Abstract: To make people live a happy life is of vital important to the nation. Xi Jinping’s concept of people’s happiness stems from Marxist theory, and the CPC’s value concept of “people first”, reflects the fundamental requirements of the development of the times, and opens up a new realm of socialism with Chinese characteristics. Its elaboration proposed perseveres the original intention and mission of seeking happiness for the people, and from the insistence take the people as the main body, take the happy life needs as the power, take the arduous struggle as the way, to persist leadership of the CPC as the fundamental guarantee, to achieve the happiness of all the people through common prosperity, solves the world difficult problem by the human destiny community, answered the question of seeking happiness for who and how, has formed the systems science people’s happy view system. This system provides the legal basis for the long-term ruling of the CPC, provides the value lead for the realization of the great rejuvenation of the Chinese nation, and points out the direction for the common happiness of human society, highlighting the unity of theoretical and practical values, domestic significance and international significance.

Abstract: During the “14th Five-Year Plan” period, the primary principle that must be followed in China’s economic and social development is to uphold the party’s overall leadership. Abstract: Based on the theory of policy instruments, the architecture of Chinese medicine health service and the 52 policy documents issued by the national government in the field of Chinese medicine health service, a two-dimensional analysis framework was constructed to show the distribution of policy instruments in different service systems. The distribution characteristics of policy instruments were summarized. Text analysis was used to extract keywords and analyze keyword distance from policy documents. The internal relationship network of high-frequency keywords of Chinese medicine health services was built, the construction focus and key suppliers of Chinese medicine health services were summarized. The form of policy instruments was abundant, but the structure was unevenly distributed; In content, the policy support of Chinese medicine health service system has been basically formed, and the supply of Chinese medicine health service was the result of multi-agent cooperation. In the future, it is necessary to enrich and optimize the types of policy instruments, improve the implementation rules at the operational level, and strengthen the policy support for the cooperation of service supply agents.

Abstract: Based on the data of more than 230,000 online doctors, from the perspective of service supply, the disorderly multinomial logistic regression method is used to analyze the main driving factors that affect the supply of services. Compared with offline medical, the objective characteristics of the cognitive shortcut attributes of online doctors, including gender, age, professional title, hospital, and region, have a greater influence on service provision. Unlike offline medical, which pays more attention to the quality of medical results, the subjective construction of service provision in online medical pays more attention to the quality of medical process. Online doctors with high emotional and cognitive identity are more conducive to promote service provision. It is necessary to design an incentive system based on service-led logic, establish an online reputation mechanism regulated by the government, and attract and motivate online doctors to provide more and higher-quality Internet medical services.

Abstract: The key to improving local governments’ risk governance capacity lies in properly managing the relationships between government, market and society, especially in clarifying the objectives and characteristics of the roles of local governments in the risk society governance. Most of the existing studies are normative analyses of governments’ roles, and fail to give adequate attention to the special interests of local governments, with the public good and self-interest roles constantly intertwined. Based on the resettlement houses property rights disputes in city X, this article conducted an empirical study of the characteristics of the local government’s role in risk governance and its conflict changes, and found that the local government has four roles in different stages: cooperation-regulation, conspiracy-permissiveness, and negotiation-governance. This article concludes that the roles and requirements of local governments in risk society governance need to be practically defined, and the behaviour of local governments needs to be systematically regulated and adapted.

Abstract: As an environmental issue, the production of river chiefs involves complex linkages among various actors in the new media environment. This study selects three types of new media platforms as the research objects, and based on actual data, takes reports on the issue of the river chief system from People’s Daily Online, China Ecological Civilization Network and Weibo Da V as samples, and establishes a research model based on actual data to discuss the current situation and problems of the construction process of the three types of river chief system issues, and analyze the process of the new media’s construction of the river chief system issues. The study found that the issue-building capabilities and methods of the three new media actors complement each other, and each has its own emphasis. On this basis, the study believes that as a media actor, new media should play the role of mediating perception and exercise the function of mediating behavior, so as to better exert its own function, so that the actions of multiple actors can be coordinated and promote the issue of the river chief system efficient construction and dissemination.

Abstract: Article 1232 of the Civil Code stipulates in principle the system of punitive damages in the field of environmental tort,but the subject of the claim right of punitive compensation, the ownership and calculation standard of compensation are not involved. By using the methods of literature analysis, this paper analyzes the connotation of environmental tort and the uniqueness of environmental tort,according to the analysis of the first case of punitive damages in this field in China, it can be seen that punitive damages for environmental tort belong to a special civil liability and should not be “homogenized” with ecological environmental damage compensation. In terms of the subject of claim right, punitive compensation litigation should not be attached to civil public interest litigation; In terms of ownership, punitive damages should not be brought in civil public interest litigation, and the compensation should belong to the infringed and should not be included in the local financial budget; the calculation of the amount of compensation should be based on the basic amount plus the amount of punishment.

