第12届中国—东盟博览会和商务与投资峰会圆满闭幕
9月21日下午,第12届中国—东盟博览会、中国—东盟商务与投资峰会在中国广西南宁胜利闭幕。本届东博会和商务与投资峰会以“共建21世纪海上丝绸之路——共创海洋合作美好蓝图”为主题,紧扣中国—东盟自贸区升级版建设,突出国际产能合作,推动中国—东盟信息港等重大项目建设,进一步把政策沟通、设施联通、贸易畅通、资金融通、民心相通落到实处。
据悉,第13届东博会举办时间初步确定为2016年9月23—26日,继续设置商品贸易、投资合作、服务贸易、先进技术、“魅力之城”五大专题。主题国是越南,将延续特邀贵宾国机制。
2015中国—东盟礼仪大赛总决赛落下帷幕
9月20日晚,由中华文化促进会主办,广西中华文化促进会、广西礼仪文化交流协会承办的“礼仪东方·保利杯2015中国—东盟礼仪大赛国际总决赛”在中国广西举行。来自东盟国家和国内各省区的63位优秀赛手,在“礼仪东方”“礼花绽放”“礼尚往来”“礼赞和平”四大竞赛环节进行了两个多小时的角逐。
经过一连串魅力大比拼,南昌大学的何欢夺得女子组冠军,广西艺术学院的阮建彪夺得男子组冠军。自2005年起,中国-东盟礼仪大赛至今已经连续成功举办了10届,打造了中外文化交流的一个重要平台和品牌。

印尼政府颁发申请免税期优惠条例
印尼《国际日报》9月11日消息,为吸引更多投资者,印尼政府拟为投资者申请免税期优惠提供便利,制订了申请免税期优惠的程序和机制,最长免税期限20年,较之前增加了一倍。
印尼投资统筹机构主任弗兰基表示,在免税期优惠申请书中,载明了获得免税期优惠的9大类重点工业,分别是上游金属工业,石油提炼工业,源自油气的有机基础化学工业,机床建设工业,农产、林产和渔产加工生产业,电信工业,海运业,特别经济区主要加工业,以及除公私合伙方案以外的经济基础设施(例如高速公路、发电厂和火车等)。
中国民生投资公司带领民企抱团投资印尼
近日,由印尼金峰集团主办,印尼驻中国大使馆、中国全国工商联和中国民生投资股份有限公司共同协办的印尼中国企业家交流会在中国北京举行。
中国民生投资股份有限公司总裁表示,中民投将印尼作为投资东盟的首选地。目前,公司正协同10余家中国国内民营企业抱团出海,推动在印尼的东盟产业园项目落地。项目预计总投资达50亿美元,聚焦基础建设、能源建设、高端制造等领域,将为当地创造相当数量的工作岗位。
业界精英共议东盟一体化
9月20日,由东盟—中国工商总会主办,《东盟商界》杂志社和《中国—东盟博览》杂志社协办的“第二届东盟一体化投资战略合作论坛”于2015年9月20日上午9-12点在中国—东盟博览会国际会展中心105会议室成功举办。
来自中国和东盟企业届的精英汇聚一堂,以东盟一体化投资战略合作为宗旨,共同探讨21世纪东盟一体化进程与中国“一带一路”经济国策的互动与双赢策略,对东盟以及东盟区域乃至世界经济的影响。
13家企业成为第12届东博会战略及行业合作伙伴
9月11日,2015中国—东盟博览会战略、行业合作伙伴新闻发布会在中国广西南宁举行,13家企业成为第12届东博会战略及行业合作伙伴。广西壮族自治区副主席张晓钦出席发布会并向合作伙伴企业颁发荣誉牌匾。
2015年,世界500强企业华润(集团)股份有限公司再度成为东博会战略合作伙伴,中国500强企业广西投资集团有限公司连续12年成为东博会战略合作伙伴,世界500强企业中国石油天然气股份有限公司首次成为东博会行业合作伙伴。中国移动、柳州两面针、三环集团、广州蒂法妮等继续成为东博会行业合作伙伴。
越南胡志明市拟投资兴建第二个高科技园区
为了满足经济社会发展需求,越南胡志明市计划投资兴建第二个高科技园区——科学技术公园。该项目由胡志明市的西贡高科技园区(SHTP)管委会为投资业主,优先投资发展高科技,应用先进科学技术,为高技术产业引导发展航向,服务于胡志明市和全国的经济增长模式转型。
胡志明市高科技园区管委会副主任表示,科学技术公园将设在胡志明市第九郡龙福坊,占地面积近200公顷,预计施工时间为5年(2016年至2020年)。该公园投运之后主要生产的产品包括信息技术、使用可再生能源和储能技术产品、航天技术、机电工程与自动化、生物医学技术等。

