The synergy of ethnic social work with social governance innovation in ethnic areas has a natural fit and appropriateness.The openness and constructive of ethnic social work determines the coupling mechanism about meticulous social governance is based on consistent goals and interests.It requires the transformation of ethnic problems governance from stability to rights,the governance direction of national development from the economic income to capacity building,the governance focus of national cultural from sensitive to integration,the ethnic relations governance mechanism from management to service.

With the development of the society in recent years,social issues in ethnic areas become a focus of academic attention,which rose the requirement of social work.In such a situation,it is inevitable that social work,a problem-solving-oriented expertise,faces with theproblems of how to start or develop.Above all,value orientation of social work is human-oriented ideology and helping people help themselves.There should be a careful consideration about how to achieve self-help social system professionally.Then,how to define the relationship between clients,social workers and researchers related to social work in ethnic areas? On the basis of the conceptional structure of social work in ethnic areas,the article illustrates social work value system construction process in the course of social work by the collaborative practice of clients,social workers and researchers.

（3) The Studies On The Disaster Social Work In The Ethnic-sensitive Social Work In China

China is a unified multi-ethnic country.More and more disasters may occur in the ethnic minorities area.It is an significant topic for discussion that how to apply social work to do the disaster management.The ethnic-sensitive social work is an important theory for China disaster social work.This paper will try to discuss some topics of the disaster social work in China such as the particularity of the disaster management and the particularity of the disaster social work in the ethnic minorities area etc.

（4) The Structural Features and Differences between Social Work Counselling and Clinical Counselling

In 1970s the European continental countries put forward criticism and reflection on the traditional social work methods(case work,group work and community work).Social work counselling,as one of the modern social work methods,is one of the core professional behaviors of social work and also a kind of important service field of social work(in the European continental countries).After scientific elaboration and definition of social work counselling,this paper makes a comparative analysis of the structural features and differences between so-cial work counselling and clinical counselling(psychological counselling and psychotherapy),and takes the children education counselling of Hua Ren as an example to summarize the essential difference between social work counselling and clinical counselling.The results show that the structural features of clinical counselling are mainly reflected in:"away from the daily life,focusing on the psychological process,concentrating on the key issues,taking treatment function as the main target”;the structural features of social work counselling are mainly reflected in:“close to the daily life,paying attention to the complexity of daily life,flexible handling of the problem,taking the preventive and counselling function as the main target”.Both has the same intervention target:to ensure the smooth progress of daily life through helping the service object to solve the problems.Social work counselling and clinical counselling can complement each other and develop together.From the perspective of the necessity and urgency to coping with the"hidden social problems",the preventive perspective to solve the problem,the perspective of professional development of social work,to promote and develop social work counselling services,has an important strategic significance.

Throughout the history,social work has followed pretty closely on the heels of sociology during initial introduction,middle cancellation,subsequent recovery and rapid development.The systematic theory and method of sociology can provide with extensive intellectual support for social work,especially the sociological imagination called by Mills is indispensible in the application of social work.This kind of imagination consists of structural analysis and historical analysis concretely,which is horizontal,static analysis of social structure and longitudinal,dynamic study of historical process.structural analysis and historical analysis have achieved dialectical unity and be indivisible,the former can help us understand structural factors in social phenomenon,and the latter helps us grasp evolvement process of social phenomenon.They can help social work define clients'dilemma accurately,and then ensure practical activities run smoothly.

（6）Struggling Identification of Parenthood when Children being with Autism

Given birth to babies does not necessary accompanied by identification with parenthood,especially when they are severely mentally or physically challenged.The article will analyze how the parenthood is constructed by deep interviewing 19 mothers,fathers and teachers of children with autism.Here are the findings,1)the identification of parenthood is highly challenged by the binary hierarchy between able-bodiedness and disability and the privatization of caring responsibility;2)Gendered identity strongly affect the extent of mothers and fathers accepting children with autism,their caring ability and the distribution of housework and fathers usually face more challenge than mothers;3)Both the service agency for autism and religion promote the identification with parenthood,which mothers are needed as the mediators;and 4)the comprehensive social welfare policy,which covers the economic aids,workplace,emotion,caring techniques and social values,is urgently needed since the challenge brought by severe disability such as autism is far beyond the individual family’s capability.

（7）The Re-recognition to the "Free-Rider：" Behavior Types,Causes and Actual Effect——the Analysis Process of Collective Human Rights

The behavior of"Free-rider"is widespread in the process of the collective human rights,it can be classified study.City collective rights during the demolition of the village inside,for example,the behavior of"Free-rider"can be divided into two classes:One is the economic "free-rider",namely the behavior that not attends the human rights activist and not willing to pay,but share the achievements of fighting;Another is the self-preservation"free-rider",namely the people out of the capital and willing to participate in the rights of people,the struggle in the risky action"cold feet","remember the titans"wait for others but retain their courage and action.For groups,which can cause the negative effect is greater than the former.

The Third Plenary Session of the 18thCPC Central Committee was proposed“the innovation in social governance mechanism”,representing positive change in our modern governance thinking and model.As one of the important bodies to promote social development,the private social work organizations have become the important force and carrier of innovation in social governance mechanism.The paper used literature analysis and semi-structured interviews methods to study,based on the author’experience research in Shenzhen 20 private social work organizations,pointed that the private social work organizations are experiencing the different characteristics and practical difficulties of survival,development and sustainability stages,and the deficiencies of social system,the unsound of institutional system and lack of social basis are the social roots of causing the development of private social work organizations presenting multiple characteristics and facing multiple difficulties.Therefore,in comprehensively deepening reform,especially in the context of innovation in social governance mechanism,private social work organizations should highlight their strength in the deepening political and social division of labor and cooperation mechanisms,and with the specification and leading roles of industry institutions and supervision mechanism for social work,firmly implement the organization's multiple decision-making for strategic positioning,role positioning and brand positioning and properly deal with the reality plight of development,thus bearing the mission in promoting the modernization of national governance system and governance ability.

Paper combines western rural human environment and regional unique resources,expounded the three differences of empty nesters social work services in reality,which existent in Chinese and Western,urban and rural areas and between regions.This paper also analysis and points out that the three major differences essentially reflect empty-nesters are living in the quite different social environment.Under the structure of"personal-family-community-society",the current western rural pension services showed significant imbalances.Based on this,the paper attempts to construct the social work service mode of"three social linkage",in order to respond to the needs of rural endowment west,and to provide a scientific reference for the local government to formulate a reasonable policy for the elderly.

The wandering juveniles is a special group.Most of them existed serious psychological problems and needed psychological counseling.However,it was very difficult to use tradi-tional psychological counseling methods to implement a long-term intervention because of the defects of language ability and some other reasons of them.In this case,the technology of mindfulness was a good choice.It was very simple and easy to operate.So it was able to relive the anxiety of them quickly and directly.And it could help the wandering juveniles achieve the personality development by the method of self-counseling.

（13）Superficialization of the Institution of Appropriate Adults’Participation:a Social worker’s Reflection Based on Participant Observation

While advancing towards formalization,the institution of appropriate adults’participation also undergoes superficialization or insubstantialization.Based on participant observation and interviews,this article examines the manifestations and pushing forces of the process of superficialization.It is found that the heavy workload of the police,the traditional attitudetoward crimes which upholds punishment,the neglect of children’s right to informed consent,the interest connection between the police and the social work organization,and the ‘conspiracy’between the police and the involved child all contribute to the superficialization of the institution.Suggestions are also made to counter the trend.
