三涧溪村：在乡村振兴中显身手

一大早，济南市章丘区三涧溪村村委会主任叶贵芬骑上电动车，直奔区政府所在地。2022年，三涧溪村加快产业升级，新建的商业酒店、冷链物流基地、商业中心需要协调办理有关手续。40岁的叶贵芬，这阵子一直忙前忙后。

做讲解、搞旅游，短短几年间，返乡大学生叶贵芬快速成长，得到村民广泛认可，2021年当选村委会主任。

这些年，200多名像叶贵芬这样的年轻人返乡下乡就业创业，为三涧溪村全面推进乡村振兴注入青春力量。2021年，村集体资产达到2.73亿元，村民人均年收入超过3万元。

“‘乡村振兴，人才是关键。要积极培养本土人才，鼓励外出能人返乡创业，鼓励大学生村官扎根基层，为乡村振兴提供人才保障。’习近平总书记2018年6月在三涧溪村考察时的殷切嘱托，我们一直铭记在心。”三涧溪村党委书记高淑贞说，“党的二十大报告提出全面推进乡村振兴，我们将下更大力气汇聚人才，吸引和激励更多有志青年在乡村振兴中显身手。”

让返乡下乡青年有机会有舞台

26岁的于锡是三涧溪村的“百事通”。“跟我来，给你看看我的资料库。”推推鼻梁上的眼镜，于锡一溜小跑来到村委会办公室三楼，走进一间屋子，打开电脑，“三涧溪村的家底就在这儿。”

于锡2020年考取了济南市的乡村振兴专员岗位，分配到三涧溪村工作没多久，就投入建设数字服务中心的工作中。

“虽然算是科班出身，但心里还是直打鼓。”于锡说，“村里党建、民生、户籍等方面几十年积攒的档案、数据，都要录入电脑。就拿户籍信息来说，稍有差错就会影响村民利益，还关系到村里安置房分配。”

有村民担心：“小丫头初出茅庐，这事能干好？”高淑贞说：“年轻人有知识、有闯劲，得让他们放手干、加油干。”

将纸质档案一一扫描、分类、编码、线装，三涧溪村的历史仿佛在手中流过。“我和两个伙伴经常加班加点，一心想干出个样子来。”说起那些日子，于锡颇有成就感。

两个月后，三涧溪社会治理现代化综合平台顺利上线，老年人补贴发放、低保人员统计等都可以在线上处理。输入姓名，村民的拆迁补偿条件、动迁费发放情况等信息自动生成表格，一目了然。

村委会原委员徐绍霞这些天来帮于锡整理档案材料，开口就忍不住夸，“这姑娘肯吃苦、能干事。”

来到三涧溪村，许多年轻人感觉如鱼得水。90后刘亚楠把三涧溪村官方新媒体账号运营得风生水起；95后退伍军人李其晓在农创园田园综合体创业，单次直播销售额逾1.3万元……

2021年，三涧溪村两委完成换届，村干部平均年龄43岁，其中新当选的5名干部平均年龄不到35岁。

“党的二十大报告提出，‘扎实推动乡村产业、人才、文化、生态、组织振兴’。”章丘区委组织部副部长杨玉新说，“三涧溪村的实践说明，推进乡村人才振兴，要善于引才用才育才，让返乡下乡青年有机会有舞台。”

让创业平台吸引人留住人

三涧溪村的农创园里，大棚内瓜果成行。不少大棚入口处，都贴着经营者的照片。上前一看，一张张年轻面孔青春洋溢。

“这些都是由村里的返乡青年经营的，每人租一个大棚，参与农业创业。”济南源虎食品有限公司总经理王元虎介绍。

王元虎和妻子李少清是三涧溪村第一批返乡创业大学生。在当地党委和政府的惠农政策扶持下，夫妻俩历经13年，打造出一家年销售收入超千万元的济南市农业龙头企业。

“创业不易，我吃过苦头，也栽过跟头。”王元虎颇为感慨，“返乡创业的年轻人有闯劲，但遇到挫折有时也容易泄气。”

“咱得着力完善机制、强化保障，让农村的创业平台吸引人、留住人。”高淑贞说。在三涧溪村，产业增长点在哪里，专业合作社就建在哪里，党组织就延伸到哪里，发挥好党员干部示范引领作用。如今，村党委下设青年创业、个体私营企业、康养服务、物业管理、古村旅游5个党支部。

王元虎担任青年创业党支部书记，带动121名年轻人组建绿涧生态农业专业合作社，成立农创园田园综合体。

刘亚楠是首批进驻农创园的年轻人之一。她于2018年嫁到三涧溪村，也想从事农业创业，可当时难题不少，建大棚前期投入至少十几万元，自己经验也不足。

“在农创园，一个大棚一年租金1万元，还有党组织协调，帮助解决技术、配送难题。”入驻当年，刘亚楠不仅收回了本钱，还拿到了入股合作社的分红。2020年，她获得济南市创业大赛一等奖。

