长安城里护平安

西安,古称长安,八百里秦川自古土地肥沃,是中华文明和中华民族重要发祥地之一。古代中国,曾有十三个王朝在此建都,为西安留下了丰富的历史和旅游资源。作为古丝绸之路的起点,西安正在发挥其历史底蕴成为欧亚交流的桥梁。如今,古老和活力在这座千万人口的特大城市和谐共存。

“着眼于人民群众对更高水平平安西安建设的新期待,紧紧围绕助推‘全市十项重点工作’目标,以‘护航十四运、忠诚保平安’专项行动为统领,多轮次、标靶式组织开展‘云剑’‘雷霆’‘秦鹰’等一系列严打斗争,严厉打击‘盗抢骗’‘食药环’‘黄赌毒’等突出犯罪,全力以赴破现案、降发案。西安公安以十四运安保为契机,全面推动《西安市创新完善社会治安防控体系工作方案》落地,‘社会治安满意度’达到84.65%,连续4年保持上升。”谈及平安西安的建设成果,西安市副市长、公安局长肖西亮介绍道。

模范派出所护平安城区

南门又称永宁门,是西安接待海内外来宾的会客厅,在这里上演的入城仪式曾迎接过数名外国元首政要,是来西安旅游的必到之地。位于南门外南二环东北角的西安市公安局碑林分局长安路派出所处在中央商务区的核心地带。这个与共和国同龄的派出所是名副其实的荣誉集体,从20世纪90年代起陆续接待了来自德国、芬兰、美国等国的警察同行来访。在长安路派出所,外国同行们看到了中国基层警察的工作状态和为民服务的精神。在派出所的荣誉室里摆满了奖牌——“全国人民满意派出所”“全国公安模范派出所”“全国优秀公安基层派出所”……这些荣誉是长安路派出所几代民警几十年如一日勇于担当、服务人民群众的写照。

走访时,民警聊起了他们收到的一面特殊的锦旗。那是一个叫越越的五岁男孩给民警张永强送来的手绘锦旗,上面写着“警察叔叔是小朋友的保护神”。虽然帮越越找回丢失的小自行车已经是几个月前的事了,但提起手绘锦旗,派出所民警脸上还是洋溢着笑容——“男孩说,他长大了也要当警察”。民众对公安民警工作的肯定是他们无形的勋章。那面手绘锦旗是辖区居民对派出所工作赞誉的一个缩影。

长安路派出所辖区内有陕西省体育场、南门、小雁塔景区以及诸多大型商场。位于南门外的SKP商场就是辖区企业之一,在2012年疫情冲击下仍然保持快速稳步发展,为8000多人提供就业岗位。长安路派出所所长秦川介绍说,为了提升辖区营商环境,派出所多次主动走访,在消防、安保、疫情防控、消费纠纷方面,积极协助解决商场中遇到的问题,不断优化投资营商环境。去年的大年三十,商场经理得知民警仍在派出所值班,主动派厨师上门,为节日期间值班的民警做了一顿丰盛的年夜饭,以表示感谢。

“互联网+公安政务服务”高效便民

“要服务市民群众,加快推动‘互联网+公安政务服务’平台,现有多个线上平台的相互融合,建成统一的公安政务服务平台,让‘数据多跑路,群众少跑腿’;要在城区分局推行公安户政、交管业务‘一窗办理’;积极配合市级牵头单位,扎实推进企业群众‘一件事一次办’集成改革,营造与国际接轨的投资环境、便民高效的政务环境。”肖西亮对公安政务服务的提档升级提出了要求。在这方面,西安市公安局高新分局走在了前列。

西安高新区位于西安城西南部,是国务院首批批准成立的国家级高新区之一。高新区累计注册市场主体超过18万户,培育形成了以光电子信息、智能制造、生物医药、汽车、新材料新能源等为主导的现代产业体系,是西安市最具现代活力的区域。

2021年,高新政务综合服务大厅正式运行。通过“人工服务+自助办理”,实现了“7×24小时”全时段服务,每天服务群众六七百人次。目前,可现场办理包括户籍、交管、出入境、網安、危爆物品备案、大型活动、保安、易制毒化学品管理等共八大类九十余项业务。

