The 2024 Conference of Global Public Security Cooperation Forum (Lianyungang) Inaugurated

In the morning of September 9, the 2024 Conference of Global Public Security Cooperation Forum (Lianyungang) (GPSCFL) was inaugurated in Lianyungang city, Jiangsu province. Over 2100 participants including officers from law enforcement departments and renowned experts and scholars from 122 countries, regions and international organizations attended the Conference. With the theme Win-win Cooperation under Significant Changes: Building a Global Community of Common Public Security this year, the Conference was hosted by China Association for Friendship.

Compared with previous Conferences, the number of countries and regions participating in the 2024 conference accumulated, and the outcomes were much more plenty. Participants have conducted in-depth exchanges and discussions on three sessions, i.e. :Building a Community of Common Responsibility through a Cooperation Network Jointly Established by Multiple Forces, Maintaining Common Security by Sharing the Outcomes of Cooperation, and Discussing Approaches to Public Security Cooperation through Improved Coordination Mechanism. 12 sub-forums were organized in various areas of public security, including Tourism Safety Sub-forum, Traffic Management Sub-forum, International Cooperation on Policing Education Sub-forum, Metropolitan Public Security Sub-forum, Cooperation on Immigration Administration Sub-forum, UAV Safety Sub-forum, Law Enforcement Capacity Building Sub-forum, and Forensic Science Sub-forum. The First Public Security Tech Expo (Lianyungang) was also hosted, exhibiting plenty of professional, high-end and newly-made public security technologies and scientific and technological products.

The Conference this year focused on the major public security issues and urgent needs of the international community, providing more opportunities for dialogue and a broader platform for cooperation in exploring solutions to global governance issues under new circumstances. The Global Public Security Cooperation Concept Paper was released, recommending measures for global public security cooperation. The first Annual Report (2024) of the GPSCFL was published. Based on scientifically sampling and qualitative and quantitative research, the initial phase of the Global Public Security Index research report was completed.

The Global Public Security Cooperation Forum (Lianyungang) (GPSCFL) accords with the historical trend of peace, development and win-win cooperation, and endeavors to provide an international exchange and cooperation platform to jointly discuss security situations, share security concepts, and seek security solutions. Previously, the Forum has successfully hosted two Conferences, and achieved series of outcomes in areas like deepening communication on concepts, strengthening policy exchanges, reaching important consensus, and putting forward practical measures to implement the Global Security Initiative, and jointly building a global public security collaborative mechanism of extensive consultation. In 2023, the Global Security Initiative Concept Paper, published by Ministry of Foreign Affairs of China, named the GPSCFL as one of the cooperation platforms and mechanisms to be supported by the government. The GPSCFL will take the convening of the 2024 Conference as one opportunity, uphold the permanent philosophy of “Cooperative Security for Common Prosperity”, implement the Global Security Initiative and the common, comprehensive, cooperative and sustainable security concept, advocate the people-centered public security concept, adhere to the principle of extensive consultation, joint contribution, and shared benefits, and contribute to the effort of the international community to better coordinate development and security. By pooling strengths and wisdom of all stakeholders, the conference aimed to provide people in all countries with greater and fairer access to the achievements of security and development, and jointly build a human community with a shared future featuring universal security and common prosperity.
