Subsidy on Childcare
Guangming Daily August 17
The government recently announced new plans to subsidize childcare services. These subsidies, accounting for 1 billion yuan ($145 million) in the central government budget, will strengthen the capacity of the childcare system, as well as confi- dence in its quality.
They will contribute to incentives for workers and other inputs to child development, and are an important step in optimizing the distribution of social resources. The initiative is also expected to improve the development of children in China by improving access to childcare, improving childcare facilities, and improving management and operational protocols, thus bringing benefits to current and future generations of children.
Flood Control And Post-Disaster Recovery
Peoples Daily Online August 13
Alongside the impacts of the novel coronavirus disease (COVID-19), recent widespread fl ooding across south China is also adding complications to the national fight against poverty. China has steadily pushed ahead with poverty alleviation efforts in the fi rst half of 2020, despite the adverse impacts of COVID-19. However, the arrival of seasonal rains has brought fl oods to much of south China, displacing more than 63 million people since June.
Over this period, the Central Committee of the Communist Party of China has led a coordinated effort by local governments to mitigate the effects of the flood on affected communities. Following the principle that nothing matters more than peoples lives, local authorities have implemented a raft of disaster management programs aimed at epidemic prevention and control, hygiene, living and business assistance, and compensation to restore communitieslives and livelihoods as quickly as possible. Government departments are also offering support and guidance to farmers to ensure continued production, as well as providing psychological assistance, counseling and social care to those in need.
Ensuring those who have risen out of poverty dont return due to natural disasters is a crucial component of the fight against poverty and building prosperous societies. Another crucial element is the timely distribution of food and other daily necessities, as well as support to children, the elderly, disabled and other disadvantaged groups.
Focusing on Wholesale
Beijing Youth Daily August 14
The reopening of Beijings Xinfadi Market was announced on August 13. Xinfadi is the citys largest wholesale market for fruit, vegetables and meat supplies. In order to better enforce COVID-19 prevention and control measures, the market will no longer supply retail customers, and will deal exclusively with wholesalers.
Trading was temporarily suspended on June 13, after local health authorities discovered a COVID-19 outbreak originating in the market. As part of necessary measures to prevent the spread of the virus, the once crowded market will now serve only registered wholesale buyers such as those from hotels and restaurants.
In addition to better managing safety in the market, the new measure provides a muchneeded upgrade that will also improve supply and distribution effi ciency. Local residents who were long used to buying their fresh produce directly from the market will now have access to a newly built 1,000-square-meter retail market, right outside the original market site. The market will also operate 77 stores and 164 vans, allowing residents in nearby communities to purchase produce directly at market price.
