Guo Youming Vice governor of Hubei investigated for possible relation with Three-Gorge Quantong

According to the news from the Central Discipline Inspection Committee of CPC， Guo Youming， vice governor of Hubei， was put under the investigation for severe violation against the rules.

Guo Youming， who was born in 1958， went through his entire political career in Hubei. He once worked as the deputy director of the Department of Water Reservoirs of Hubei and the CPC chief of Yichang， Hubei. He began to work as the vice governor of Hubei Province in August 2011. The last time Guo Youming appeared in the public on the 21st day of November 2013. Before him， Chen Baihuai， former vice chairman of Hubei Peoples Political Consultancy Conference， was put under investigation as well.

As the vice governor of Hubei， Guo Youming was in charge of national land resources， water reservoirs， agriculture， forestry， Three-Gorge administration， immigration， mining and so on. According to one of his underlings， he rarely cared about the work of his department as he never had instructions or comments over the work reports of their underlings， “making them feel ignored”.

An insider from the Discipline Inspection Department of Hubei said that Guo Youmings involvement in crime occurred in Yichang and was related to Three-Gorge Quantong.

The coating company is the biggest “political project” Guo Youming made in Yichang. The total investment hit 20 billion yuan， the largest project in Yichang and the second largest private company in Hubei. However， the company was actually not that large and the inefficient monitoring of the government finally led to the “overall halt of the production”.

In September 2013， Du Deyin， leader of the 2nd CPC Central Survey Team， said that the clues of problematic governmental officials of Hubei had been submitted to the CPC Central Discipline Inspection Committee. Du particularly stressed that “some governmental officials had made contributions but could not stay away from punishment”. Now people know that he was speaking of Guo Youming then.
