高层论坛书写新精彩 第16届东博会亮点多

隨着《第16届中国—东盟博览会、中国—东盟商务与投资峰会重要活动初步安排》的出炉,参加新一届东博会的各国客商又将开始规划9月的行程。就论坛而言,第16届东博会框架下举办的高层论坛目前为33个,新纳入高层论坛框架的论坛6个。论坛在覆盖原有领域的基础上,新增广电传媒领域。
关于第16届东博会的新亮点,东博会秘书处秘书长王雷此前在接受本刊记者专访时透露:“从广西层面来说,有六大重点值得期待。分别是——服务广西参与国际陆海贸易新通道、融入粤港澳大湾区、建设面向东盟的金融开放门户、服务中国—东盟自贸区升级发展、助力广西产业大招商、服务中国—东盟信息港建设。”
当前,中国—东盟关系已进入全方位发展的新阶段,中国与东盟正按照《中国—东盟战略伙伴关系2030年愿景》打造更高水平的战略伙伴关系。国际陆海贸易新通道(以下简称陆海新通道)、建设面向东盟的金融开放门户早已在中国—东盟政商界中成为热词。而中国—东盟合作的热点往往会在东博会高层论坛得到体现。
共商共建共享陆海新通道
经过3年的发展,陆海新通道建设已经取得突破性的进展:从最初的地方层面上升为中新两国政府推动的旗舰项目,中国参与陆海新通道建设的省份增加到13个,其合作范畴也不断扩大。广西壮族自治区党委书记鹿心社指出,当前陆海新通道建设已经由“提战略、打基础”阶段转入“破瓶颈、快发展”的新阶段。
在新阶段,陆海新通道建设面临着新问题和新挑战。例如,如何破除瓶颈、如何协调各方、如何让陆海新通道更好地带动沿线各地的投资贸易?对此,第16届东博会积极响应,将举办中国—东盟共商共建共享陆海贸易新通道论坛,并邀请新加坡贸工部、中国重庆市政府共办该论坛,通过高层对话达成共识、提出方案,为陆海新通道下一步的快速发展把好“方向盘”。
金融开放合作结出更多成果
在金融领域,中国—东盟金融合作与发展领袖论坛已成功举办10届,在推动广西金融开放和跨境金融合作上取得了丰硕的成果。在2018年的第10届中国—东盟金融合作与发展领袖论坛上,中国银行(香港)有限公司与南宁市政府签订东南亚业务营运中心落户南宁的合作意向书,成为又一家广西为构建面向东盟的金融开放门户而引入的金融机构。如今,在中国—东盟金融城——广西南宁市五象新区,已经吸引了43家金融机构、28家世界500强企业入驻,自治区级的金融服务业集聚区已经初现规模。
随着《广西壮族自治区建设面向东盟的金融开放门户总体方案》于2018年12月获国务院批准,2019年成为广西建设面向东盟的金融开放门户的开局之年。广西将率先推进在政策创新、体制机制建设、产品服务创新等方面的90多项金融改革创新。在第16届东博会期间,第11届中国—东盟金融合作与发展领袖论坛将增设建设面向东盟的金融开放门户峰会,相信在会上将看到更多广西扩大金融开放、中国—东盟金融合作方面的务实成果。
媒体交流促民心相通
中国—东盟全面战略伙伴关系不仅仅是经贸投资方面的合作,还包括媒体、文化等社会人文领域的交流合作。借助东博会这个平台,中国与东盟的媒体交流与日俱增。目前,东博会已经在东盟各国建立起了合作媒体网络,加强与东盟合作媒体的联动,中国与东盟国家双方的媒体也不断加强对彼此事务和双边关系报道的频度、广度和深度。
2019年是中国—东盟媒体交流年,以此为契机,第16届东博会将首次举办中国—东盟广播电视及新媒体论坛暨电视交易会。在媒体作用愈加凸显、媒体技术飞速发展的今天,预期中国与东盟的媒体人将聚焦如何利用现代技术加强传播能力建设、提高传播效果;推动媒体服务于各领域合作,增进双方民众相互理解;并探索开展中国—东盟媒体交流合作有效机制,将中国—东盟媒体交流合作一直延续下去。
除此之外,今年东博会框架下的论坛还涵盖产能合作、电子商务、农业、文化、教育、电力、保险、医药等领域。这些高层论坛将通过灵活多样的形式,深度对接“一带一路”建设,激发更多合作新增长点,打造主题鲜明、特色突出的高层对话平台。