在大厅入口,一台驾驶员自助体检机引起了笔者的注意。据服务大厅民警乔楠稀介绍,自助体检机是为了优化民众驾驶证到期、驾驶证迁入等业务,实现不用去医院,在机器上自助体检、拍照,只需几分钟,只跑一趟就能办完业务,同时还减少了不必要的接触。大厅还设有交管业务自助办理机、身份证自助取证机等自助设备,24小时开放,同时每晚都有值班民辅警随时为群众提供服务,答疑解惑,解决了上班族“上班没空办,下班没处办”的问题。为了方便辖区内企业的外籍员工办理业务,接待大厅还有通晓英语、韩语等外语的民警接办外籍人员业务。

科技化、智能化同样极大提高了办案效率和办案质量,推进了执法规范化建设。近年来,高新分局不断学习北京、深圳等地执法办案管理中心建设使用的先进经验,强力推进全局执法规范化建设。2019年1月,高新分局执法办案管理中心正式投入使用。2020年,高新分局被公安部命名为“全国公安机关执法示范单位”。

多国语言点赞“最多跑一趟”

“我对西安警方的热情接待和优质工作表示感谢,我们有很多地方可以互相学习。”这段话是国际移民组织驻华代表柯吉佩在率欧盟国家驻华官员访问团参观西安市公安局雁塔分局出入境接待大厅后留下的一段话。这段话只是留言簿中的一页,接待大厅成立八年多来,留言簿已写满了三大本,上面用汉语、英语、法语、阿拉伯语、俄语、泰语等写满了对出入境大厅民警工作的肯定与感谢。在“放管服”改革过程中,西安市公安局雁塔分局出入境接待大厅向公众承诺,17项窗口受理的业务“最多跑一趟”,同时从被动审核变为主动服务。

办事大厅紧邻历史名胜大雁塔,周围遍布大专院校和重点中学。服务辖区用人单位及外籍高层次人才成为了他们的任务之一。雁塔出入境管理科在主动走访辖区单位时获悉,爱尔兰籍教师格拉维系某附属中学聘用的高中物理教师,毕业于世界知名大学、获得博士学位、持人才类签证,已在学校任教近五年。格拉维工作认真负责,深受学生喜爱,但近期却因特殊原因产生了离开中国前往其他国家任教的想法。得知情况后,出入境管理科科长郭新带领外管民警实地走访,与学校负责人及外籍教师座谈交流。民警详细了解了格拉维在西安工作、生活情况及所想所需,与校方负责人探讨解决办法,表示将全力帮助校方解决外籍人才实际困难。在与民警沟通后,外籍教师细致了解了外籍人才签证政策等信息,表示会考虑继续留校任教。

智慧大脑保城市畅通

在西安街头,行人过马路时,车辆会在斑马线前齐刷刷停下,耐心等待行人穿行。 “车让人” 是来到西安体会到的第一层人本关怀温度。这只是西安交警管理中“接地气”的举措之一,让这座古今交汇的城市出行更加便捷、通畅是他们追求的目标,而这背后有着一套科学的管理方式,以及智慧大脑的支持。

西安市目前机动车保有量超过435万辆,位居全国第七,驾驶人超过518万。西安城区路网密度低,主城区人口密度大,早晚高峰出行集中,保畅通、降事故等交通管理任务非常艰巨。面对挑战,西安交警向科技要警力,为城市大脑增智赋能。西安交警的工作经验已吸引葡萄牙、摩洛哥、埃及、韩国、印度尼西亚、尼泊尔等32个国家的执法机构同行,以及中国港澳地区的大中学生前来参观、交流。

