上合经贸平台高等教育工作委员会: 为推动共建“一带一路”高质量发展注入“高校智慧”

2023年7月7日,上海合作組织国家多功能经贸平台高等教育工作委员会(以下简称:高等教育工作委员会)在渝成立,由56所重庆高等院校共同发起,旨在推动重庆高等教育与上合组织国家间高质量合作,促进行业成果转化、国际经贸发展和人文交流互鉴,进一步提升重庆高等教育对外开放水平。

近日,高等教育工作委员会第一届理事长、重庆外语外事学院党委副书记、校长李克勇接受《重庆与世界》专访时表示,将充分利用重庆作为“一带一路”战略支点的地利优势,带领全体成员单位率先推动在渝高校的国际化建设,努力打造上合及“一带一路”教育国际合作交流的“重庆名片”,将高等教育工作委员会建设成为中国及上合组织国家教育链、人才链、产业链、创新链融合发展的重要平台。

培养复合型、应用型国际化人才

“随着全球化进程的加速,国际合作显得愈来愈重要,国际化人才培养的重要性日益凸显。”李克勇表示,打造上合高校教育国际合作交流的“重庆名片”,首先需要将中国高等教育国际化人才培养的“供给侧”与上合组织国家的“需求侧”有效结合起来,这就需要大量培养具有国际视野、精通国际语言的各类专业人才,这也是各高校一直努力思考并实践的课题。

李克勇介绍,近年来,重庆外语外事学院依托语言优势,将国际化视为核心发展战略,积极构建“外语+专业”“外语+技能”“外语+国际化”等多元人才培养新模式,培养“通外语、精专业、重实践”的复合型、开放型、应用型人才。学校充分整合国内外优质教育资源,不断拓展国际化办学渠道,积极开展中外联合培养、合作科研、师生互访等多种形式的国际教育合作与交流。目前,学校已与五大洲50余所高等院校建立了校际合作关系。

以文明互鉴促进民心相通,语言是重要基础。高等教育工作委员会计划组织重庆相关高校共同编写一套覆盖上合组织国家的语言教材。“我们希望架起语言文化之桥,让学生们通过语言学习了解上合组织国家的历史文化,加强相互之间的交往、沟通和理解,讲好中国故事、传播好中国声音。”李克勇说。

推动实现国际教育资源共建共享

开展国际交流与合作是推动高等教育国际化发展的重要途径。“我们将积极探索中外高校合作新机制,丰富教育合作与交流的形式,打造体系配套、特色突出的教育合作与交流机制。”李克勇表示。

高等教育工作委员会将着力开展跨国研学、结对国际友好学校、宣传上合人文等中外交流活动。同时,努力推动国际合作办学,实现国际教育资源的共建共享。下一步,还将继续融入共建“一带一路”,开展“语言+专业技能”人才培养,推动国际产学研融合发展。通过一系列举措,培育重庆及中国高等教育学校的国际化、品牌化能力,打造推动教育国际合作与交流的“重庆名片”。

“高等教育工作委员会将系统谋划重庆高等教育国际化建设的战略布局和系统策略,并与重庆相关高校智库专家一道,汇聚高校科研资源,扎实做好产业调研、品牌规划、决策咨询和学术研究等系列工作,为联动上合、推动共建‘一带一路高质量发展注入‘高校智慧。”

Higher Education Working Committee of the Trade and Economic Multifunctional Platform for SCO Countries:

Infusing Wisdom of Higher Education into Fruitful BRI Cooperation

On July 7, 2023, the Higher Education Working Committee of the Trade and Economic Multifunctional Platform for SCO Countries (the Higher Education Working Committee) was inaugurated in Chongqing. The Committee was formed by 56 higher education institutions in Chongqing to promote high-quality cooperation between higher education institutions in Chongqing and SCO countries. It aims to translate achievements in the education sector into real gains, promote progress in international trade, and people-to-people exchanges, and facilitate mutual learning among different civilizations, thus enhancing the high-standard opening up of Chongqings higher education.

