驻渝蓉领事官员旁听我市“两会”

为帮助领事官员加深对重庆的了解,深化重庆与各派遣国的全面交往合作,1月14日—15日,市政府外事侨务办组织安排了日本、匈牙利、埃塞俄比亚、意大利、荷兰、美国、泰国、法国、新加坡、澳大利亚、以色列共11个国家驻重庆和成都两地的14位领事官员旁听了2017年重庆市人大四届五次会议和市政协四届五次会议的开幕式。

1月15日上午,市人大副秘书长张良皓在重庆市人民大礼堂会见了前来旁听会议的外国领事官员,向他们表示欢迎并简要介绍了2016年度重庆社会经济发展取得的成就、会议日程安排及主要任务等有关情况。各国领事官员感谢重庆方面安排参加旁听,认为这是一次了解重庆最新发展情况的大好机会,他们将继续推动重庆和各派遣国开展更多的交流与合作,并祝愿重庆在新的一年取得更大的成功。

期间,本刊记者独家专访了参加旁听的匈牙利驻重庆总领事馆总领事罗澜和新加坡驻成都总领事馆总领事颜呈吉。

记者:罗澜先生您好,听完《政府工作报告》,您对重庆2016年的发展有什么特别感受?匈牙利驻重庆总领事馆在2016年有哪些值得分享的工作?

罗澜:匈牙利和重庆的关系在2016年不断地发展,取得了较大的成绩。匈牙利在重庆设立了技术转移中心,在川外设立了匈牙利语专业,匈牙利驻重庆总领事馆也举办了像“布达佩斯之春”这样的文化活动。今天在2017重庆两会上听取了代市长张国清的《政府工作报告》,我们会在2017年更加积极地安排一些活动。我们非常重视重庆这个潜力之都,我国也有很多人了解到重庆的GDP增速在全中国排名靠前。我们总领事馆也是西南地区比较大的总领事馆,也代表了匈牙利对重庆的重视。

记者:您对中匈合作以及重庆未来一年的发展有什么期待?

罗澜:过去的一年里,中匈合作发展的方向是非常正确、积极的。匈牙利的外交政策是向东开放。通过对重庆的开放工作,可使重庆和匈牙利双方都更加国际化。匈牙利现在在新能源、环保方面有很好的技术和项目,所以在建设绿色城市、绿色经济这方面,匈牙利拥有很好的基础。希望在2017年里,匈牙利与重庆有更多这方面项目、技术的交流与合作。

记者:在新的一年,匈牙利驻重庆总领事馆将与重庆在哪些方面有交流互动?

罗澜:现在中匈可以通过“16+1合作”这个中东欧国家的合作平台展开更全面的合作。(注:“16+1合作”即中国-中东欧国家领导人会议,指中国和中东欧16国共同绘制的一份中期规划,这份规划旨在明确2015年至2020年的工作方向和重点,进一步释放合作潜力,推动“16+1合作”提质增效。)今年的“16+1合作”领导人会晤将在布达佩斯举办,匈牙利的高层领导也会参与将于5月在北京举办的“一带一路”倡议下的会议。中匈双方的关系可以说是朝着非常积极的方向发展并且越发紧密了。

今年是对中匈外交非常重要的一年,2017是“中东欧文化年”。因此,匈牙利驻重庆总领事馆将在今年的渝洽会上组织一个人数众多的中东欧代表团来渝,也会邀请匈牙利高层的领导到访重庆。另外,匈牙利驻重庆总领事馆也将在今年5月份再次举办“布达佩斯之春”的文化活动。

新加坡驻成都总领事馆总领事颜呈吉:重庆经济强劲发展 助力中新项目顺利推行

记者:颜呈吉先生您好,在《政府工作报告》中提到了中新项目的进展,请问您怎么评价过去一年重庆的经济发展和这个项目的推进情况?

颜呈吉:我觉得今天代市长张国清对2016年重庆取得的成绩给了一个非常全面的报告。对于重庆经济方面的发展,GDP的增速方面还是保持着非常强劲的势头。当然对于我个人来说,我还是非常关心中新合作项目的进程,也看到在报告当中,市政府对这个项目给予了一些期待,也看到了对中新双方工作的一种肯定。另外通过今天的旁听,我也比较详细地了解到市政府2017年的发展方向。

记者:我们也看到,新加坡政府在2016年对和重庆的合作采取了非常积极的“大动作”,对中新项目2017年在重庆的推进您有什么期待?

颜呈吉:我当然是期待经济方面可以越做越好,我们这个项目可以在双方确定的领域内继续推进。当然还有其他很多的方面,包括社会民生和制度改进方面,我觉得政府都在做很多的工作。

记者:2017年,新加坡驻成都总领事馆与重庆将在文化经贸等方面有什么互动?

颜呈吉:对于2017年新加坡驻成都总领事馆与重庆的合作我们肯定会继续推进。因为中新项目在初步推进的阶段,所以我们去年也在重庆进行了很多高层互访,中新项目牵头的一位部长也在2016年4次到访重庆。我们近期的工作还是会重点支持中新项目的发展,当然在其他领域尽大可能地推进双边的合作与交流。

To give a good understanding of Chongqing and deepen its comprehensive communication and cooperation with the sending states, Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government arranged 14 consular officers--from 11 states including Japan, Hungary, Ethiopia, Italy, Holland, USA, Thailand, France, Singapore, Australia, Israel--in Chongqing and Chengdu to be visitors at the opening ceremony of the Fifth Session of the 4th NPC&CPPCC in Chongqing, held on January 14-15, 2017.

