愿日本与重庆走得更紧密——专访日本国驻重庆总领事濑野清水

“重庆像一只凤凰”
从2009年濑野先生来渝就任日本国驻重庆总领事至今,已有两年的时间,两年的重庆生活让濑野总领事感受颇深。“刚来重庆时,四周都是老房子,现在旧房子都拆掉了,取而代之的是高楼,重庆的发展非常快。”濑野总领事非常激动,他表示,重庆就像是中国的一个缩影,有山有水、四通八达、充满生气。尤其是重庆的危楼改造和绿化发展让他印象最深。
“如果要用一个动物来形容重庆,我想是凤凰。”濑野总领事的这番话让我顿生疑惑:“为什么会是凤凰呢?”他不紧不慢地解释道:“凤凰又称‘不死鸟’。重庆拥有3000多年的历史文化,占据着重要的位置,也是战时的陪都,在经过几千年的风雨历练后重庆获得新生,发展成为一座举世闻名的大都市,就这一点来看,就像我们所说的凤凰涅槃,再生辉煌。”经过他的一番讲解,让作为重庆人的我恍然大悟,同时对濑野总领事拥有的深厚的中国文化底蕴赞叹不已。
IT、环保等新兴日本企业入驻重庆
谈到日本与重庆的联系,濑野总领事称,很多日本人对重庆的认识与了解仍停留在怀旧阶段,只知道这是一个在上个世纪80年代以重工业为主的工业城市。所以之后的主要任务就是通过电视,网络和开展文化交流,向日本人民介绍一个新的、正在崛起的重庆。
近年来,重庆经济的快速发展夺人眼球,更多日本人开始关注这块中国内陆的腹地。在重庆发展的日本企业以汽车、摩托车行业为主,如铃木、雅马哈等汽摩企业,发展形势非常好。伴随世界500强巨头日本伊藤忠,以及一些IT、生物技术等日本高新技术企业相继入驻,日本企业在重庆涉足的领域已更加广阔。
谈到刚来重庆不久的“罗森”便利店,濑野总领事也很欣慰。“罗森”便利店在上海做得很成功,已经有350家分店,当时公司考虑在中国的第二个城市应该选择哪里,是北京还是天津?最后却是重庆。去年8月在北部新区开设第一个店以来,现在已经有10家店,当听记者提到罗森的“关东煮”时,他惊奇地问道:“重庆朋友也叫这个‘关东煮’吗?可以听懂?在日本又叫ODEN,音译过来叫‘熬点’。”濑野总领事一脸微笑,双手紧握,放在膝盖上,略有所思地想了想,似乎还沉浸在对这个词语的研究中。
随着中国西部大开发进入第二个十年,重庆两江新区获批,全球的目光都集中到重庆,日本也不例外。濑野总领事表示,两江新区的成立对日本的企业来说是很好的机遇,日本对华投资的发展趋势正从沿海地区转移到内陆地区。在选择内陆城市上,重庆是具有竞争力的城市之一。尤其是渝新欧铁路建成以后,通过这条国际铁路联运大通道运输货物,运行费比航空节省、运到时限比海运缩短,重庆的便利交通位置更显突出。
濑野总领事表示,未来仍将以发展服务业为重,“很多去日本旅游的重庆游客回来以后都对日本啧啧称赞,他们很喜欢日本,尤其是今年9月1日起,日本再度放宽中国公民赴日个人旅游签证的申请条件,这也让想去日本旅游的中国游客更方便。”濑野总领事热切希望更多的朋友来日本旅游,了解日本。
爱说中文,爱吃火锅
在我们的交谈过程中,濑野总领事流利的中文让人敬佩,不仅是因为他可以准确地用中文表达自己的意思,还因为他可以熟练运用中国的古语、成语,这使得他能形象地表达自己的感受,“三十年河东,三十年河西”,“一衣带水”,“出淤泥而不染”等等。
这样一位“中国通”总领事让人不仅好奇他的中文为什么会这么棒。濑野总领事谦逊地笑笑:“没有没有,我还学得不够。我从1976年就来到中国,在辽宁大学学习中文一年,之后便在北京的大使馆、上海总领事馆、香港总领事馆、广州总领事馆等工作,中途也有回到东京工作。至今已在中国断断续续工作生活了24年多了。”
在中国这么多的城市工作生活过,濑野总领事总有一番自己的评价。每个城市都有它的特色,北京是中国的政治文化中心,上海是金融中心、国际大都市,广东的菜很好吃,而重庆是一座火辣辣的城市。
说到吃,濑野总领事很激动,刚来重庆的时候是八月份,在天气最炎热的时候就去吃了重庆老火锅,“当时就辣的我眼泪直掉,和日本的芥末不同,火锅的味道更多,除了辣还有麻。刚开始很不习惯,现在没有火锅就会很想念。”得知重庆现在改用一次性锅底以后,濑野总领事也表示很赞成,“一次性火锅干净卫生,也体现了‘健康重庆’”。
爱上重庆的背街小巷
作为一个热爱中国,热爱重庆的日本人,濑野总领事工作之外最大的爱好,就是走路。几乎每个周末,他都会漫步在重庆的大街小巷。“小巷里有最朴实的民生,小孩蹦跳着玩耍,穿梭在小巷每个角落;小狗小猫跑来跑去,人们安居乐业;那些背街的巷子,石板路的边缘长满青苔,屋檐下挂着晾晒的衣裳……”濑野总领事被这种浓郁的生活气息深深迷恋,这让他想起了自己的孩童时代,让他没有一点身在异国的感觉。
除此以外,濑野总领事还喜欢和当地的人们攀谈,一起聚餐,了解他们的生活,因为中文很好,当地人都以为他是外地人,没有想到是一位日本友人。
两年的重庆生活让濑野总领事爱上了重庆,“美”是他对重庆的唯一赞叹,美食、美景、美女,这三张名片是名副其实的,一点都不夸张。“‘重庆’这个名字有个很有意思的歇后语,节日摆寿宴——双重喜庆,意义非常吉祥。”motorcycle industry-based, such as Suzuki, Yamaha and other motorcycle companies, they all develop very well.With some Fortune 500 companies such as Itochu, and some IT, biotechnology and other high-tech enterprises have settled in Chongqing, the area that Japanese companies involved in is much broader.

