Research on the Revitalization of Rural Talents under the Strategy of Rural Revitalization

Abstract Since the implementation of the rural revitalization strategy, it has provided multiple assistance for the development of the vast number of villages in China.Talents are the key to the revitalization and development of the countryside.Only when a large number of high-quality talents take root in the countryside and help the rural construction in different fields can we give full play to the role of talents in promoting rural development.This paper takes the rural areas of China as the research object, analyzes the current situation of the development of rural talents, discusses the problems existing in the development of rural human resources, and puts forward effective measures for the revitalization of rural talents, to provide a solid theoretical basis for the better development of the countryside.

1 Introduction

1.1 Background of the rural revitalization strategy

The "Rural Revitalization Strategy" put forward in the Report of the 19CPC National Congress is a major national strategic plan made by the CPC Central Committee with General Secretary Xi Jinping as the core to solve the problems of unbalanced development and inadequate rural development in the new era.The strategy of rural revitalization points out that agricultural construction is the economic foundation of rural revitalization, the construction of local culture is the source of thought, the construction of rural grass-roots governance is the social foundation, the construction of rural ecological civilization is the fundamental guarantee, and the construction of rural grass-roots organizations is the leading force of grass-roots work.To this end, General Secretary Xi Jinping pointed out that only by doing a good job in revitalizing industry, talent, culture, ecology, and organization can we realize the all-round rejuvenation of the countryside.

1.2 Significance of the strategy of rural revitalization

The proposal of the strategy of rural revitalization is the main task to promote the all-round development of rural areas.The implementation and promotion of this strategy will not only bring more funds, resources and development-related preferential policies for the development of specific areas, but also of great significance in solving practical problems in rural development.Rural revitalization is related to the interests of the broad masses of the people; at the same time, it is of great significance to the social and economic development of our country, and has a great impact on building a well-off society in an all-round way.

1.3 Implementing the revitalization of talents in the revitalization of rural areas

Modern rural revitalization requires a large number of capable talents to devote themselves to rural construction.The report of the 19CPC National Congress pointed out that talents are the basic guarantee to promote rural revitalization and development.Talents refer to those who have professional knowledge reserves and certain skills, and do not rely on others to carry out creative activities on their own.Rural talents refer to the human resources that can provide strong support for the high-quality implementation of the rural revitalization strategy on the basis of management mode, technology, promotion of education, culture and grass-roots party organizations.If the countryside wants to develop, it is necessary to make part of the human resources return to the countryside, and at the same time rely on the local characteristic industry and human resources to promote the rural development.

2 Present situation and existing problems of human resources in rural areas

2.1 Present situation of rural human resources in China

Rural human resources refer to the total number of workers engaged in agriculture in rural areas.China’s population is as high as 1.4 billion, and the rural population accounts for about 70% of the country’s total population, with a relatively large proportion.The rural labor force is relatively abundant.At the same time, in the process of rural human resources development, there are some problems, such as low production efficiency, weak innovation ability, and backward education, which lead to the ineffective utilization of human resources.At present, the main way of rural human resources development still depends on vocational and technical education, but the target audience of vocational and technical education is often small, only for some specific groups of students.A large number of other human resources in rural areas are ignored, which is not conducive to the improvement of the overall level of rural human resources.And from the effect of the development of vocational and technical education, the overall level of education and teaching is still not high, and it lacks professional and technical guidance at the practical level, so it is difficult to play a strong role in the revitalization and development of rural areas.

2.2 Problems in the development of rural human resources

2.2.1

Backward ideas in rural areas.Although China’s rural areas are rich in labor resources, there are economic differences in different regions, and most of the labor forces generally have some problems, such as backward ideas, lack of innovative ability, and lack of enterprising spirit.As a result, most of these labor resources make little effort in the study of theoretical knowledge and professional skills, and their own abilities and qualities are not high.At the same time, the development of rural human resources by various departments and institutions is not perfect, which leads to the current situation of general lack of professionals in rural areas of our country.Most farmers choose to live according to routine, which restricts the development of rural areas.

2.2.2

Weak basic education and low level of education in rural areas.In the process of China’s rural development, the problem of rural talents has always been a deficiency hindering rural development.At present, the prominent problem is that the overall quality of the talent team is on the low side, and there is a shortage of comprehensive talents who not only have professional agricultural science and technology knowledge, but also have certain management ability, service ability and publicity ability.In most of the rural population of our country, farmers generally do not receive a good education in the area of higher education skills, the gap between urban and rural education investment in our country is large, and the trend is more and more obvious.Rural farmers can not get better basic education.

2.2.3

Structural imbalance of rural human resources.It is found that China’s rural elderly population was 120 million in 2020, accounting for 9.98% of the rural population, and the aging rate of the population will accelerate significantly.The proportion of people engaged in the primary, secondary and tertiary industries is out of balance, and the decline in the rural labor force is relatively serious.Through the investigation, it is found that the imperfect training mechanism of rural talents, the lack of organizational flexibility and scientificity, the lack of systematic operating mechanism and the corresponding management system have seriously affected the implementation quality and efficiency of the rural revitalization strategy.

