马来西亚驻华大使努西尔万: 成渝地区在中国中西部地区投资方面处于有利地位

10月18日,来渝参加中国—马来西亚可持续棕榈油专题论坛的马来西亚驻华大使拉惹·拿督·努西尔万接受了记者采访,就马来西亚与中国的棕榈油贸易现状及发展前景、成渝地区双城经济圈发展等话题进行了分享交流。
中马共同推广可持续棕榈油创造双赢局面
“中国是马来西亚最大的贸易伙伴,2020年双边贸易额达1311.6亿美元,创下2014年以来的新高。与2019年的1236亿美元相比,增长了6.1%。”努西尔万用一系列数据阐述了中马贸易和棕榈油贸易的重要占比。在马来西亚出口中国的产品中,棕榈油及其产品是最大的组成部分。今年1月至9月,马来西亚向中国出口213万吨棕榈油和相关制品,价值21亿美元。
“伴随中国国家绿色政策和今年出台的‘双碳目标,未来几年,中国对可持续棕榈油(MSPO)和环保产品将有更大的需求。”努西尔万介绍,在这一方面,马来西亚已与中国政府密切合作,共同在棕榈油贸易中推广MSPO。
2020年10月和2021年4月,马来西亚前外交部长希沙慕丁和中国国务委员兼外交部长王毅举行两次双边会议,同意两国共同推广MSPO。
努西尔万表示,重庆是中国的粮油生产中心之一,也是中国西部地区棕榈油进口的重要门户之一。此次中马可持续棕榈油专题论坛在重庆举办,正是看重重庆发展棕榈油的众多机会,特别是在食品和动物饲料领域。
“火锅是重庆非常受欢迎的大众食品,目前已经开发的替代牛油的红棕榈油火锅底料配方,将在这里具有广阔的市场前景。”努西尔万说,红棕榈油健康且成本较低,还能解决火锅底料生产中的油脂供应短缺问题。
成渝地区双城经济圈蕴含巨大商机和吸引力
而对于广阔的中国西南市场,马来西亚也十分看重。在努西尔万看来,成渝地区在中国中西部地区投资方面处于有利地位,蕴含巨大商机和吸引力。
努西尔万介绍,四川和重庆都是马来西亚重要的贸易伙伴。据中国海关数据显示,2020年,马来西亚与这两个地区的双边贸易达到85.4亿美元。今年1月至8月,马来西亚是四川和重庆的第八大贸易伙伴,累计双边贸易额为68.3亿美元。其中,马来西亚作为重庆的第五大进口来源地,进口总值为18.5亿美元,与2020年同比增长31.99%。
“重庆是全球第三大电脑供應商,得益于发达的笔电制造业,集成电路(IC)、微型组件、计算机零部件是重庆从马来西亚进口的主要产品。”努西尔万表示,马来西亚有能力和经验与重庆在电子元件、半导体设备、材料和精密工程服务的供应链相关领域开展合作。
“得益于成都和重庆两地的多重优势,让成渝地区在中国中西部地区的投资方面处于有利地位。”努西尔万说,这给来这一地区的潜在投资企业提供了信心。当前,成渝两地已开发了超过66个工业区、自由贸易区和园区,吸引了大量的高科技公司。连接成都、重庆与广西的陆海新通道也将在吸引投资方面发挥重要作用。

China and Malaysia jointly promote Malaysian sustainable palm oil to create a win-win situation
"China is Malaysia's largest trading partner. In 2020, bilateral trade volume registered $131.16 billion, a record high since 2014. This marks a growth of 6.1% compared with the $123.6 billion in 2019." Nushirwan used a series of data to illustrate the important proportions of China-Malaysia trade and palm oil trade. Among Malaysia's products exported to China, palm oil and relevant products are the largest component. From January to September this year, Malaysia exported 2.13 million tons of palm oil and palm products to China, valued at $2.1 billion.
"With China's national green policy and the 'carbon peaking and neutrality goals' promulgated this year, the nation will embrace greater demand for Malaysian sustainable palm oil (MSPO) and environmentally friendly products in the next few years." Nushirwan said that in this regard, Malaysia has worked closely with the Chinese government to jointly promote MSPO in the palm oil trade.
In October 2020 and April 2021, Hishammuddin, the former Minister of Foreign Affairs of Malaysia, and Wang Yi, State Councilor and Minister of Foreign Affairs of China, held two bilateral meetings and agreed to jointly promote MSPO between the two countries.
Nushirwan said that Chongqing is one of China's grain and oil production centers and one of the important gateways for palm oil imports in Western China. The Malaysia-China Sustainable Palm Oil Forum held in Chongqing manifests many opportunities in the city to develop palm oil, especially in the fields of food and animal feed.
"Hot pot is highly popular food in Chongqing. The red palm oil hot pot soup recipe that has been developed to replace beef fat will enjoy broad market prospects here." Nushirwan explained, red palm oil is healthy and cost-effective, so it also solve the problem of oil supply shortage in the production of hot pot soup.
The Chengdu-Chongqing economic circle is brimming with huge business opportunities and appeal
Malaysia also sets great store on the vast southwestern China market. In Nushirwan's view, the Chengdu-Chongqing region, brimming with huge business opportunities and appeal, takes an advantageous position for investment in the central and western regions of China.
According to Nushirwan, Sichuan and Chongqing are both important trading partners of Malaysia. According to China Customs data, in 2020, bilateral trade between Malaysia and these two regions totaled $8.54 billion. From January to August this year, Malaysia stood as the eighth largest trading partner of Sichuan and Chongqing, with a cumulative bilateral trade volume of $ 6.83 billion. Among them, Malaysia is Chongqings fifth largest source of imports, with a total import value of $1.85 billion, a year-on-year increase of 31.99% compared to 2020.
"Chongqing is the third largest computer supplier in the world. Thanks to the city's advanced laptop manufacturing industry, integrated circuits (IC), micro-components, and computer parts are the main products that Chongqing imports from Malaysia." Nushirwan said, Malaysia has the capacity and experience to cooperate with Chongqing in the supply chain related fields of electronic components, semiconductor equipment, materials and precision engineering services.
"Thanks to the multiple advantages of Chengdu and Chongqing, the Chengdu-Chongqing region is in a favorable position for investment in the central and western regions of China." Nusirwan added, which provides confidence to potential investment companies in this region. Currently, Chengdu and Chongqing have developed more than 66 industrial zones, free trade zones and parks, attracting a host of high-tech companies. The new western land-sea corridor connecting Chengdu, Chongqing and Guangxi will also play an important role in attracting investment.
