Joint Communique of the 13th Conference on ASEAN-China People-to-People Friendship

We ， t h e r e p r e s e n t a t i v e s of friendship associations and organizations from 10 ASEAN countries and China， attended the 13th Conference on ASEAN-China Peopleto-People Friendship [including] via video link hosted by the Laos-China Friendship Association in Vientiane， capital of Lao PDR， on June 30， 2022. In the meeting， we discussed the strengthening of friendship relations and cooperation for a people-to-people framework between ASEAN-China and China-ASEAN friendship associations and organizations in the future， in order to exchange views on the development of mutually beneficial cooperation， build friendship and cooperation for fundamental mutual respect and mutual trust for the well-being of the people of 10 ASEAN countries and China and also contribute to the strengthening of friendship cooperation and development of the region for greater prosperity.

In accordance with the Joint Communique of the 12th Conference in Bandung， Indonesia， and in order to continuously uphold the Bandung Spirit， we agree to further strengthen cooperation in the following areas：

Fight against the COVID-19 pandemic

Strengthening comprehensive cooperation between ASEANChina and China-ASEAN friendship associations to fight against COVID-19 by encouraging and supporting qualified organizations in 10 ASEAN countries and China to conduct exchanges and provide mutual help in terms of technical assistance， medical experience and staff， funding and equipment to prevent and control the COVID-19 pandemic， thus strengthening the ASEAN-China and China-ASEAN friendship associations and organizations in contributing to the building of friendship relations between peoples in order to restore life to normal.

Cooperation to restore normal living

We will strengthen people-topeople friendship exchanges， such as peoples living safe from COVID-19； push for the resumption of tourism， education and culture； and encourage people-to-people exchanges for mutual understanding and mutual trust. Therefore， we agree to implement the friendship project on building hotels， tourism sites， hospitals and schools in eligible countries to demonstrate the value of friendship relations and cooperation in a bilateral and multilateral people-to-people framework as a symbol of mutual understanding and respect of each ASEAN country and China.

Synergy between the Belt and Road Initiative and the Master Plan on ASEAN Connectivity 2025

As friendship organizations， we are willing to promote the strategic integration of the Belt and Road Initiative and The Master Plan on ASEAN Connectivity 2025 in accordance with the Joint Communique of the 12th ASEAN-China Conference on People-to-People Friendship that was held on 11 November 2019， in Bandung city， Indonesia.

Encourage international cooperation on three levels

We shall work together to establish a mechanism for international exchange at three levels： first， encouraging dialogues between the capitals or provinces of ASEAN countries and China； second， encouraging dialogues between ASEAN and Chinas districts or cities； and， third， supporting establishing friendship schools or hospitals between ASEAN countries and China.

Jointly safeguard regional peace， stability， development and prosperity

We commit to continuously carry forward the traditional friendship of ASEAN-China as one family and the Bandung Spirit and the spirit of Asian Solidarity； firmly support the building of an ASEAN community and the centrality of ASEAN in regional cooperation； firmly oppose any action undermining regional peace， stability， development and prosperity； and promote closer ASEAN-China cooperation， including Chinas vision to build an ASEAN-China community with a shared future.

Establish a follow-up mechanism

We commit to help control and address the spread of the COVID-19 pandemic in society to restore peoples normal lives in 10 ASEAN countries and China.

The follow-up mechanism will be implemented actively between ASEANChina and China-ASEAN friendship associations and organizations. We decided to hold the fourth Leaders Meeting of ASEAN-China Peopleto-People Friendship Organizations in China in 2023， as well as the 14th Conference on ASEAN-China Peopleto-People Friendship in Malaysia， which will be hosted by MalaysiaChina Friendship Association.