中华人民共和国第十四届运动会于2021年9月在西安成功举办。开幕式当天,西安交警担负着警卫安保任务、开幕式观众集散转运和全市交通安全有序三项重大任务,要为25个车队并发提供保障。据民警朱卉介绍,面对如此繁多的任务,西安交警充分结合科技手段,使用自主研发的“情指勤督宣”一体化实战平台,精准感知全市路况运行和警力位置,以实现快速调派就近警力处置;在十四运交通安保重点线路全程绿波保障,确保涉赛车流的优先通行;同时,西安交警铁骑发挥了灵活高效的特点,通过车辆定位、视频实时回传,遇突发事件能够快速到达,指挥中心根据事态联动处置,有力保障了大型赛事的顺利进行。

堵車是困扰特大城市居民日常生活的主要问题之一。西安交警护航十四运的经验同样应用到了城市交通的日常管理中。通过数据分析和算法,对每一个信号灯的健康情况进行评价,发现故障及时维修。目前,全市已经实现了1619处信号灯联网联控,可以监测每一个信号灯的运行优劣、匹配相应的配时策略——智能调灯,流量说了算,切实为群众出行服务。

“无论是疫情防控、平安建设,还是基层基础、交通管理,都离不开改革创新和大数据支撑,我们必须认真学习贯彻习近平总书记来陕西考察重要讲话中关于打造‘内陆改革开放新高地’的指示要求,坚持向改革要动力要效能、向大数据要战斗力,不断提升公安机关智能化、智慧化水平。”展望平安西安建设的未来,肖西亮如此说道。

长安,这个古老的名字寄托着民众对长治久安的向往。西安公安以服务人民为宗旨,依托科技建警,为千万西安市民以及海内外游客守护着这座平安之城。

Located in the expanses of the fertile Central Shaanxi Plain, Xi'an (formerly known as Chang'an, literally eternal peace) is one of the cradles of Chinese civilization. Not only has the city enjoyed good conditions for agricultural production since ancient times, it also boasts rich history and tourism as the capital of thirteen dynasties and the starting point of the Silk Road. A megacity home to 10 million people, Xi'an today draws on its heritage and vitality to contribute to the Euro-Asia exchanges in various areas.

In 2021, Xi'an hosted the 14th National Games. To ensure the safety of the event and satisfy residents' demands for police service upgrading, the Xi'an Municipal Bureau of Public Security has implemented the "Secure Xi'an" initiative. According to Xiao Xiliang, deputy mayor and director of the Municipal Bureau of Public Security, the initiative addresses ten key areas of concern: In addition to providing security services for the 14th National Games, the Xi'an police have also carried out several strike-hard operations code-named "Cloudy Sword," "Thunderbolt," and "Qin Falcon" to crack down on (1) theft, robbery, and fraud, (2) safety hazards to food, drugs, and environment, and (3) pornography, gambling, and drug trafficking. Furthermore, the police have made unremitting efforts to solve criminal cases and prevent crimes, and implemented a comprehensive program for building an innovation-driven public security system for risk prevention and control. As a result, public approval of social security reached 84.65 per cent in 2021, marking an increase for four consecutive years.

A Model Police Station Protecting a Central Precinct

The South City Gate, also known as Yongning Gate, is a must-visit attraction in Xi'an where reception ceremonies are often staged to welcome foreign leaders, high-ranking government officials, and other guests from home and abroad. The police unit protecting this important precinct is the Chang'anlu Police Station of the Beilin Sub-bureau. Established upon the founding of the People's Republic of China in 1949, the Chang'anlu Police Station has long been recognized for its outstanding service and has won many awards including the National Police Service Award for Public Satisfaction, National Model Police Station, and National Award for Distinguished Service in Community. Since the 1990s, the station has received a number of counterparts from Germany, Finland, the United States, and other countries. The officers at the station share with international colleagues their decades-long devotion to police work.

During our visit to the police station, the officers told us about a special gift they had received several months before: a hand-painted banner that read: "Thank you for being my protector and hero." It was a thank you gift from a five-year-old boy named Yueyue to Officer Zhang Yongqiang for retrieving his bicycle. "Yueyue told us he wanted to become an officer too when he grew up," said the officers, their faces radiating with joy as if his words were the best trophy in the world.The banner is a symbol of the public recognition for the security work.

