医疗信息化项目绩效指标体系设计思考

摘  要:目的  研究在共性指标体系框架下的医疗信息化项目绩效指标体系设计思路,提高医疗信息化项目管理水平。方法  以苏州市立医院互联网医院项目为例,分析现行的卫生信息化项目的绩效评估方法。结果  医疗信息化项目有周期长、技术性强等特点,在绩效评估中易单纯从技术层面对其进行绩效评估,忽略持续性服务能力,而造成项目评估“重建设、轻应用、弱运维”的导向。结论  给出了应加强顶层设计、在共性指标体系框架下加入针对性强的个性化指标内容、引入回头看机制、引入专家暗访体验机制等建议,采取措施进行针对性的改进,来更好地实现医疗信息化项目的建设成效。

Design of Performance Index System of Medical  Informatization  Project

—Taking the Internet Hospital Project of Suzhou Municipal Hospital as an Example

Abstract: Objective  To study the design idea of medical informatization project performance index system under the framework of common index system, and to improve the management level of medical informatization project. Methods  Taking the Internet hospital project of Suzhou Municipal Hospital as an example, the current performance evaluation methods of health information projects were analyzed. Results  medical informatization projects have the characteristics of long cycle and strong technicality. In the performance evaluation, it is easy to evaluate its performance only from the technical level and ignore the continuous service ability, resulting in the guidance of "emphasizing construction, neglecting application and weak operation and maintenance" in the project evaluation. Conclusion, It is suggested that we should strengthen the top-level design, add targeted personalized index content under the framework of common index system, introduce look back mechanism and expert unannounced visit experience mechanism, and take measures for targeted improvement to better realize the construction effect of medical informatization project.

現如今,信息化项目绩效评估已成为政府绩效评估中的重要组成部分[1]。信息化项目绩效评估一方面作为实现信息化项目战略目标的管理手段,能够指引信息化项目建设的方向,改善政府治理水平;另一方面也将提高政务产出质量,获取公民支持与信任[2]。

近年来,国家不断加大对医疗卫生的投入,尤其是医疗信息化项目。医疗信息化项目作为提供公共医疗卫生信息服务的基础设施,往往具有项目的资金投入较大,整体建设工期长,过程环节复杂,效果反应滞后等特点,而且一个项目往往参与实施的厂家较多。无论是工程实施过程的规范性、资金配置的有效性、项目管理的健全性、竣工使用的效果性以及配套的长效机制等都存在诸多问题[3]。如何能让医疗信息化项目在建成后发挥出真正的内在价值,将数据更好地取之于民,用之于民,项目的绩效评价是个重要的抓手,而对绩效评价的指标设计则是首要大事。