东盟产业园区全力招商
9月18日,第12届东博会东盟产业园区招商大会在中国南宁国际会展中心举行。本次大会的主题是“以国际产能合作为契机,促进临港产业及物流园区合作”,来自中国和东盟国家的重点产业园区代表介绍了各国园区发展情况、招商引资信息、法律法规和优惠政策等,并与中国优势产能企业代表进行现场洽谈。
中国商务部投资促进事务局副局长张玉中在致辞中表示,借助东博会平台,将进一步加强中国与东盟投资机构、产业园区、国际产能的交流与合作,扩大双向投资规模,共同努力实现2020年中国对东盟新增投资额超过1000亿美元的贸易投资目标。

中国将帮助缅甸制造柴油火车
据缅甸铁道部消息,在中国资金和技术的援助下,缅甸将于2016年开始制造国产柴油火车。据悉,缅甸铁路公司将派遣56名员工赴中国北车集团大连机车车辆有限公司学习火车制造技术,以便在缅甸内比都的新工厂实现火车制造本土化的目标。该工厂投产后,将年产20辆时速达110公里的火车,可减轻缅甸对进口火车的依赖。
中泰铁路有望12月开工建设
日前,前来出席第12届东博会的泰国副总理塔纳萨表示,泰国和中国已经就铁路合建进行七次协商,铁路合作项目有望在2015年12月开工建设。
塔纳萨说,泰中友好关系有一千多年的历史,2015年是泰中建交40周年,铁路合作项目开工有重要意义。在铁路建设方面,泰国有三个步骤,一是对泰国4000多公里的米轨进行升级;二是在泰国曼谷及周边推动一些地铁等公共交通建设;三是发展与中国相连接的泰东北部铁路。

马来西亚将对中国团队游旅客免签半年
近日,马来西亚总理纳吉布宣布,作为促进马来西亚经济的系列措施之一,马来西亚2015年10月1日至2016年3月31日将对来自中国的团体游旅客实行免签。
纳吉布说,为了使游客更方便地拿到签证,马来西亚将向来自主要客源国的游客引进电子签证。此外,马来西亚将投入8000万马币(约合1.2亿元人民币),以加强在东盟、中国和印度等特定旅游市场的推广活动。同时,将投入11亿马币(约合16亿元人民币)修缮国家博物馆、国家纪念碑和吉隆坡湖滨公园等旅游地标,加强基础设施建设,如改善吉隆坡中央车站的交通等。
中国东盟(凭祥)电商产业园揭牌
9月19日,中国东盟(凭祥)电商产业园揭牌,首批电商企业入园签约并正式运营。该电商产业园位于中国广西凭祥市南山片区万通物流园,将通过特色东盟水果、农产品交易,打造跨境电商、跨境货币结算、跨境贸易服务为一体的综合性电子商务产业园区。
据介绍,凭祥以边境城市优势,成为目前中国国内最大水果进出口陆路口岸,东盟国家农产品进出口量连年稳居中国第一。凭借东盟国家农产品进出口贸易和完善的国际物流基础,凭祥电商在短短几年时间内迅速发展壮大,每年的电子商务交易额已超过50亿元人民币。

