Energy is a driving force for economic and social development and a major source of carbon emissions. The “14thFive-Year Plan” period is an important foundation and window period for China to achieve carbon neutrality. “The 14thFive-Year Plan” should highlight the word “new”, which is reflected in the new journey, new challenges, new concepts, new models and new patterns. In the “14thFive-Year Plan” period, energy planning should be closely connected with climate planning and environmental planning, balancing each other, constraining each other and promoting each other. Improving the environment and addressing climate change are the twin drivers of the energy transition. The path of China’s energy transformation can be summarized as: getting rid of coal dependence, crossing the age of oil and gas, and integrating into the future of new energy electrification. During the “14thFive-year Plan” period, we promote energy transformation and achieve the peak of carbon emissions, continue to strengthen the implementation of the “double control” goal of energy intensity control and total fossil energy consumption control. The key path is reflected in the decrease of coal consumption, the peak of oil consumption, clean energy replacement and promotion of electrification development. In the process of energy transformation, it is necessary to strengthen the safeguards, to carry out the industry decomposition of the national coal consumption control target, to use “no-burning”, “net plastic” and “standardization” as the three major grasps to control oil consumption, and to actively carry out the development of the national coal consumption control target. We need to actively carry out local demonstration, effectively shoulder local responsibility; to improve market mechanisms to accelerate the development of clean energy; to take carbon neutrality as the starting point to promote technological innovation and institutional innovation and highlight just transformation.

Making consumer behavior greener and low-carbon is important for protecting the eco-environment and reducing carbon emissions. Using traditional interventions for that purpose has its limits as consumers show bounded rationality, bounded willpower and bounded self-interest in their decision-making in fields that could bear on the environment. Such irrationality, however, provides possibilities for green nudges, which aim to use such deviations from rationality to alter consumer behavior in a predictable way through the design of the choice architecture and nudge consumers in a direction that is better for the environment. Green nudges can be further divided into cognitive and moral ones by rationale. The former includes green default, eco-feedback, improving salience, removing frictions, changing habits, and designing better incentives, and the latter includes social norms, commitment and observability. A review of theoretical research on and practice in green nudges internationally suggests as China works to foster green and low-carbon lifestyles, it should bring into play the role of social norms, pay attention to green defaults, nurture sustainable habits, take into account behavioral science, seize the opportunities brought about by digitalization, and carry out more of its own research in green nudges.

The goal of high-quality economic development will push cultural consumption to an unprecedented critical period of promotion. However, the gap between urban and rural cultural consumption level is too large to restrain the release of cultural market vitality. In this context, from the perspective of urban-rural dual structure, the paper discusses the impact mechanism of various types of fiscal expenditure on urban and rural residents’ cultural consumption, constructs fixed effect model and threshold effect model for empirical analysis, and obtains the following conclusions: (1) Financial expenditure in cultural field has crowding out effect on rural residents’ cultural consumption. (2) Social security and employment financial expenditure are promoting rural residents’ cultural consumption and People’s cultural consumption is outstanding, which has a negative impact on urban residents’ cultural consumption. (3) Taking the per capita disposable income of residents as a threshold variable for research, the impact of social security and other livelihood financial expenditures on urban and rural residents’ cultural consumption shows a staged difference. As the per capita disposable income rises, it will crowd out the cultural consumption of urban residents. And the inducing effect on the cultural consumption of rural residents has also increased.

The establishment of the Ministry of Culture and Tourism in 2018 marks a new stage in the integrated development of China’s cultural and tourism industries. The cultural and tourism integration has become a new driving force for the high-quality development of the cultural and tourism industries. Based on the development evaluation index system, using the inter-provincial data of the three provinces and one city in the Yangtze River Delta from 2012 to 2019, and taking the coupling and coordinated development of cultural industry and tourism industry in the Yangtze River Delta region as the research object, the development evaluation index system of cultural industry and tourism industry is constructed respectively and the development level of cultural industry and tourism industry in the Yangtze River Delta from 2012 to 2019 is calculated. On this basis, the coupling coordination degree model is used to analyze the coupling coordination development of cultural tourism industry in the Yangtze River Delta region. The results show that the overall development of cultural industry in the Yangtze River Delta has a steady increase while the development of tourism industry has decreased slightly. There are some differences among the development of the three provinces and one city. The degree of coupling coordination of cultural tourism industry in the Yangtze River Delta is not high, and still has some room for development.