2.2.4

Insufficient government investment in the development of rural human resources.The service mechanism of talent management in rural areas of our country is not perfect, and there is a lack of feasible management mechanism for training available rural talent organizations.Due to the large gap between urban and rural areas in the process of national development, the investment in rural medical care and agricultural technology education for young and middle-aged people is not sufficient, so the quality of human resources in rural areas shows a lack of potential for improvement.With the development of the country, more and more attention is paid to the countryside, and the level of human resources education and health problems in the countryside will be greatly improved.

3 Measures to revitalize rural talents

3.1 Primary factor to the revitalization of talents: the cultivation of talents

3.1.1

Creating an environment for talent development.Local government departments should create an environment for the cultivation and development of talents, make great efforts to education, increase investment in the construction of talents, create an atmosphere of emphasizing knowledge and talents, raise people’s awareness of the importance of learning, and promote autonomous learning.In accordance with the demand for talents in different regions, it is necessary to increase the education and training of farmers with new skills, actively offer training courses, strengthen theory and practice, effectively enhance the enthusiasm of farmers’ participation, and give full play to the role of talents in promoting rural development.

3.1.2

Building a team of local talents.It is necessary to set up the consciousness of attaching importance to talents and attach importance to the training of local talents.At the same time, we should pay attention to fully fostering local talents so as to make them form an organizational group.After gathering local talents, we should train local talents with rich experience but lacking in theoretical and technical knowledge, and effectively create a team of high-quality local talents with excellent skills and knowledge base.In addition, we should earnestly solve the problems encountered by local talents in the process of innovation and entrepreneurship, formulate and implement entrepreneurial policies, gather the intellectual strength of local talents, and work wholeheartedly for the development of the region.

3.1.3

Vigorously supporting young farmers to start their own businesses.At the same time, the cultivation of rural youth should be strengthened, and the relevant departments should increase the capital investment in the construction of rural youth talent team, and encourage talented young people to start or organize rural entrepreneurship.It is necessary to encourage and support young talents in rural areas to take the lead in the development of family farms or other cooperative organizations.In this regard, the relevant departments should formulate preferential policies for relevant industries, reduce the start-up costs and the burden of enterprises in rural areas, provide a good development platform, and create conditions for farmers’ local employment and entrepreneurship, so as to better drive the local people to get rich together.

3.1.4

Encouraging college students to return to their hometown to start their own businesses.College students in the new era have a high degree of knowledge and theory and relevant practical skills and experience, have the ability to collect and analyze information, and can make better use of network knowledge to screen out available information.Therefore, in order to attract college students to return to their hometown for entrepreneurial development, reasonable security and incentive mechanisms can be established by providing resettlement fees, business capital subsidies, government policy preferences, incentive regulations and so on, to increase support for college students returning home to start businesses in poor areas.

3.2 Secondary factor to the revitalization of talents: the introduction of talents

3.2.1

Optimizing the mechanism of introducing talents.It is necessary to take "agriculture, rural areas and farmers" as the starting point.In agriculture, it is necessary to expand industrial demand and absorb more talents to promote the development of agriculture, rural areas and farmers, and form industrial advantages in order to attract more capital investment.In view of the introduction of talents in the industry, it is necessary to establish and improve a reasonable mechanism for the introduction of talents.At the same time, in the talent introduction strategy, we should strengthen the introduction of relevant agricultural products marketing talents, one-stop service guidance talents in "farming, management and marketing", as well as innovative compound talents.In terms of treatment, it is necessary to provide more preferential guarantees to accumulate human resources for the construction of beautiful villages in the new era, so as to enhance the talent reserve and build beautiful and rich villages.

3.2.2

Attracting talents through rural construction projects.While carrying out rural revitalization and development, we should discover and explore rural resources according to local conditions in different areas, effectively attract investment for development in rural industries, culture, tourism, infrastructure construction,

, and strengthen communication with the local government in order to obtain more policy assistance.It is necessary to look for powerful companies and enterprises to undertake rural construction projects.It is necessary to highlight the important role of high-quality talents in rural construction and development, and stimulate the potential of talents, so as to effectively attract talents and retain talents as much as possible.

3.2.3

Improving rural environment and welfare to attract talents.It is necessary to attract high-tech talents from all sides by strengthening the construction of the countryside, improving the rural style, improving the living environment, improving medical facilities, basic public construction and other high-quality supporting services.At the same time, it is necessary to give the talents related welfare policies, such as solving the problems of talent housing, medical care, children’s schooling, spouse employment, and government services.It is necessary to let talents take root in the countryside for a long time and provide assistance for the revitalization of the countryside.

4 Conclusions

Talents are the key to the revitalization of the countryside.In order to create a good situation and the beginning of rural revitalization, there must be a strong talent team as the basis to provide continuous assistance for rural development.It is necessary to adhere to the concept that "talents are the key to promoting high-quality development", boldly innovate in deepening the reform of talent work, reform the talent introduction system, and strengthen the three principles of "cultivation", "introduction" and "retention" to accumulate talents for the revitalization of rural areas, to achieve the all-round revitalization of rural industries, ecological livability, rural civilization, effective governance, and affluent life.