Mr.SENO said that the establishment of Liangjiang New Area is a good business opportunity to Japan, the development trend of Japanese investment in China is being transferred from the coastal areas to inland areas.Chongqing is one of the competitive city among those inland cities even after the completion of the new Chongqing-Xinjiang-Europe Railway, the operating cost is cheaper than by air and the transportation time is shorter than by sea, the transportation in Chongqing is much more convenient and prominent.
“Chongqing is like a phoenix”
It has been two years since Mr.SENO be the Consul General of Japan in Chongqing in 2009, two years of living in Chongqing gives him deep feelings.“When I fi rst time came to Chongqing, it was surrounded by old houses, but now old houses are demolished, replaced by tall buildings, it develops very fast in Chongqing. Mr.SENO said excitedly:“Chongqing is like a microcosm of China, mountains and rivers, convenient,full of life. Especially the transformation of old buildings and Green Development impress him the most.
"If I have to use an animal to describe Chongqing, I think it would be the Phoenix."“why Phoenix?”I got confused.“Phoenix is also called bu si niao.Chongqing has 3,000 years of history and culture, occupies an important position, but also a provisional capital during the wartime, after several years of trials and experience a new life begins ,Chongqing developed into a world-famous city.” I’m amazed by Mr.SENO’s profound knowledge of Chinese culture.
New Japanese companies settled in Chongqing
Mr. Seno said that many Japanese people's awareness and understanding of Chongqing is still at the stage of nostalgia; just know that this is a heavy industry city back in 80’s in the last century. So after that the main task is to introduce a new rise of Chongqing to Japanese people through television,networks and cultural exchanges.
In recent years, the rapid economic development in Chongqing catches many people’s eyes, more Japanese people started to pay attention to this inland in China. The Japanese enterprises in Chongqing are mainly automobile,
Mr.SENO said that he will continue to develop the service industry in the future. “Many Chongqing tourists who travelled back from Japan like Japan very much, especially after September 1st, Japanese government once again broaden the eligibility criteria of individual tourist visa for Chinese citizens, which are more convenient for the Chinese tourists who want to travel to Japan. He hope more Chinese friends travel to Japan to learn more about Japan.
Love Chinese Love Hotpot
I admire Mr.SENO’s fl uent Chinese not only he can accurately express what he wants, but also can he skillfully use the Chinese old idiom, which makes him be able to visualize express his feelings.He smiled modestly, “I didn’t study enough. I came to China in 1976, studied Chinese at Liaoning University, then work in Beijing Embassy, different Consulates General in shanghai,Hong Kong, Guangzhou, etc., I have been living and working in China for more than 24 years. "
After living in so many cities in China, Consul General SENO has his own evaluation of those cities.“Every city has its own characteristics, Beijing is China's political and cultural center, Shanghai is the financial center, international metropolis, the food is delicious in Guangdong, and Chongqing is a hot,spicy city.”
Speaking of food,Mr. SENO is very excited,“ when I first came to Chongqing in August, I tried the local hot pot, I almost cried. But now I miss it so much. “After heard that Chongqing is using one-time pot sauce, he thought it’s clean and sanitary, and also refl ects the“healthy Chongqing”.
Loving the Streets and Lanes in Chongqing
As a Japanese guy who loves China and Chongqing, Consul General SENO’s biggest hobby is to walk. Almost every weekend, he would walk on the streets in Chongqing. "The Lanes has the simplest livelihood, the children are playing,walking every corner in the alley, watching the dogs or cats running around, people live and work peacefully. Which reminds me of my childhood, so I do not feel that I’m in a foreign country.”
Mr. SENO also likes to chat with local people, have dinner with them, to learn about their lives, his Chinese is so good that the locals thought he was just from other city not a Japanese friend.
Mr. SENO fell in love with Chongqing after Two years living in Chongqing.“Beautiful" is his only praise of Chongqing,food, beauty, Beautiful scenery, these are three cards that Chongqing has.
