■ 8月3日,马来西亚古晋南市与中国北京东城区签署协议,双方缔结为友好城市,进一步促进两地经贸、旅游、文化、教育等多领域合作。
■ 8月28日至9月1日,菲律宾总统杜特尔特访华。其间,中菲双方签署6项合作协议,涉及高等教育、科技、基础设施、海关合作、金融等领域。
■ 8月6日,新加坡国际调解中心与中国国际经济贸易仲裁委员会签署战略合作谅解备忘录,双方将在国际调解培训等领域进行合作,并在中国及其他地方联合组织会议、研讨会等。
■ 亚洲开发银行(ADB)发布报告称,得益于出口增长,预计柬埔寨2019年的GDP将取得7%的年增长率,成为东南亚发展最快的国家。

■ 马来西亚财政部宣布,将于2019年9月1日起征收航空旅客离境税。离境税税费从8~150林吉特不等(约合13~240元人民币),视飞行目的地和机舱等级的不同而有所差别。乘客在购买机票时,离境税将已计算在内。
■ 马来西亚国际贸易及工业部长雷京宣布,DreamEDGE有限公司将负责该国新国产车开发计划,并和日本大发汽车(Daihatsu)合作技术开发,新國产车估计将会是混合动力(Hybrid)五门式轿车(Sedan),预计在2021年正式推出。
■ 中国申通国际和马来西亚邮政集团签署战略合作协议,双方将通过联合品牌、联合运营和联合市场推广的战略合作模式,为包括阿里巴巴、eBay/OC、Wish等全球跨境电商平台提供全新的综合物流解决方案。
■ 8月3日,缅甸仲裁中心在缅甸工商联合总会正式成立,该中心主要负责处理缅甸国内外投资者间的经济纠纷。
■ 菲律宾财政部长多明计斯表示,菲律宾财政部正在推动国会在未来15~18个月内批准政府的综合税制改革计划。综合税改方案包括增加对酒精饮品和电子烟产品的消费税,降低企业所得税,升级不动产估值系统等。
■ 菲律宾旅游部表示,将重新评估外国人入境签证的发放情况,包括重新评估对中国游客落地签特权。只有在提交了所有相关文件,并经过移民局的审查和批准后,游客才可以入境。
■ 8月8日,新加坡金融管理局推出快捷沙盒,旨在为企业测试市场上的创新金融产品和服务提供更快的服务。符合条件的申请人可以在向新加坡金融管理局申请后的21天内在快捷沙盒的预定义环境中开始进行市场测试。
■ 中国人工智能企业澎思科技宣布新加坡研究院正式揭牌成立,并与新加坡国立大学、新加坡南洋理工学院等机构达成战略合作。研究院将强化人脸算法在安防行业的落地,提升澎思人脸算法的竞争力。
■ 8月1日,泰国国家铁路公司在靠近老挝边境的泰国廊开火车站开通了一列穿越泰老友谊大桥的货运列车。这列货运列车从泰国东北部的廊开站出发,将货物从林查班(泰国港口)Laem Chabang运往老挝首都万象Tha Na Laeng站的集装箱堆场中心。

01. RCEP negotiations make significant headway in Beijing
August 4, 2019 (Xinhua) — A ministerial meeting on the Regional Comprehensive Economic Partnership (RCEP) negotiations in Beijing achieved significant progress in pushing negotiations, according to Chinas Ministry of Commerce (MOC). In terms of negotiations on rules, all sides have reached consensus on more than 80% of the text of the agreement, with negotiations on content in financial, telecommunication and professional services completed. Minister of Commerce Zhong Shan stressed that it is conducive to preserving economic globalization and free trade and realizing mutual benefits and win-win results among all participating countries.