Apart from developing a good rapport with the community, the police station has also closely interacted with the many enterprises and attractions within its precinct, including the Shaanxi Provincial Stadium, the South City Gate, the Small Wild Goose Pagoda, and several shopping malls. "Take the SKP Mall for example," explained Inspector Qin Chuan of the Chang'anlu Police Station, "this enterprise with 8,000 employees has continued to operate despite the  COVID epidemic, and to ensure its business security our officers have patrolled the mall frequently to offer assistance in fire control, security, disease control and prevention, and consumer dispute resolution." In appreciation of the police's hard work, the manager of the mall sent a chef to the police station on the lunar New Year's Eve in 2021 to prepare a dinner for the officers on duty.

Efficient, User-Friendly Internet-Plus Policing

"To enable data sharing across departments and provide more convenient services for the public, Xi'an Bureau of Public Security needs to step up its efforts to build a unified 'Internet-Plus Policing' platform that integrates the functionalities of several existing online platforms,"Xiao Xiliang explained the goals of the service upgrading. "Specifically, the sub-bureaus in the central precincts should provide one-stop access to household registration and motor vehicle services. Furthermore, to create a world-class investment-friendly environment, the Xi'an Police Bureau should coordinate with other municipal departments and agencies in the service streamlining initiative, so that citizens and businesses may access multiple administrative services through a single visit to a single office."

At the forefront of this service upgrading initiative is the Gaoxin District Sub-bureau. Located in the southwest of Xi’an City, the Gaoxin District is one of the first national-level high-tech industry development zones approved by the State Council. It is the most dynamic district of Xi'an, with over 180,000 registered market entities and a modern industrial system led by optical-electronic information engineering, intelligent manufacturing, biomedicine, automobile manufacturing, new materials, and new energy.

In 2021, the Gaoxin District Comprehensive Service Hall was officially put into operation. By combining human assistance with self service, the hall can offer 24/7 services for six to seven hundred people per day. At present, it can deliver over ninety services in eight categories, including household registration, motor vehicle regulation, entry/exit, cyber security, registration of explosive hazardous materials, public event registration, safety and security regulation, and the administration of precursor chemicals.

At the entrance, a self-service medical examination machine for drivers immediately caught our attention. According to Officer Qiao Nanxi, the machine delivers driving license renewal and address change services through functions such as self-service medical examinations and photographing, all of which can be completed within minutes, thereby saving drivers a hospital visit and unnecessary exposure to pathogens. The hall is also equipped with self-service machines for motor vehicle services, self-service identity card kiosks, and so forth, all available 24/7. Additionally, on-duty police officers at the hall can provide services and answer inquiries for citizens who only have time after work hours. Finally, police assistance is offered in English, Korean, and other languages for foreign residents.

The deployment of smart technologies has also greatly improved the efficiency and quality of case handling and promoted the standardization of law enforcement. In recent years, the Gaoxin District Sub-bureau has vigorously promoted the standardization of services, drawing on the practices of law enforcement centers in Beijing, Shenzhen and elsewhere. In January 2019, the Sub-bureau established the Law Enforcement Center. In 2020, the Sub-bureau was awarded the honorary title "National Model for Law Enforcement" by the Ministry of Public Security.

"One-stop" Service Winning International Recognition

"Je remercie la police de Xi'an par son accueil et la qualité de son travail. Nous avons beaucoup à apprendre mutuellement." (I would like to thank Xi'an police for their warm reception and excellent work. We have a lot to learn from each other.") This message, in the guest book of the Entry-Exit Reception Hall of the Yanta Sub-bureau, was written by Giuseppe Crocetti, Chief of Mission of the International Organization for Migration (IOM) in China, on his visit to the sub-bureau. Over the past eight years, the reception hall has collected three thick guest books of such messages in Chinese, English, French, Arabic, Russian, or Thai, all expressing recognition and appreciation.

In its reform of government functions, the Yanta Sub-bureau has pledged that multiple administrative services at 17 windows of the Entry-Exit Reception Hall involve no more than one visit, and that examination and approval services will be provided proactively rather than upon request.

