The “two no worries and three guarantees” are the main objectives of Chinas poverty alleviation campaign. The “two no worries”refer to achieving the goal of poverty alleviation so that those who have been living in poverty no longer have to worry about food and clothing. And the “three guarantees” refer to achieving the goal of guaranteeing compulsory education, basic medical care and safe housing.
After four decades of reform and opening up, the Chinese government has shifted the focus of poverty alleviation from mere provision of food and clothing to services such as education, basic medical care and safe housing. Poverty alleviation, which has transformed from ensuring basic needs to guaranteeing a normal life, has entered a key stage. China has drawn up a plan for poverty elimination: By 2020, all impoverished people in rural areas will be guaranteed the basic needs of food and clothing as well as proper access to compulsory education, medical care, and safe housing.