02. Myanmar-made BAIC cars unveiled
August 2, 2019 (China Daily) — Chinas state-owned car maker BAIC Group unveiled its first Myanmar-produced SUV in Yangon, Myanmar. The compact Changhe Q35 SUV, which is produced at a factory in Mandalay, is designed with local customers demands in mind, said a senior BAIC manager. The plant, which was part of a semi-knockdown deal signed in 2017, is in the countrys second-largest city and covers 81,000 square meters and has an initial production capacity of 5,000 vehicles a year. BAIC said it will introduce another new model soon. Besides Changhe-branded vehicles, the deal also covers vehicles under BAICs Doda brand.
03. Senior diplomat gatherings push for free trade, stability
August 2, 2019 (China Daily) — Senior diplomats including State Councilor and Foreign Minister Wang Yi called for bolstering rules-based free trade and tackling protectionism at annual gatherings concerning East Asian cooperation in Bangkok, Thailand. The gatherings included the annual ASEAN+3 foreign ministers meeting, which involves all 10 members of the ASEAN plus China, Japan and the Republic of Korea. At the meeting, Wang called on countries to resolutely champion multilateralism and free trade and push for a conclusion of negotiations on the Regional Comprehensive Economic Partnership deal before 2020.
04. Southeast Asia open to Huawei over 5G
August 3, 2019 (China Daily) — Southeast Asian countries eyeing the promise of 5G connectivity to boost economic development are sticking to Chinese telecommunications giant Huawei among others. All members of ASEAN have indicated they may allow Huawei to help build their fifth-generation mobile communications networks. Economic considerations and a strategic foreign policy element are among the reasons why Southeast Asian countries have adopted a relative openness toward Huawei, said Amalina Anuar, an analyst with the Centre for Multilateralism Studies at the S. Rajaratnam School of International Studies at Singapores Nanyang Technological University.
05. Shanghai and Bangkok look to forge closer ties
August 3, 2019 (China Daily) — Shanghai and Bangkok are expected to build closer economic ties due to the extended development of the Belt and Road Initiative, the China (Shanghai) Pilot Free Trade Zone, as well as Thailands Eastern Economic Corridor (EEC), officials said. “Last year we saw a big rise in applications for investment promotion from Chinese companies... (and) in the first half the (new) applications for investment promotion in the EEC area from Chinese companies became number one,” said Luxmon Attapich, deputy secretary-general of Thailands EEC Office during the Second Bangkok-Shanghai Economic Conference.
06. Myanmars central region to host ASEAN food festival in August
August 7, 2019 (Xinhua) — Myanmar has planned to hold 2019 ASEAN food festival in Mandalay region later in August. “The festival features culinary delicacies and cuisines from ASEAN countries as well as from China, Japan and India,” Director of Hotels and Tourism Ministry U Zayar Myo Aung said. Under the theme "The Authentic Flavor of the East“, the festival aims to promote traditional delicacies of ASEAN countries as well as to boost friendship between Myanmar and ASEAN countries and to attract tourist arrivals in Myanmar.
07. Malaysia benefits from BRI and seeks more cooperation with China
August 8, 2019 (Xinhua) — The BRI is an economic initiative formulated by China to enhance its connectivity with the world, Malaysian Finance Minister Lim Guan Eng said while addressing the Malaysia-China Belt and Road Economic Cooperation Forum. “Malaysia supports the BRI to encourage sustainable development throughout Asia and bring the region closer together through a transparent and fair mechanism,” he told the audience from business community of both countries. He said Malaysia remains a reliable trade partner for Chinese exporters in the current global climate and is the ideal gateway to the ASEAN.
08. Xiamen-Central Asia freight rail service extends to Vietnam
August 12, 2019 (China Daily) — The China (Xiamen)-Central Asia freight train received its first batch of cargo from Ho Chi Minh City in Vietnam on August 9, making the country another customer of the combined international sea-railway transportation network. Local officials said that as a pivotal city on the Belt and Road route, Xiamen offers the most convenient transportation for international transit containers. At least 10 days can be saved for transit cargo and nearly RMB 1,500 yuan in logistics cost can be cut for each container compared with other transport routes.