ATwo-DimensionalDecouplingAnalysisofGreyWaterFootprintandEconomicGrowthintheYangtzeRiverEconomicBelt/HE Weijun, et al(Business School, Hohai University, Nanjing 211100, China)
Abstract: Decoupling water pollution from economic growth is the key to drive the coordinated and sustainable development of water resources and economy. Based on the Environmental Kuznets Curve (EKC) and Tapio decoupling theory, the grey water footprint (GWF) of 11 provincial areas along the Yangtze River Economic Belt (YREB) from 2003 to 2018 was firstly calculated. Then, an econometric model was constructed to identify the EKC pattern of the GWF and economic growth. Finally, the two-dimensional decoupling analysis was conducted hierarchically by combining the EKC hypothesis and improved Tapio model. The results showed that: The GWF varied significantly among provinces in the YREB. Except for Yunnan, the GWFs of other 10 provincial areas showed an overall downward trend. The EKC of GWF in the YREB presented an N-shaped change, and the per capita GDP at two inflection points were 36,700 CNY and 103,400 CNY, respectively. The proportion of agriculture and the degree of opening played a significant positive impact on the GWF. Except for pseudo-decoupling in Jiangxi, Chongqing and Guizhou, there were 7 kinds of two-dimensional decoupling states between GWF and economic growth in the other 8 provincial areas. Provinces with high levels of economic development have achieved more strong decoupling, while those with low levels of economic development have achieved more weak decoupling. This study not only expands decoupling theory and research methods for sustainable development, but provides pivotal implications for promoting the high-quality economic development of the YREB.

Abstract: The “Shanghai-Hong Kong Stock Connect” program is an important measure of stock market liberalization. Based on the DID model, we use Shanghai A-share listed firms from 2010 to 2019 as samples to investigate the impact of capital market opening on the firm internationalization strategy. The empirical results indicate that: the implementation of the connect has a significant positive impact on the internationalization scope, internationalization speed and regular internationalization rhythm. Further studies show that international board of directors plays an important role in the relationship between capital market liberalization and internationalization strategy of micro enterprises. The mechanism of above effect is through improving the information environment and relieving the financing constraints of the company. This study revealed the effectiveness of the connect from the perspective of corporate governance, and provided theoretical evidence and empirical reference for the follow-up implementation of connectivity mechanism.

Abstract: Digital economy, as the core driving force of China’s high-quality economic growth, has become increasingly important for micro enterprises’ investment decisions. Based on the data of A-share listed companies in China’s Shanghai and Shenzhen stock markets from 2011 to 2019, we empirically examine the impact and mechanism of digital economy development on corporate risk-taking. We find that the development of digital economy significantly improves the level of corporate risk-taking. By analyzing its mechanism of action, we find that managerial discretion plays a positive moderating role in the relationship between digital economy and corporate risk-taking. Among it, organizational autonomy and special situational autonomy play a positive moderating role. However, the moderated effect of environmental autonomy is not significant. Further heterogeneity analysis finds that the role of digital economy in increasing the level of corporate risk-taking is stronger in emerging advantageous industries. This paper theoretically enriches related research in the field of digital economy and corporate risk-taking and provides useful suggestions for promoting the deep integration of digital economy and real economy in practice.

Abstract: Voice behaviors have been studied by many organization management scholars as an important organizational citizenship behavior. However, the motivation of voice based on fear and obedience has not been paid enough attention. From the perspective of individual motivation, this paper focuses not only on prosocial voice, but also on defensive voice and acquiescent voice. And it examines the influence mechanism of regulatory focus on employee voice behavior, i.e., explores the mediating role of interpersonal harmony and the moderating role of psychological safety. The results of the survey of 550 employees in 17 private enterprises show that interpersonal harmony plays a mediating role between regulatory focus and voice behavior, that is to say, disintegration avoidance mediates the relationship between prevention focus and defensive voice and acquiescent voice, and harmony enhancement mediates the relationship between promotion focus and prosocial voice. Psychological safety negatively regulates the relationship between disintegration avoidance and defensive voice and acquiescent voice. The findings have some implications for enterprises to stimulate or decease specific employee voice behavior.

Abstract: From the perspective of single system and double system, the evolutionary game model of open sharing relationship of innovation ecology is established, and its dynamic simulation is carried out. The research finds that: in a single system, compared with the total amount of innovation resources, the value of innovation resources plays a stronger role in the process of the proportion of open and shared resources affecting the innovation benefits of open and shared resources; in the dual system, the cooperation and sharing relationship changes from “win-win” to “zero sum game”; “irrational factors” will make the willingness of open sharing form and disappear in a short time; compared with the “sense of active control”, the “sense of passive oppression” stimulates the willingness of innovation subjects to open and share; compared with the promotion effect of “default income”, the weakening effect of “default cost” on open sharing relationship is stronger; the higher the “search cost”, the stronger the willingness of open sharing; there is an asymmetric “inverted triangle” structural relationship between innovation ecological development and open sharing willingness.
