河南省民营企业科技创新现状研究

摘 要：科技创新已成为当下民营企业的自觉选择。近年来，在各级政府大力扶持下，河南省民营企业科技创新取得系列成效，创新能力有所增强，但在研发平台建设、产学研协同创新、科技成果转化等方面也存在一些突出问题。当前河南省民营企业的科技创新面临动力不足、体制机制不完善、示范引领不够等制约因素，应着力围绕民营企业创新能力提升、协同创新体系建设、创新型民营龙头企业培育等方面，破除民营企业科技创新的障碍，加快其科技创新步伐。

Research on the Present Situation of Science and Technology Innovation of Private Enterprises in Henan Province

Abstract： Scientific and technological innovation has become the conscious action of current private enterprises. In recent years， under the strong support of governments at all levels， private enterprises in Henan Province have made a series of achievements in scientific and technological innovation， and their innovation ability has been enhanced， but there are also some outstanding problems in the construction of research and development platform， industry-university-research collaborative innovation， transformation of scientific and technological achievements and other aspects. Scientific and technological innovation of private enterprises in Henan Province is currently faced with insufficient power， system and mechanism is not perfect enough， demonstration leading constraints， so it should focus on surrounding private enterprise innovation， cooperative innovation system construction， improve the capacity of innovative private enterprises cultivation， etc.， breaking barriers to private enterprises of science and technology innovation， speeding up the pace of its science and technology innovation.

民营企业是创新的主力军。近年来，在我国推进实施创新驱动发展战略背景下，河南省民营企业逐渐意识到自主创新的重要性，对自主研发能力提升的重视程度与日俱增。2020年10月，河南省工商业联合会发布了2020年河南民营企业100強榜单，并发布了系列调研成果。从相关调研来看①，全省主要民营企业在研发投入、专利成果、技术研发等方面取得新进展，民营企业创新能力整体有所增强，与此同时，也在研发平台建设、产学研协同创新、科技成果转化等方面存在一些突出问题，河南省以企业为主体、市场为导向、产学研深度融合的技术创新体系亟待完善。

1 河南省民营企业科技创新成效

1.1 研发投入持续加大

伴随民营企业创新意识的不断增强，科技创新已经成为当前民营经济高质量发展的自觉行动，对研发的投入呈持续加大态势。2020年河南民营企业100强在2019年的研发投入总额达到125.92亿元，与2018年的123.48亿元相比，增加了2.44亿元，增长率为1.98%。总体上看，行业领先企业更加重视研发投入对企业高质量发展的作用。其中，郑州宇通企业集团、河南济源钢铁（集团）有限公司、卫华集团有限公司研发费用位居前三位，研发费用均超过5亿元;汽车、装备制造、现代食品、新材料、新能源等产业领域体现出技术密集型产业的高研发投入与高产出密切相关的特点;而钢铁、化工、有色金属等传统产业领军企业也越来越重视研发费用的投入，河南龙成集团有限公司、龙蟒佰利联集团股份有限公司、河南明泰铝业股份有限公司等一批河南传统行业领域的优势企业研发费用投入也居前20位。

另外，研发人员的数量及占比也是衡量企业创新能力和发展活力的重要指标。2019年，民营企业100强有43家企业研发人员占员工人数比重大于或等于10%，海马汽车有限公司研发人员占比为41%，位居民企100强首位，宏业控股集团有限公司、长葛市宇龙股份有限公司、卧龙电气南阳防爆集团股份有限公司等3家公司紧随其后，研发人员占比分别为34.5%、27%、26.7%。整体来看，民营企业100强研发人员占比前20家中，有14家为制造业企业。