Recently, Li Keyong, the first Chairman of the Higher Education Working Committee, Deputy Secretary of the CPC Committee, and President of the Chongqing Institute of Foreign Studies (CIFS) said in an exclusive interview by The World and Chongqing that the Committee will make full use of Chongqings geographical advantage among BRI countries and lead the member institutions in the international development of Chongqings higher education institutions. Efforts will be made to create a “Chongqing Brand” that reflects the international cooperation and exchange in education of SCO members and Belt and Road partner countries. The Higher Education Working Committee will be built into an important platform for the integrated development of education, talent, industry, and innovation chains for China and SCO countries.

Cultivating Application-Orientated and Versatile International Talent

“With the fast-tracked process of internationalization, the significance of international collaboration has grown, and the importance of cultivating international talent has become more prominent.” Li Keyong expressed that the development of a “Chongqing Brand” for SCO international higher education cooperation and exchange requires a balance between the “supply” of education and the “demand” of SCO countries. To this end, there is a need to cultivate a large number of professionals of various disciplines who have a global perspective and master foreign languages. This has been a task that the institutions have been putting a plethora of thought and effort into.

Mr. Li Keyong told us that in recent years, CIFS has leveraged its advantage in languages and established international development as its core strategy. The college has actively developed diversified new talent cultivation models such as “foreign language + another profession”, “foreign language + skill”, and “foreign language + internationalization” with a goal to cultivate versatile, application-oriented, and open-minded talent who “masters foreign languages, is competent in their profession, and has practical experiences.” CIFS has devoted great efforts to integrating high-quality domestic and international education resources, continuously expanding international joint programs, and actively promoting diverse international education cooperation and exchange activities such as China-foreign cooperative education, joint research, and teacher and student exchanges. At present, CIFS has fostered cooperative relationships with more than 50 higher education institutions covering five continents.

Mutual learning among different civilizations fosters closer people-to-people ties, and the establishment of such ties requires languages as a strong foundation. The Higher Education Working Committee plans to coordinate with Chongqings higher education institutions to compile a set of education materials encompassing all languages of the SCO countries. “We hope to build a bridge of languages that allows students to learn about the histories and cultures of the SCO countries through studying the languages, thus promoting exchange, communication, and understanding among the countries. At the same time, we will carry out our mission of telling Chinas stories well and making the voice of China heard,” Mr. Li Keyong said.

Facilitating Joint Contribution and Shared Benefits of Global Education Resources

International exchange and cooperation are important means to promote the international development of higher education. “We will actively explore new mechanisms for cooperation between Chinese and foreign universities, diversifying the forms of educational cooperation and exchange, and developing a supportive and unique system for educational cooperation and exchange,” Mr. Li Keyong said.

The Higher Education Working Committee will focus on conducting international study and research programs, pairing up with foreign partner schools, and promoting cultural exchanges between China and other countries, including SCO cultural exchange activities. At the same time, efforts will be made to promote Chinese-foreign cooperation in running schools to jointly contribute to and share the benefits of global educational resources. Next, we will contribute to the BRI cooperation through talent cultivation with an emphasis on “language + professional skills,” thus promoting the integrated development of industry, education, and research on a global stage. Through a series of measures, higher education institutions in Chongqing and China will improve their capabilities in internationalization, enhance their brand images, and create a “Chongqing Brand” that features international cooperation and exchanges in education.

“The Higher Education Working Committee in Chongqing will systematically develop both the strategic framework and comprehensive strategies for the internationalization of higher education. Collaborating with think tanks in Chongqings higher education institutions, we will consolidate research resources from universities and colleges to conduct thorough industrial research, brand planning, decision consulting, and academic research. These efforts will infuse the “wisdom of higher education institutions” into the coordinated development of the SCO and fruitful BRI cooperation.”
