Xinjiang, one-sixth of Chinas 9.6 million square-kilometer territory, is known not only for its enthralling charms of typographical features in natural endowment and archaeological relics in cultural heritages, but also for the fast-growing economic dynamics that registered GDP growth rate at 8.8% in 2015 and is even better known for its gateway to the Central Asia leading to Europe on trade journey historically through the ancient silk road and epochally through the Belt and Road Initiative that revitalizes the old camel and wagon route by building modern lines of connectivity for win-win international cooperation. For this new role, Xinjiang stands out as a prominent land of opportunity for business expansion fueled by investors ever-rising enthusiasm.
In textile industry, Xinjiang is the best known for the raw material base with its long-staple cotton production the largest on the single regional basis in the world, and more significantly the recent proclamation of the Schema for Development of Employment-Centered Textile and Apparel Industry (2014 - 2023) issued by local government in Xinjiang, as endorsed by the central government in Beijing, vows to develop this Uygur autonomous region into a new textile regime featuring a vertically-integrated industrial system in a complete value chain of considerable size and immensity at a highly-efficient productivity, providing one million jobs by the totalized production capacities that break down into 13 million spindles in cotton textile sector, 50,000 spindles in wool textile, 50,000 bast fiber spinning facilities, 15,000 looms, 25,000 tons of knitted fabrics, 200 million units of apparel, 8 million sets of bedding, 18,000 tons of towels, 1.8 million square meters of rugs and carpets, 20,000 tons of technical textiles and 870,000 tons of viscose staple fiber when this ambitious schema is fulfilled in 10 years. The Xinjiang proclamation is found very compatible with Lima Declaration by the United Nations Industrial Development Organization (UNIDO), aiming to eradicate poverty through inclusive and sustainable industrial development. And one specific objective is to help accelerating the pace of economic growth and poverty alleviation in China through the promotion of employment and income generating activities in the SME sector and in less-developed region as well.
Taking the unique geographical advantages and playing a role as an important gateway leading to the West, Xinjiang will deepen cooperation with the countries of Central Asia, South Asia, West Asia, and Europe, forming a hub of transport and business logistics, and a pivot of international exchanges in science, culture and education, in addition to its trade rendezvous. Under such circumstances, Peoples Government of Xinjiang Uygur Autonomous Region, together with China National Textile and Apparel Council, is to jointly organize “The Belt and Road Initiative” China Textile and Garment Development Forum 2016 ? Xinjiang Summit, on the occasion of the 5th China-Eurasia Expo.
