Value and Measures of Integrating Local Red Culture into the Ideological and Political Course of Environmental Disciplines under the OBE Concept

Abstract Based on output-oriented education, the OBE (Outcome-Based Education) concept integrates local red culture into the ideological and political course of environmental disciplines, and is an important part of training applied talents of environmental disciplines in the new era. This educational model makes an innovation on the traditional educational and teaching concepts and centers on students. This paper analyzes the value of integrating local red culture into the ideological and political course under the OBE concept, and puts forward an effective implementation path.

1 Introduction
The OBE refers to Outcome-Based Education. It was proposed by the American scholar William G. Spady in 1979. After years of development and evolution, this education mode has innovated the traditional education and teaching concepts, especially the engineering education concepts, centering more on students, more attention to the actual harvest of students in school, and engineering literacy when they graduate.
In the process of carrying out the fundamental task of "moral education", colleges and universities must combine ideological and political education with professional teaching. Using the concept of OBE to innovate the red culture education mode of cultivating environmental talents in local colleges and universities, the local red culture is organically integrated into the ideological and political course of environmental disciplines, and transformed into a new type of high-quality teaching resources. Promoting the thought of "ecological civilization" of environmental engineering college students is helpful to cultivate and bring up high-level applied talents of ecological environment in the new era.
2 Value of integrating local red culture into ideological and political courses under the OBE concept
The three core principles of the OBE concept include: outcome-oriented, student-centered and continuous improvement, and the goal is the ultimate harvest of students’ learning in school[2].
2.1 Orienting towards outcome to promote the integration of red culture into the ideological and political unity of the courseAt present, red culture education is widely used in carrying out the task of cultivating people by virtue in Colleges and universities, but most of them focus on the theme of "red", such as visiting red cultural sites, holding red story speeches, watching red cultural movies, organizing red cultural essay collection, holding red cultural painting exhibitions, and developing popular science of red culture. The forms of activities are rich and diverse, but because the departments holding them are different, such as the Propaganda Department, the Student Affairs Department, the Youth League Committee, the School of Marxism, the secondary colleges and student associations. However, the whole school has not established a linkage mechanism, and the practice of educating people in red culture lacks overall planning, communication and coordination[3]. As a result, although students’ participation is high, their actual thinking and exploration are not in-depth. Using the concept of OBE to innovate the red culture education mode of cultivating environmental talents in local colleges and universities is favorable for strengthening the goal guidance to form a joint force and fully realizing the ideological and educational value of red culture[1]. Activities can be carried out around the outcome of achievements, such as what the red story tells us, what power the example gives us, how we do in learning, and what we need to pay attention to in combination with professional learning, so as to further enhance the function of casting soul and educating people, and promote the high-quality development of education and teaching.
2.2 Taking students as the center to improve the comprehensive quality of environmental disciplines talentsNowadays, the world is experiencing unprecedented changes in a century. Red culture contains powerful spiritual power, which is conducive to helping contemporary college students establish correct world outlook, outlook on life and values in a complex environment[4]. Therefore, taking students as the center and actively exploring the integration of red culture into ideological and political courses in Colleges and universities is an inevitable requirement for promoting environmental disciplines talents. (i) It is conducive to enhancing the patriotism of environmental students. Patriotism is the essential core quality of college students. Red, as the bright background of Zunyi City, a great turning city, integrates Zunyi’s local red culture into professional teaching, so that students can understand the history of their own location. History is the best textbook. History can greatly stimulate students’ patriotism and sense of social responsibility, love this red land more, and learn professional knowledge steadfastly. Protecting Zunyi’s ecological environment with what we have learned is the concrete realization of the fundamental task of "cultivating people by virtue". (ii) It is conducive to enhancing the spirit of struggle of environmental students. After the Zunyi Conference was successfully convened in 1935, the Communist Party of China (CPC) fought hard and experienced the battles of the Crossing Chishui River for Four Times and the Victory at Loushan Pass, and upheld the spirit of "firm faith, seeking truth from facts, independence, democracy and unity", and finally won the victory of the Long March. Because environmental disciplines need to face polluted air, water, soil and solid waste, sometimes the working environment is worse, and the professional skills needed are stronger, the observation and treatment cycle is longer, in order to make great progress in the profession, to keep the two bottom lines of ecology and development, we must firmly believe that environmental disciplines are the most important. Only by carrying forward the spirit of arduous struggle, preparing for a protracted war and realizing the unity of knowledge and practice can we win the battle of ecological environment protection. (iii) It is conducive to enhancing the innovative spirit of students majoring in environment. The greatness of the Zunyi Conference lies in the fact that it criticized the previous erroneous line and re-established the correct leadership through democratic centralism, which is a concrete manifestation of the Sinicization of Marxism and a bold innovation of the Communist Party of China. Under the background of new engineering, environmental disciplines are required to be better cross-integrated with information technology, biological science and other industries, which puts forward higher requirements for environmental students, and also requires them to have strong innovative consciousness and ability, which are necessary for engineering students, and to dare to face challenges and put forward new ideas and measures to solve practical problems.
