山东省科技文化融合创新存在的问题研究

摘  要：随着信息技术的发展，科技文化融合创新已成为我国提升科技创新力的重要手段之一，也是文化新业态的重要发展路径。该文对科技文化融合的内涵做了梳理界定，调研分析了近年来山东省科技文化融合创新的发展现状，明确了该省在该领域取得的成绩和突破。该文提出山东省关于科技文化融合创新过程中存在的问题主要有信息不对称、发展不均衡、保障不完善和体系不全面等，并提出了初步的建议与对策。

Research on the Existing Problems of the Integration and Innovation of Science，Technology and Culture

in Shandong Province

Abstract： With the development of information technology， the integration and innovation of science， technology and culture has become one of the important means to improve the power of scientific and technological innovation in China， and it is also an important development path of new cultural formats. This paper combs and defines the connotation of scientific， technological and cultural integration， investigates and analyzes the development status of scientific， technological and cultural integration and innovation in Shandong Province in recent years， and defines the achievements and breakthroughs made by our province in this field. This paper puts forward the problems existing in the process of science， technology and culture integration and innovation in Shandong Province， mainly including information asymmetry， unbalanced development， imperfect guarantee and incomplete system， and puts forward preliminary suggestions and countermeasures.

隨着现代信息技术的飞速发展，科技已经成为各行业突破性发展的重要工具，科技文化融合创新发展成为文化新业态的重要发展路径。2019年8月13日，科技部等6个部门联合发布了《关于促进文化和科技深度融合的指导意见》。2020年4月13日，山东省科学技术厅、文化和旅游厅等联合印发了《关于加快推动山东省文化和科技深度融合的实施意见》。科技文化融合创新坚持问题导向，面向需求，体现不同地域创新创意的发展。该文在研究山东省科技文化融合现状的基础上，深入挖掘科技文化融合创新可能存在的问题，并提出初步建议对策。

1  科技文化融合创新概述

随着科技的快速发展，科技文化融合创新成为了科技产业和文化产业发展的重点。学者对于科技文化融合创新的研究日渐增多，但科技文化融合创新的内涵尚未有统一定论。该领域范畴内，最早给出文化科技融合概念的是姜念云，他从文化与科技的辩证关系出发，指出科技的融入给文化带来了新内容、新形式、新功能和新服务等，从而大幅度提升了产品的价值。于泽在姜念云的研究基础上做了进一步延伸，从科技和文化的发展规律和自身特点出发，科技和文化的要素在自我发展的基础上相互渗透、相互作用，形成新的业态，最终达到科技改变文化，文化展现科技力量的呈现方式[1]。

科技是人们对于科学和技术结合的统称，二者是辩证统一的，文化产业是为社会公众提供的文化、娱乐等产品和服务的集合[2]。该文以为科技文化融合创新并非两种维度的简单叠加，而是科技与文化的各个要素在作用机制的影响和约束下，有机耦合，形成创新性的科技文化新生体、新业态，为社会经济突破性发展提供新的路径。

2  山东省科技文化融合创新的发展现状

2018年年初，国务院批复《山东新旧动能转换综合试验区建设总体方案》，方案提出打造“十大过万亿级产业”，文化产业位列其中。科技文化融合创新是文化新业态的重要发展路径，同时被纳入了山东省新旧动能转换重大工程实施规划。
