideological and political education and marks a new starting point for the value of ideological and political education. To deepen the transformation of the integration research of big data and ideological and political education, we need to achieve four transformations: from focusing on big data to systematic research, from applied research to supporting discipline development, from focusing on “big data” to integration into “new era”, and from practice consciousness to philosophy consciousness.

Abstract: Community emergency social mobilization is an important means and support for emergency management of public safety. In the face of COVID-19 epidemic, switching from social governance to public safety emergency management, strengthening and improving the community emergency social mobilization system and mechanism construction are the internal requirements of public safety emergency management and major epidemic prevention and control. Based on the current COVID-19 major outbreaks scene, this article interprets the reality logic of emergency social mobilization, explores its main content and working mechanism, analyzes the special problems of grassroots social mobilization during the major outbreaks of COVID-19, and puts forward optimization strategies combined with the actual case to provide strong support and reference for the further research of emergency social mobilization at the grass-roots level.

Abstract: At present, the construction of archival memory of public health events in China is based on official archives. Archival institutions should strengthen the collection and preservation of archives from the general public in public health events, and connect “official narrative” with “folk narrative”, which is conducive to the construction of all-round, multi-level and diversified social memory. Through literature research and policy text analysis, this paper explains the connotation and theoretical basis of archive memory from the general public of public health events, affirms that archive memory from the general public can restore history and truth, maintain the integrity of social memory, carry out social commemorative activities, and enhance the value of social humanistic care. Finally, suggestions on the construction of archive memory from the general public by archives institutions are put forward, such as incorporating the archives from the general public into the scope of public health event archiving, encouraging public participation in the collection of public health event archives, encouraging and guiding private and community filing, constructing public health event memory project, and promoting the openness and communication of archives from the general public in public health events.

Abstract: Based on the panel data of high-tech industry in 28 provinces and cities of China from 2013 to 2017, the enhanced Russell measurement model was used to measure the technological innovation efficiency of high-tech industries, and then the nuclear density estimation method and the Theil index were used to make a systematic analysis. The results show that the comprehensive efficiency of China’s high-tech industrial technology innovation activities is at a low level. The pure technical efficiency decreases in the order of eastern, central, western, and northeast, while the scale efficiency decreases in the order of northeast, west, central, and east. The overall distribution density curve of the comprehensive efficiency shifts to the right with time and it has a distinctive right trailing tail and intra-regional difference is the main reason for the large total difference in efficiency. There is a statistically significant negative correlation between the pure technical efficiency and the scale efficiency. During the study period, the overall return to scale of technological innovation activities in high-tech industries was not good, and the number of regions in which the return to scale was decreasing exceeded 50% every year. According to the results, the corresponding policy recommendations are given.

Abstract: Under the background of global climate change and rapid urbanization, urban disaster-pregnant environment has been altered significantly, leading to the intensified urban flood disasters in recent years. Urban flood risk management has become the short board of national flood control system, which is also the focus of flood control and disaster reduction in the future. Considering the water problems in China, a comprehensive management framework for urban flood risk from the perspective of river basin system is proposed, and the construction and resilient demand of city sponge is planned from three levels of river basin system, regional urban agglomeration and individual city. Taking the city of Jingdezhen as an example, this paper analyses the urban flood risk under basin-region-urban flood security pattern, and proposes the resilient strategies of urban flood control from the aspects of infrastructure construction, organization setting, governance system and strategic planning. This research may provide theoretical guidance for the construction of urban flood control ability and regional water security capacity so as to realize the regional sustainable development.

Abstract: Scientific business strategy-making plays a quintessential role for companies to improve their core competitiveness. Current models on corporate competition and strategies, such as the classic Porter’s Five Forces model, focus on the static market behavior in a certain horizontal dimension, instead of dynamically analyzing the panoramic environment of market competition and management decision-making process. Therefore, we innovatively incorporate the dynamic decision-making logic of military OODA model into Five Forces model, and construct a corporate strategic decision-making model based on the above-mentioned two models. We discuss relevant applications of the new model and corresponding decision-making behavioral patterns of corporate management with a hope to provide a new theoretical method and practical approach for companies to occupy the dominant position in the future market.

Abstract: In the context of social governance, as important government partners, social organizations are important forces involved in rural construction. However, the newly involved social organizations need to obtain legal approval to embed local power and social structure and exert their influence effectively. From the perspective of legitimacy, a detailed examination of typical cases of social organizations participating in rural social governance reveals that the main legitimacy challenges that social organizations face in participating in rural social governance are regulatory legitimacy, cognitive legitimacy, and legal legitimacy, and the acquisition of cognitive legitimacy is the most important and the most difficult. Social organizations need to adopt adaptive strategies, selective strategies, and manipulative strategies to obtain legal identity. In the future, legal legitimacy will still face institutional and capacity challenges. Therefore, the government must give more support to the legitimacy of social organizations from the perspective of subjective value recognition, and social organizations must organically combine legitimacy acquisition strategies and governance action strategies to reshape the path of action.

Abstract: With the development of law, the rural social change causes the rural dispute to present the new characteristic of involving law, complexity, intensity, accumulation and difficulty in mediation, which leads to the weakening and even breaking of the relationship between villagers, the imbalance of social rights and interests, and the difficulty of recovery. The dual failure of the mechanism of rule of etiquette and the mechanism of rule of law in rural areas and the alienation of disputes caused by the failure make the rural social governance in a dilemma. To walk out of this governance dilemma, it is necessary to build a “three-in-one integration” of rural governance system, change the way of mediating disputes in rural areas from “maintaining order and stability” to “resolving contradictions and restoring relationships simultaneously”, and innovate the grassroots mediation system and organization construction through the introduction of third party social service organizations and other multiple mediation subjects. The transformation from diversified mechanism to joint construction and governance and sharing mechanism will help achieve the restoration of villagers’relationship in the process of rural dispute mediation, and finally improve the efficiency of rural social governance.

Abstract: Water Users Association (WUA) is a non-profit organization with legal person status. Its function mainly focuses on participating in Water Right Exchange, distributing water right, promoting the transfer of water rights, and so on. The transfer of land management right and the intensive and scale management of land brought about by the reform of “Separating Rural Land Ownership Rights, Contract Rights, and Management Rights” have brought challenges to the operation of WUA, and their foundation, function orientation and specialization level are all facing new challenges. From the advanced experience of other countries, under the background of the “Separating Rural Land Ownership Rights, Contract Rights, and Management Rights”, WUA needs to be optimized from the aspects of service object, functional transformation, ability enhancement, and so on. The non-farmer water users should be brought into the service object, the functional orientation based on water right exchange and supplemented by distribution needs to be clarified, and the comprehensive ability should be improved with the help of systematic training and professionals, so as to meet the new demands of agricultural development.