“党的二十大报告提出，统筹乡村基础设施和公共服务布局，建设宜居宜业和美乡村。”王元虎说，“有志青年投身乡村振兴正逢其时、大有可为。”眼下，他又有新谋划，将8700平方米的旧猪舍转型为农乐园，打造集休闲观光、研学旅游、劳动体验、农事科普等为一体的农业旅游园区，为有志于推进乡村振兴的年轻人就业创业提供更多机会、更好环境。

2022年5月，4名00后大学生来此实习，成为农创园的推广主力。“乡村振兴的发展机会越来越吸引年轻人。”其中，19岁的武昊计划留下来。

让更多人才建功立业

胶济铁路横穿三涧溪村，路北是生态客厅，路南是冷链物流基地和古村。村西头，章丘区中医院楼群拔地而起；村东头，电商基地已开始运行……

这张村庄规划图，深深地印在高淑贞脑中。三涧溪村根据自身资源条件，发挥毗邻城区的优势，持续汇聚人才、资金等资源，着力打造新型产业平台，有序推进田园综合体、工业产业园和旅游、研学、康养产业，让广袤田野焕发新活力，让乡村更有吸引力。

位于三涧溪生态客厅的悦然三涧溪酒店，曲径通幽，花团锦簇。“我们提供宴会、婚庆、预制菜等服务，现在已经辐射整个章丘区。”悦然三涧溪项目负责人孙兆民，早年和姐夫在章丘城区做餐饮，生意蒸蒸日上，“三涧溪生态客厅的发展定位，让我们慕名而来。”

目前，悦然三涧溪创业车间已解决80余名村民就业，每年可增加村集体收入70多万元。

禾木直播负责人、85后杨志刚也是慕名而来。他带着团队入驻三涧溪村乡村振兴综合体，成立了三涧溪（山东）电子商务集团有限公司。

“现在还是试营业，计划元旦正式营业，届时将推广章丘当地的圣泉茶、酱油醋等各类产品，并服务章丘本地企业。”杨志刚边走边介绍，“二楼设置了300多个工位，免费提供给有创业意愿的大学毕业生，优秀者或特别困难者能享受1万元的补贴。我们还组织培训，鼓励村民学习电商知识，增加自身收入。”

“我们很快也会参与直播基地建设，聚合资源，让三涧溪品牌成为品质的代名词，带动更多优质产品走出去。”工作之余，刘亚楠紧盯电商动态。

“如今的三涧溪，正在形成人才、土地、资金、产业汇聚的良性循环。”高淑贞说，“我们将认真贯彻落实党的二十大报告提出的‘真心爱才、悉心育才、倾心引才、精心用才’要求，汇聚更多人才资源，扎实推进乡村振兴。”

Sanjianxi Village: Distinguishing Itself in Rural Revitalization

Early in the morning,Ye Guifen,director of the village committee of Sanjianxi Village,Zhangqiu District,Jinan City,Shandong Province,rides an electric bicycle straight to the district government.In 2022,Sanjianxi Village has been speeding up its industrial upgrading.Relevant procedures concerning the newly built commercial hotel,cold chain logistics base,and commercial center need to be coordinated and handled.These days forty-year-old Ye Guifen has been busy with these issues.

Doing lectures and engaging in tourism,in just a few years,Ye Guifen,a college graduate who returns to her hometown,has grown rapidly and is widely recognized by the villagers.Last year,she was elected as the director of the village committee.

In recent years,more than 200 young people like Ye Guifen have returned to the countryside to work and start businesses.They inject their youthful strength into the comprehensive promotion of rural revitalization in Sanjianxi Village.Last year,the collective assets of the village reached 273 million yuan.The per capita annual income of villagers exceeded 30,000 yuan.

“‘Talent is the key to rural revitalization.We must actively cultivate local talents,encourage capable people to return to their hometowns to start businesses,and encourage college student village officials to take root at the grassroots level to provide talent guarantee for rural revitalization.’ General Secretary Xi Jinping said when inspecting Sanjianxi Village in June 2018.We have always kept in mind the ardent entrustment at that time.”Gao Shuzhen,Secretary of the Party Committee of Sanjianxi Village,said,“The report of the 20th National Congress of the Communist Party of China proposes to comprehensively promote rural revitalization.We will make greater efforts to gather talents to attract and inspire more aspiring young people to work in the countryside to show their skills in revitalization.”

The Jiaoji Railway crosses Sanjianxi Village.To the north of the railway is an ecological living room.To the south is a cold chain logistics base and an ancient village.At the west end of the village,the buildings of Zhangqiu District Traditional Chinese Medicine Hospital have sprung up.At the east end of the village,the e-commerce base has begun to operate...

This village planning map has been deeply imprinted in Gao Shuzhen’s mind. According to its own resource conditions,Sanjianxi Village takes advantage of its adjacent urban areas,continues to gather talents,capital and other resources,strives to create new industrial platforms,and promotes rural complexes,industrial parks,tourism,research,and health care industries in an orderly manner,thus making the vast fields revitalize and the countryside more attractive.