Here is an example of the proactive approach that the officers have adopted. Adjacent to the historic Giant Wild Goose Pagoda and surrounded by several colleges and key middle schools, the Entry-Exit Reception Hall of the Yanta Sub-bureau is responsible, among others, for providing services for the institutions in the district and the expatriate professionals they employ. Through a visit to a local high school, the officers of the Entry-Exit Administration Section found out that Dr. Glavey, an Irish teacher of physics, intended to leave for other countries for personal reasons. A talent visa holder with a doctoral degree from a world-leading university, Mr. Glavey had worked conscientiously at the school in the past five years and is loved and respected by students. Upon learning the situation, Chief of the Entry-Exit Management Section Guo Xin and his colleagues in charge of expatriate services made several visits to the school to negotiate with Dr. Glavey and the school leaders. After a detailed investigation of the problems faced by the expatriate in life and work, the officers not only discussed possible solutions with the school leaders and offered assistance, but also explained the specifics of the visa policies in China to Dr. Glavey. As a result, the Irish teacher changed his mind and expressed his wish to continue teaching at the school.

Smart Management of Urban Traffic

In Xi'an, it is very common for drivers to wait patiently for pedestrians to cross streets. This road etiquette, enforced by the Xi'an traffic police, sends a welcoming message to every visitor to the city. However, road etiquette is but a small part of the comprehensive regulatory measures implemented by the traffic police. In a megacity that blends tradition with modern living, it takes not only etiquette but a smart traffic management system powered by cutting-edge technologies to ensure smooth flow of traffic.

The total number of motor vehicles in Xi'an has now exceeded 4.35 million, ranking seventh in China, and the number of drivers has reached over 5.18 million. Such burgeoning traffic, combined with limited road transport infrastructure and high population density in the downtown areas, poses tremendous challenges to traffic management, making it next to impossible to reduce congestion during the rush hour. Faced with these challenges, Xi'an traffic police have sought technological solutions to empower an intelligent traffic management system. Their project has drawn visitors worldwide, including colleagues in law enforcement agencies from 32 countries such as Portugal, Morocco, Egypt, South Korea, Indonesia, and Nepal, as well as students from universities and high schools in Hong Kong and Macau.

In September 2021, Xi'an successfully hosted the 14th National Games. On the opening day, Xi'an traffic police were charged with three major tasks, namely, providing security and safety services for the event, transporting spectators to and from the venue of the opening ceremony, and maintaining traffic flow in the city. For example, the police needed to provide security services for 25 convoys simultaneously. Faced with the tremendous pressure, Xi'an traffic police implemented a self-developed intelligent traffic management system integrated with information, command, dispatching, supervision, and publicity facilities to (1) monitor road conditions and police force in real time for rapid police deployment where needed; (2) ensure the smooth running of the events by prioritizing key transport routes and operations serving the venues; (3) coordinate with the motor unit by providing vehicle positioning data and real-time video streaming, so that road accidents could be handled efficiently. With these functionalities, the officers at the command, control and coordination center were able to monitor any traffic issues and identify solutions in real time, thus keeping the city running smoothly during the large event.

Apart from supporting the 14th National Games, the Xi'an traffic police also use the system to address a major problem in the daily running of the megacity, namely, traffic congestions. Based on data-driven algorithms, the system can assess the status of all traffic lights to detect faults in time; moreover, it can monitor the 1619 traffic lights in the city and match the timing of the green signal to the traffic flow at each intersection, thus preventing congestions intelligently.

Looking ahead, Xiao Xiliang affirmed the key role of innovation and big data in their security-related endeavors, be they epidemic control and prevention, security services, infrastructure maintenance, or traffic management. "We must build Xi'an into a new high ground of reform and opening up according to the instructions of General Secretary Xi Jinping. To this end, we must improve the efficiency of our police force through reform and big data technologies."

Xi'an was historically called Chang'an, meaning "eternal peace." To live up to peoples' expectations, the Xi'an Public Security Bureau will continue to empower themselves with technologies to safeguard the lasting peace for the millions of residents and visitors from home and abroad.