2015年中国—东盟工程项目合作与发展论坛促成合作项目金额6700万元人民币
9月19日,2015年中国—东盟工程项目合作与发展论坛在中国南宁举行。经过洽谈与推介,新加坡维斯特船用设备及工程有限公司和中船华南船舶机械有限公司,越南黄中进出与贸易有限责任公司和广西建工集团建筑机械制造有限责任公司分别达成了项目合作意向并现场签订合同。
本次论坛共促成10个企业和团体与合作方达成合作意向,其中4个企业和团体与合作方订立了项目合同,合作项目金额达6700万元人民币。
柬埔寨将开辟首个森林探险旅游区
柬埔寨《高棉日报》消息,柬埔寨旅游部大臣唐坤日前表示,由于柬埔寨拥有许多森林资源,为探险爱好者提供了条件,因此,柬埔寨正在研究开辟探险旅游项目。目前,柬埔寨旅游部正计划在波哥山旅游区约20公里的范围内开辟旅游探险区,以此吸引更多的国际游客来波哥山探险。
据柬埔寨旅游部的报告,2015年上半年,柬埔寨接待外国游客266万人次,较去年同期增长了4.6%。
1 Negative list system for investment to boost market appeal
Sept. 22, 2015 (China Daily) -- China is to adopt a new national market access system from 2018 for domestic and foreign investors, part of steps to make the market more attractive to them. The "negative list" system will help to identify sectors and businesses that are off-limits, in addition to the existing investment approval method of specifying categories of "encouraged", "prohibited" and "restricted". The negative list will apply to initial investment, additional investment, mergers and other investment activities, and market entry practices. The list must be drawn up in a transparent and gradual manner and must conform with the law. The list will be formulated by the State Council, and local governments have no authority to change the items without approval from the State Council.
2 Insurance regulator to gain increased power
Sept. 23, 2015 (China Daily) -- The China Insurance Regulatory Commission (CIRC) will launch an electronic platform using big data technology and cloud computing to monitor and regulate the country's insurance agencies. The system will empower the commission in its crackdown on illegal activities such as misleading sales and illegal financing by insurance agents which have mushroomed in recent years. Development of the system will start by the end of this year or early next year, and will take three years to complete, Zhao Wei, a CIRC official in charge of regulation of insurance intermediary sector said. The insurance regulator has completed its latest round of cleaning up and consolidating the country's insurance sector which began last April.
3 8 regions selected as innovation zones
Sept. 16, 2015 (China Daily) -- China aims to build a long-term mechanism that could spur innovation and drive economic growth. The State Council has chosen eight regions, including the Beijing-Tianjin-Hebei cluster, Shanghai, and Guangdong province as pilot zones to carry out trials on innovation and reform. These regions have been asked to map out detailed proposals for innovation reform in the fourth quarter. The regions have been tasked with building a long-term mechanism for promoting innovation and making breakthroughs in promoting fair competition, intellectual property, scientific achievement and financial innovation. Experiments will be carried out in these regions in 2016, while the NDRC and the Ministry of Science and Technology will evaluate the performance.
4 China allows int'l banks to issue RMB bonds
Sept. 22, 2015 (Xinhua) -- China has approved international commercial banks to issue RMB bonds for the first time. The central bank said that HSBC and Bank of China (Hong Kong) have been approved to issue RMB bonds in the interbank bond market. HSBC will issue bonds worth one billion yuan ($160 million) and Bank of China (Hong Kong) is allowed to issue 10 billion yuan of bonds. In 2005 and 2013, China allowed overseas non-financial institutions such as the International Finance Corporation and the Asian Development Bank to issue RMB bonds. Allowing international commercial banks to do so has diversified the RMB bond issuers and expanded their RMB financing channels, and the move could also encourage cross-border use of RMB, the PBOC said.
5 Authorities drafting new standards for senior tourists
Sept. 15, 2015 (China Daily) -- The China Association of Travel Services is working on guidelines for the industry that will focus on services, safety and healthcare for senior tourists. The standard, which is being drafted, will require travel products to suit the psychological and physiological characteristics of older travelers. Operators will be issued detailed mandatory rules, such as ensuring that schedules aren't too cramped and bedtimes are early, and arranging for the provision of a balanced, healthy menu. Peng Zhikai, head of the Supervision and Management Division of the China National Tourism Administration, said the guideline is still at an early stage and no date has been set for its public release.
6 Bourse for overseas Chinese firms opens
Sept. 16, 2015 (China Daily) -- The Overseas Chinese Board, an equity trading center dealing in stocks of local companies promoted by overseas Chinese, was launched in Shantou, Guangdong province. Part of a pilot economic and cultural zone for overseas Chinese, the bourse will seek to boost financial services for local small and medium-sized businesses, particularly those engaged in innovation. So far, more than 1,300 companies have been incorporated in the zone. Of these, 218 companies have listed on the Overseas Chinese Board. Their initial market capitalization reached 5.1 billion yuan ($800.6 million). 11 billion yuan has been already invested in a new town in the city's eastern coastal area within the zone. Much of that investment went into development of infrastructure and commercial offices.
7 SME fund to invest only 7in early stage startups
Sept. 15, 2015 (China Daily) -- The 60 billion yuan ($9.4 billion) State fund for small and medium-sized enterprises will stick to marketoriented operations and invest only in earlystage startups. The State Council revealed plans to set up the national SME development fund to encourage entrepreneurship in the country. To attract more private capital, private investors in the fund will be given priority over governmentbacked ones in receiving dividends. The Ministry of Finance will only act as a "limited partner" and through open bids select competent, professional funds (private equities, for example) as "general partners", who are responsible for fundraising, establishment, investment, management and exit.
8 China to allow SOEs to set up investment arms
Sept. 15, 2015 (China Daily) -- The Chinese government has outlined some of its new plans for reforms in the state-owned sector, including allowing some of them to set up their own investment divisions. More than 110 stateowned firms currently administered by the State Owned Assets Supervision and Administration Commission are going to be allowed to set up their own investment arms. Under the new system, the state-owned Assets Supervision and Administration Commission can authorize these companies to be shareholders of stateowned enterprises operating core businesses. The companies will serve as a layer between the government and the market. The guideline to deepen reforms of state-owned enterprises offers these companies more freedom to ensure their own future development.