2.3 Making continuous improvement to promote the development of local red cultural resourcesFrom the revolutionary war years to the new era of socialism with Chinese characteristics, red cultural resources have been passed down from generation to generation, and local red culture has a profound and lasting impact on local people, and it is also an indispensable spiritual wealth to promote the curriculum reform in colleges and universities[5]. Red is the most distinctive urban background and the most profound cultural heritage of Zunyi City. College students in Zunyi study and live on this red land. Through the combination of red culture and professional teaching, and the organic integration of ideological and political courses, we can receive the education of Zunyi red culture at close range, have our own understanding of local red culture, and flow with the blood nourished by red culture. At the same time, college students in the new era will use various advanced technologies and avant-garde concepts to enrich and improve the red culture with the times, so as to further pass on the red culture. Also, taking Zunyi Red Cultural Site as the practice base of environmental disciplines can not only enhance professional skills and knowledge, but also effectively protect red cultural resources. The practice base of environmental college students should combine water, soil, gas and solid waste to carry out research, involving large-scale enterprises, sewage treatment plants, landfills, mines and surrounding areas, which are basically in the suburbs or rural areas. This can not only encourage students to better participate in the protection of red cultural sites, but also better practice the concept of "clear waters and green mountains are as good as mountains of gold and silver" through environmental monitoring and ecological management, and further protect and publicize Zunyi’s red cultural resources. The promotion and use of the results will greatly improve students’ participation and enthusiasm for learning.
3 Implementation path of integrating local red culture into ideological and political courses under the OBE concept
3.1 Integrating red cultural resources into the talent training programBased on the concept of OBE education, Zunyi Normal University combined the characteristics of red cultural resources in Zunyi to improve the talent training program of environmental disciplines. It broke down the training objectives and graduation requirements, especially the ideological and political objectives. Combining theoretical teaching, practical teaching, professional practice and practical quality development training with red cultural activities, Zunyi Normal University should establish systematic curriculum, practice and practical assessment methods, train students to meet the graduation requirements of loving their posts, devoting themselves to their work, subject accomplishment and daring to innovate, and train applied talents who are willing to stay, go to rural areas, and are practical.
3.2 Establishing a local red culture teaching resource library in ZunyiZunyi Normal University, guided by the outcome of "inheriting the red gene and telling well the story of Zunyi", has organized a team of experts to compile the special textbooks such asLongMarchSpiritandLongMarchSpiritandContemporaryCollegeStudents" through excavating and inheriting the red cultural resources of Zunyi, and has compiled classical cases of red cultural education, thus providing professional teachers. Different teaching cases can be selected according to different courses.
3.3 Improving the ideological and political ability of teachers of specialized courses(i) It is necessary to cultivate the ideological and political consciousness of teachers of specialized courses. The course of ideological and political education is an important part of the cultivation of applied talents. (ii) It is necessary to strengthen the red culture training for teachers of specialized courses. Zunyi Normal University makes full use of the school’s high-level scientific research platform, the college’s key research base of humanities and social sciences of the Ministry of Education (the base of the Research Center for the Revolutionary Spirit and Cultural Resources of the Communist Party of China), the red classic art education demonstration base and other platforms, to improve the ideological and political ability of teachers of specialized courses by carrying out regular red culture teaching and related activities. (iii) Innovative teaching methods. Teachers explain through micro-video, Super Star (Chaoxing), rain classroom,etc., using VR technology, combining virtual and reality, so that students can make PPT combined with red culture to publicize, so as to achieve full ideological and political coverage of the courses.
3.4 Promoting the organic integration of environmental discipline teaching and red cultureFirstly, according to the characteristics of environmental discipline courses and the goal of educating people, it is recommended to systematically classify the specialized courses, deeply excavate the ideological and political elements in different types of courses, and integrate the red culture. The second is to guide students to participate in the "Innovation, Creativity and Entrepreneurship" Challenge, Challenge Cup and other activities, so that students can flexibly use their professional knowledge, organically integrate the red culture, and combine theory with practice.
