Opportunities and challenges to handle the TPP

The investment delegation of dyeing and printing entrepreneurs organized by Textile Industry Branch of CCPIT and CPDA (China Printing and Dyeing Association ) in Vietnam has finished investigation on February 23-26, 2016 successfully, leaded by Vice President Sun Ruizheof CNTAC ( China National Textile Association Council), accompanied by President Chen Zhihua of CPDA, Vice President Lin Yunfeng of Textile Industry Branch of CCPIT, and 25 entrepreneurs who are from backbone enterprises in dyeing and printing sector, collecting industrial elites such as Qingdao Phonix Dyeing and Printing Group, Huafang Co., Ltd, Shandong Companian Group, Fulida Group, Yixing New Lucky Textile Printing and Dyeing Co., LTtd., Guanhong Group, Wan Fengsheng Bleaching and Dyeing Co., Ltd., to discuss the challenges and opportunities of the investment in Vietnam.
During the six days, the delegation had investigated four industry park located in north central and southern Vietnam in-depth,namely, Tianhong River industry park in Quang Ninh province, Dawn industry park in Nam Dinh province, Fudong industry park in Tay Ninh province, Vietnamese Singapore industry park in Binh Duong province, researching respectively the park planning, the costs, geographical position, and the condition of labor, logistics, management mode and so on. Different political backgrounds and geographical position, as well as investment policy and the environment make each park has its own advantages and disadvantages, as the enterprises have rationally analyzed their investment feasibility according to their respective product characteristic, target market and park situation.
The delegation visited Luthai Vietam Factory located in Fudong industry park. Luthai Textile Group has put into first phase of spinning mill currently, which has the scale of thirty thousand spindles, with relatively high automatic and intelligent level. Phase ii workshop is still under construction. Wang Shuifang, the Deputy Gen- eral Manager of Luthai Group accompanied the delegation, and adequately sharing and communicating with the delegation the investment planning, personnel costs, operating conditions, labor issues etc. which concern enterprise investment in Vietnam.
The volume of China fabrics export to Vietnam has been growing yearly, which is closely connected with the rapid growth of the Vietnam garment industry. Vietnam textile industry also realize that their industry pipeline is an urgent need to match ancillary sets, in the textile professional park and some industry park in north Vietnam releasing interest in dyeing and finishing enterprises, at same time promising to give cooperation on the examination and approval procedures. Some of the park has got the emission index allowed by government. Along with large numbers of foreign investment poured from China, Japan and South Korea, and other countries or regions, Chinas extensive economic development mode made Vietnamese government aware of early the importance of environmental protection, avoiding the repeat of “treatment after pollution?. As for discharge of dyeing waste water, Vietnamese government has formulated stricter emission standards.
At present, Vietnamese textile and garment industry chain is not completed in around, which has opportunities for Chinese printing and dyeing enterprises to invest here. However, because of the increasing labor cost in Vietnam, land resource, power cost that beyond expected as well as unstable political environment, the lack of professional and technical talent. Besides China printing and dyeing entrepreneurs are still anxious about going out, since they also concern their respective characteristics, carrying on reasonable international layout so as to avoid domestic factors of production costs, and blindly going out.
