Qinghai Aluminum Manufacturers Adopted Multistep Electricity Price In Electricity Usage

In early April, the Provincial Development and Reform Commission, and the Provincial Economic Commission issued notice to clarify the multistep electricity price standard in 2014 for electricity usage by aluminum manufacturers in the province.

Based on the "Notice on the Implementation of Multistep Electricity Price Policy for Electricity Usage by Aluminum Manufacturers in Qinghai Province” issued by the Provincial Development and Reform Commission, the Provincial Economic Commission, and the electricity consumption level of aluminum manufacturers in Qinghai Province in 2013 verified and confirmed by relevant departments, it is determined that the multistep electricity price criteria in 2014 for power usage of aluminum manufacturers in Qinghai Province are as follows:

For aluminum manufacturers whose AC power consumption for aluminum liquid electrolysis is below 13700 kWh per tonne, including Qinghai Yellow River Hydropower Recycled Aluminum Co., Ltd, Qinghai Materials Industry Investment Co., Ltd, Qinghai Baihe Aluminum Co., Ltd, Qinghai Qiaotou Aluminum & Electric Power Co., Ltd, Chinalco Qinghai branch etc, no extra price will be added to their electricity usage for aluminum liquid electrolysis; for those above 13700 kWh but below 13800 kWh per tonne, their electricity usage for aluminum liquid electrolysis will be added 0.02 yuan per kWh;for those above 13800 kWh per tonne, their electricity usage for aluminum liquid electrolysis will be added 0.08 yuan per kWh.

The Notice demanded that the multistep electricity price for electricity usage by aluminum manufactures must be executed on yearly basis, each year corresponding electricity price criteria will be executed based on last year’s actual electricity consumption level, it is required to strictly execute the national electricity price policy, and it is not allowed to unilaterally lower electricity price for aluminum manufacturers; for those aluminum manufacturers which have already been granted electricity price discount for electricity usage, it should be corrected immediately.