Zhang Lianghao, deputy secretary of the National People’s Congress in Chongqing, met those auditing consular officers with welcome and brief introduction of achievements in Chongqing’s social and economic areas, meeting schedule and main tasks, in the morning on January 15. Consular officers also expressed their thanks to be invited to these two meetings by Chongqing municipal government. It was also a great opportunity for them to learn more about the new progress which Chongqing has made, and to unceasingly promote more exchanges and cooperation between Chongqing and those sending states, and they wish Chongqing a greater success in the coming year.

During the meeting, print journalist made an exclusive interview with Mr. Dióssi Lóránd, Consul-General of Consulate General of Hungary in Chongqing and Gan Teng Kiat, Consul-General of Consulate General of Singapore in Chengdu.

Mr. Dióssi Lóránd, Consul-General of Consulate General of Hungary in Chongqing: l attach great importance to Chongqing, a city ful fi lled with potential.

Journalist: Hello, Mr. Dióssi Lóránd, after hearing the report on the work of the government, how does it make you feel to the development of Chongqing in 2016? Are there any other work results of Consul-General of Consulate General of Hungary in Chongqing worth sharing?

Mr. Dióssi Lóránd: The relationship between Chongqing and Hungary has made great achievements with continuous development in 2016, which includes technology transfer center in Chongqing, the Hungarian major established by Sichuan International Studies University as well as cultural activity namely “The Spring of Budapest” held by Consul-General of Consulate General of Hungary in Chongqing. Today after hearing the report on the work of the government given by Zhang Guoqing, acting mayor, at the 2017 NPC&CPPCC in Chongqing, it is necessary for us to actively arrange more activities in the coming year. For that reason, we give priority to Chongqing, this potential city, which leads the GDP growth in China and also establishes relatively large consulate general in southwest China to express the importance of Chongqing in our heart.

Journalist: What do you expect of the cooperation between China and Hungary as well as the development of Chongqing in the coming year?

Mr. Dióssi Lóránd: In the past year, the cooperation between China and Hungary was on the right and active track which also matched our foreign policies to open to the east. Both Chongqing and Hungary can be more internationalized bythe virtue of opening toward Chongqing. Hungary also boasts good technologies and projects in the areas of new energy and environmental protection which means it has a powerful basis in the construction of green city and related green economy. We hope that the coming year will provide more opportunities for the communication and cooperation of projects and technologies in those areas between us.

Journalist: What areas of interactions and communications are included between Chongqing and Consul-General of Consulate General of Hungary in Chongqing in the coming year?

Mr. Dióssi Lóránd: Comprehensive cooperation between China and Hungary can be promoted on cooperation platform for central and eastern European countries, namely “16+1 Cooperation”. (Note: “16+1 Cooperation” is the China-Central and Eastern European leaders meeting, which is an interim plan jointly made by China and 16 Central and Eastern European countries. This plan is designed to make clear the working direction and focus during the period from 2015 to 2020 and further to unlock cooperation potential with high-grade cooperation plan.) This year also sees the leaders meeting of“16+1 Cooperation” in Budapest and Hungarian top officials also will take part in the meetings under the “One Belt and Road Initiative” which will be held in Beijing in May, 2017. That’s to say, China and Hungary are moving in a positive direction and getting closer.

So 2017 is a vital year for our relationship because of the “CEEC Cultural Year” activity this year. For that reason, Consul-General of Consulate General of Hungary in Chongqing will lead a large CEEC delegation to China Chongqing International Investment and Global Sourcing Fair and also will invite Hungarian top of fi cials to visit Chongqing. In addition, the cultural activity- “The Spring of Budapest” - also will be held again by Consul-General of Consulate General of Hungary in Chongqing in May, 2017.

Mr. Gan Teng Kiat, Consul-General of Consulate General of Singapore in Chengdu: Strong economic development in Chongqing also represents the drive for the smooth implementation of China-Singapore projects.

Journalist: Hello, Mr. Gan Teng Kiat, in the light of the progress of China-Singapore projects mentioned in the report on the work of the government, how do you evaluate the economic development in Chongqing and the status of this project?

Mr. Gan Teng Kiat: It strikes me that acting mayor Zhang Guoqing has given a very comprehensive report about Chongqing’s achievements in 2016 and Chongqing itself still maintains a very strong momentum in the GDP growth of its economic development. For me personally, I am still very concerned about the process of the China-Singapore cooperation project which is recognized and expected by Chongqing municipal government in the report. In addition, I also learn much about the development direction planned by Chongqing in the coming year after this auditing today.

Journalist: But we also saw that Singapore government took a very positive “big move” toward the cooperation with Chongqing in 2016. So what do you expect of the progress of China-Singapore projects in Chongqing in the coming year?

Mr. Gan Teng Kiat: I’m of course looking forward to getting better in economic area and wising this project can be continued to promote in not only identi fi ed areas by the two sides, but also in other areas, including social livelihood and institutional improvement. I think many works have done by the government.

Journalist: What interactions and communications are included in the areas of culture and trade between Chongqing and Consul-General of Consulate General of Singapore in Chengdu?

Mr. Gan Teng Kiat: I believe that the answer is yes. In 2017, we will absolutely continue to promote the cooperation between us because of the preliminary stage of China-Singapore project. For that reason, we also conducted many highlevel visits in Chongqing in last year, for example, a lead minister involving in this project made four visits to Chongqing in 2016. Our recent work still gives priority to the support of development of this project and will also do our best to promote bilateral cooperation and exchanges in other areas.
