中新执法合作工作组年度会晤成功举行

应新西兰警署邀请,2023年4月23日至25日,中华人民共和国公安部派团访问新西兰,同新西兰警署举行第十一次中新执法合作工作组年度会晤。在友好、务实氛围中,双方回顾总结了上次会晤以来中新执法合作情况,深入分析跨国犯罪形势,并就下一年度双边执法合作达成广泛共识。双方认为,过去3年,中新两国执法部门共同努力,克服新冠疫情带来的影响,成功开展多次打击跨国犯罪专项行动,有力打击犯罪团伙,有效维护两国人民和机构安全。双方认为,中新同为亚太地区重要国家,两国执法部门将认真落实两国元首重要共识,本着合作、创新、法治、共赢原则,以共赢思维应对复杂交织的执法安全挑战,加强沟通,增进互信,拓展合作,推动警务执法合作关系不断向前迈进。双方同意在以下领域开展合作:一、保持高层及工作层沟通交流。用好各类执法交流合作机制平台,不断增进战略互信,定期规划战略合作,共同打击各类跨国违法犯罪活动。二、加强打击经济犯罪合作。开展联合调查、线索共享,完善信息通报预警机制和防逃机制,加强工作层专家交流。在两国法律框架下,推动个案反洗钱和追赃合作。三、加强打击电信网络诈骗合作。探索建立资金查控快速反应机制,推动重点个案侦办和情报线索交流共享,共同应对跨国电信网络诈骗犯罪难题。四、加强网络安全执法合作。加强在打击网络犯罪、网络恐怖活动等网络安全执法领域双边合作,推动开展线索协查、情报共享、联合执法等工作。视情就双方共同关注的网络安全执法合作议题组织专家交流。五、加强打击毒品犯罪合作。加强经验分享及执法合作,定期开展联合打击行动,共同应对毒品问题。不断拓宽禁毒技术合作领域。积极推進禁毒个案双边执法合作,在共同打击跨国海上贩毒方面做出有益尝试。

The Annual Meeting of China-New Zealand Working Group on Law Enforcement Cooperation Held
A delegation of the Ministry of Public Security of the People's Republic of China visited New Zealand from April 23 to 25, 2023 for the Eleventh Annual Meeting of China-New Zealand Working Group on Law Enforcement Cooperation with the New Zealand Police upon invitation of the New Zealand Police. The parties, amid a friendly, pragmatic atmosphere, reviewed and summarized the law enforcement cooperation between China and New Zealand since the last meeting, had an in-depth analysis of situation of transnational crimes, and reached broad consensus on bilateral law enforcement cooperation. By making concerted efforts over the past three years, the parties have successfully conducted multiple special actions to crack down on transnational crimes despite the impacts imposed by the COVID-19 pandemic, giving heavy blows to criminal gangs and safeguarding the security of the people and institutions of the two countries. China and New Zealand are both important countries in the Asia-Pacific region. Law enforcement organs of the two countries will earnestly implement important consensuses reached by heads of the two countries, cope with complex and intertwined challenges on law enforcement and security with a win-win thinking in line with the principles of cooperation, innovation, rule of law and win-win, further strengthen the communication, enhance the mutual trust and expand the cooperation to push forward the policing and law enforcement cooperation ties between China and New Zealand.
The parties agreed to cooperate in the following fields:
1. Maintaining communications and exchanges at the senior and working levels. The parties will make full use of various law enforcement cooperation mechanisms and platforms, keep enhancing strategic mutual trust, regularly plan strategic cooperation, and join hands to crack down on all kinds of transnational illegal and criminal activities.
2. Strengthening the law enforcement cooperation against economic crimes. The parties will conduct joint investigations, share clues, improve the information disclosure & warning mechanism and escape-proof mechanism, and enhance exchange among experts at the working level. Moreover, there will be cooperation on anti-money laundering and recovery under the legal frameworks of the two countries.
3. Strengthening cooperation on cracking down on telecom and cyber frauds. The parties will pilot to set up a rapid response mechanism for fund check and control, advance the investigation and prosecution of key individual cases, share the intelligence and clues, and tackle together transnational telecom and cyber frauds.
4. Strengthening the network security law enforcement cooperation. The parties will establish bilateral cooperation in such network security law enforcement fields as cracking down on cyber crimes and terrorist activities, and advance the cooperative clue investigation, intelligence sharing, joint law enforcement, etc. Experts will be organized for discussion and communication on topics of network security law enforcement cooperation concerned by the parties as appropriate.
5. Strengthening the law enforcement cooperation against drug-related crimes. The parties will enhance experience sharing and law enforcement cooperation, regularly conduct joint crackdown actions, and tackle drug-related problems together. In addition, the parties will expand the cooperation on drug control technologies in more fields, actively advance the bilateral law enforcement cooperation on individual drug-related case, and make useful attempt to jointly crack down on transnational drug trafficking at sea.
