“农村农业信息化建设”笔谈

编者按：农村农业信息化是统筹城乡发展，加快推进新农村和现代农业建设的重大战略任务。基于此，本刊特邀李道亮等国内知名专家教授开展“农村农业信息化建设”笔谈。李道亮认为，中国农村信息化是一项系统工程，必须以农民受益为中心，按照整合资源、共建共享等原则，重点抓好多维度的组织管理体系、省级农村信息服务综合平台、“互联互通”的信息通道、农村基层信息服务站、可持续运营长效机制和重大专项及示范工程建设等六大任务。廖桂平针对中国农村农业信息化存在的城乡“数字鸿沟”、资源缺乏整合、优质信息匮乏，信息服务滞后，提出要全局联动，整合资源，建立“两端两网”服务模式；更新观念，创新机制，建立“政府主导、多元参与”的建设体制；需求为本，供需对接，深化三农信息和培训服务内涵；统筹规划，“三位一体”，健全农村农业信息服务体系。朱方长认为农村信息化已使农业科技服务在组织结构、参与主体、服务内容、服务方式等方面出现了一系列新的变化，虽然农业科技服务信息化已取得一定成就，但在长效机制、专家团队、网络发展、共建共享、农户能力等方面仍面临诸多发展瓶颈的约束。因此，未来农业科技服务的信息化应注重资源共享、协调发展，壮大服务队伍，实现公益性与经营性相结合，注重综合性与专业性服务融合。贺和初在分析湖南农村农业信息化建设的基础与优势基础上认为，湖南农村农业信息化示范省建设的战略重点应是打造综合服务平台，形成“一体两翼”的服务格局；建设好基层信息服务站点，构建扁平化的服务网络体系；通过有线网和无线网相结合的方式建设好农村信息服务通道。

Pen talk on the construction of agricultural informatization in countryside

Editorial comment:Rural agricultural informatization is a strategic method for cordinating the development in urban and rural as well as promoting the construction of new countryside and modern agriculture.We invite four domestic experts to illustrate the issue more clearly.Professor Li Daoliang believes that informatization is a system engineering in rural China which should set farmers’benefit as the center.He suggestes that the work must focus on the following tasks in accordance with the principles of resources integration and resources building and sharing: the multidimensional organization of integrated management system, provincial rural information service platform, “interoperability”information access, information platform at the basic level in rural areas, sustainable construction of the operational mechanism, and building of a major demonstration project.Based on the current problems of agricultural informatization,such as “digital divide”, lack of resources integration and quality information, lag of information service, Professor Liao Guiping advises to take some measures: to integrate the overall resources so as to establish a service pattern with double terminals and networks, to deepen the connotation of agricultural information and trainning service which was based on the needs, to overall plan and perfect the rural agricultural information service which includes public rural service system,socializational rural entrepreneurial system and plurality sci-tech service system.Professor Zhu Fangchang thinks that the rural informatization still exists many difficulites though it has changed the sci-tech service in several aspects:organizational structure, participational subjects, service manners.He then suggests that the informatization of agricultural sciences and technology should focus on the coordinated development of resource sharing, empowerment services team, combining of the characteristics of non-profit and profit-making, paying attention to the integration of comprehensive services and professional work.Prof He Hechu first analyszes the foundation and advantages of the rural agricultural informatization in Hunan, He then points out that the stragic emphasis of model construction of agricultural informationization in rural area of Hunan province lies in three aspects as following: to create integrated service platform so as to form a service pattern with “one body two wings”, to construct grass-roots information service sites in order to construct a flat network system, to build rural information service path by means of combination of wired and wireless networks.