The 16th CAEXPO High-Level Forums: More New Highlights Anticipated

Along with the release of the Preliminary Arrangement of Important Activities of the 16th CAEXPO & CABIS, merchants from various countries participating in the 16th CAEXPO have started to plan their schedules in September. In 2019, the number of high-level forums under the framework of the 16th CAEXPO is 33, including six new ones in such fields as radio and television.
As for the new highlights of the 16th CAEXPO, Mr. Wang Lei, Secretary-General of the CAEXPO Secretariat, indicated in the interview with China-ASEAN Panorama that there are six key highlights for Guangxi, including its participation in the construction of New International Land-Sea Trade Corridor (NILSTC), Guangdong-Hong Kong-Macao Greater Bay Area, an open financial gateway for ASEAN, an upgraded version of CAFTA, a platform for Guangxi business promotion, and China-ASEAN Information Harbor.
At present, China-ASEAN relations have ushered in a new era of all-round development, where both sides are building a higher level of strategic partnership in accordance with the China-ASEAN Strategic Partnership Vision 2030. “New International Land-Sea Trade Corridor” and “an open financial gateway for ASEAN” have long been hot words in the political and business circles of China and ASEAN, which are often reflected in the high-level forums of the CAEXPO.
Jointly building the NILSTC
After three years of development, ground-breaking progress has been made in the construction of the NILSTC: It has been a flagship project promoted by the Chinese and Singaporean governments, with the number of Chinese provinces participating in its construction being increased to nine, and the scope of cooperation being expanded. Mr. Lu Xinshe, Secretary of the Party Committee of Guangxi Zhuang Autonomous Region, pointed out that the construction of NILSTC has shifted from the stage of “raising strategy and laying foundation” to the new stage of “breaking bottlenecks and developing rapidly”.
Besides, there are some problems and challenges in the new stage of NILSTCs construction. For instance, how to break the bottleneck, how to coordinate various parties, and how will the NILSTC drive the investment and trade along its route? In response to this, the China-ASEAN New International Land-Sea Trade Corridor Forum Based on the Principle of Wide Consultation, Joint Contribution and Shared Benefits, co-sponsored by the Ministry of Trade and Industry of Singapore and the Chongqings government of China will be held at the 16th CAEXPO, with a view to reaching a consensus through the high-level dialogues and putting forward plans to steer the rapid development of the NILSTC in the next step.
Financial opening-up and cooperation yielding more results
In the field of finance, the China-ASEAN Summit Forum on Financial Cooperation and Development successfully held ten sessions has achieved fruitful results in promoting financial opening-up and cross-border cooperation in Guangxi. At the 10th China-ASEAN Summit Forum on Financial Cooperation and Development in 2018, Bank of China (Hong Kong) Ltd. signed a letter of intent with Nanning Municipal Government for the establishment of the Southeast Asia Business Operation Center in Nanning, becoming another financial institution introduced by Guangxi for the purpose of building an open financial gateway for ASEAN. Nowadays, Nannings Wuxiang New District, a China-ASEAN financial district, has attracted 43 financial institutions and 28 enterprises on the Fortune Global 500 list.
With the approval of The Overall Plan on Guangxi Zhuang Autonomous Regions Construction of an Open Financial Gateway for ASEAN by the State Council in December 2018, the year 2019 marks the first year for Guangxi to build an open financial gateway for ASEAN. Therefore, Guangxi will take the lead in promoting more than 90 financial reforms and innovations in policy innovation, system and mechanism construction, product and service innovation and other aspects. At the upcoming 16th CAEXPO, the 11th China-ASEAN Summit Forum on Financial Cooperation and Development will hold a summit forum on building an open financial gateway for ASEAN that will show more practical achievements in Guangxis expansion of financial opening-up and China-ASEAN financial cooperation.
Media exchanges promoting people-to-people exchanges
The comprehensive strategic partnership between China and ASEAN is not only about economic and investment cooperation, but also about social and people-to-people exchanges and cooperation. By virtue of the CAEXPO, media exchanges between China and ASEAN are increasing day by day. At present, CAEXPO has established a cooperative media network in ASEAN countries and strengthened the relations with ASEANs cooperative media. Also, media from China and ASEAN countries have continuously enhanced the frequency, breadth and depth of reports on each others affairs and bilateral relations.
Since this year 2019 is designated as the ASEAN-China Year of Media Exchanges, the 16th CAEXPO will host the first China-ASEAN Summit Forum on Radio, Television and New Media & TV Fair. With the increasingly prominent role of media and the rapid development of media technology, media workers from China and ASEAN media are expected to focus on how to use modern technology to strengthen the ability of network communication, enhance communication effect, promote media cooperation in various fields, establish mutual understanding between the two peoples, and explore the effective mechanism to develop effective mechanisms for media exchanges and cooperation between China and ASEAN countries.
In addition, the high-level forums under the framework of the 16th CAEXPO, covering such fields as production capacity cooperation, E-commerce, agriculture, culture, education, electricity, insurance and medicine, will deeply engage in the construction of the Belt and Road, and stimulate more growth points through flexible and diverse forms, building a series of platforms with distinct themes and features.
