Poverty Alleviation Model of "Three Stresses and Three Commentaries" to Stimulate Endogenous Motivation in Xundian County

AbstractPoverty alleviation has entered a decisive period. If we want to maintain poverty alleviation results, it is unsustainable to rely on solely on external forces but must rely on its endogenous motivation. Xundian County is located in the Wumeng Mountain area in the upper reaches of the Yangtze River which is a concentrated contiguous extreme poverty-stricken area. Although the natural conditions are poor and the foundation is weak, it took the lead in poverty alleviation throughout the province at the end of 2017 with a poverty rate of 0.35%. Moreover, the poverty alleviation achievements have been stabilized, and the incidence of poverty declined to 0.25% in 2018. These are inseparable from the unique "three stresses and three commentaries" to stimulate endogenous motivation. This article systematically studies the poverty alleviation model of "three stresses and three commentaries" to stimulate endogenous motivation in the county. Through in-depth analysis of the specific content, operation process, work achievements and typical cases of the model, the internal mechanism of action is obtained, and its experience worthy of reference are summarized. It is believed that stimulating endogenous motivation will make poverty alleviation more targeted and poverty alleviation achievements more stable, and it is a mature practice worth promoting to the whole country.

1 Introduction

Poverty alleviation has now entered the stage of decisive victory. Areas that have not yet been lifted out of poverty are areas with extremely poor natural conditions and extremely low levels of development. How to get rid of poverty in these areas and what kind of poverty alleviation model should be used to solve the problem of poverty determine that whether China can win the fight against poverty and fulfill its solemn commitment to the world.

From the perspective of the main body of poverty alleviation, there are two motivations: one is external motivation and the other is the endogenous motivation of farmers, namely "blood transfusion" and "hematopoiesis". In the short term, poverty-stricken areas cannot get rid of poverty relying on endogenous motivation due to historical development and other reasons, so they need external force to promote the establishment of the foundation to inspire the endogenous power to develop under new conditions. In the long run, it is unsustainable to rely solely on external forces, and the vast majority of farmers, except a small number of people who cannot rely on their own production to get rid of poverty due to factors such as disability and age, must rely on their endogenous motivation to maintain poverty alleviation achievements and further improve their lives. In order to make poverty alleviation effective and sustainable and to withstand historical tests, endogenous motivation is fundamental. Especially in the decisive period of poverty alleviation, due to the poor living conditions, insufficient labor skills and not high ideological awareness of poor households, what kind of poverty alleviation model is used to stimulate the endogenous motivation to get rid of poverty is a topic we must seriously explore.

In recent years, as China’s work in poverty alleviation has continued to advance, it has made an important contribution to global poverty alleviation, and in practice, valuable experience on how to motivate the endogenous motivation of the poor has been also been accumulated. Many scholars and party and government cadres have analyzed and discussed related issues that stimulate endogenous motivation. On the basis of summing up the work of poverty alleviation in Qinqi Township, Weiyuan County, Wan Wei proposed a poverty alleviation model that motivates people with spiritual culture as motivate, intellectual poverty alleviation as driving force, rural civilization as affection and grassroots organizations as leader[1]. Dai Damei believed that we must fully mobilize the enthusiasm, initiative and creativity of the poor to get rid of poverty and get rich, arouse their fighting spirit to get rid of poverty, transform their concept from "to be asked to get rid of poverty" to "want to get rid of poverty" and innovate poverty alleviation mechanism to stimulate endogenous motivation[2]. On the basis of discussing the concept of endogenous motivation, Qu Haiyan analyzed the causes of insufficient endogenous motivation and put forward five ways to get rid of poverty, including spiritual civilization construction, training and exchanges for poverty alleviation cadres, participation of poor people, main status of poor population and incentives[3]. After analyzing the measures taken by developed countries and developing countries to stimulate the self-development ability of poor families, Lin Mingang proposed that policy formation should focus on the poor to stimulate their endogenous motivation, and in poverty alleviation, we must realize poverty governance from passive to positive to fundamentally change the status quo of passive participation, symbolic participation or non-participation of poor groups[4]. Li Xiaetal. concluded that the lack of endogenous motivation in poor households is caused by four aspects: thought, skill, environment and policy and the paths to enhance their endogenous motivation include improving infrastructure, implementing policies, developing characteristic industries, increasing human capital and improving their own qualities[5]. Xue Gang also analyzed the reasons for the lack of endogenous motivation, and it is manifested in the misplaced external assistance measures and internal needs of the poor, the lack of participation of the masses, the lack of hardworking atmosphere and the weak willingness of the mases[6]. Shu Wanxiang believes that the lack of endogenous motivation is caused by the aspects of poverty alleviation awareness, conditions, abilities and assistance measures, and it is necessary to start from improving the intelligence of the people, enhancing the ability of the masses to "make blood", planning accurately and strengthening publicity[7]. From the perspective of space theory, it is suggested that the development space of poverty-stricken farmers should be expanded, the space for multi-subject exchanges and cooperation should be created and the sully of poverty-stricken policies that can be selected, cultivated and non-mandatory will be enhanced[8].

A comprehensive analysis of recent literature on targeted poverty alleviation to stimulate endogenous motivation can be found that the research basically focus on the importance of stimulating endogenous motivation, the theoretical basis of endogenous motivation, the reasons for the lack of endogenous motivation, the methods and measures to stimulate endogenous motivation,etc., but there are few systematic research and empirical analysis on the successful models for stimulating endogenous motivation in typical poverty-stricken counties since the implementation of targeted poverty alleviation policy. Xundian Hui and Yi Autonomous County (hereinafter referred to as Xundian County) is located in the northeast of Yunnan Province. It is a state-level poverty-stricken county that integrates "nationalities, poverty, mountainous areas and old areas", and is one of the 38 contiguous development countries in Wumeng Mountain area of China. In 2014, the incidence of poverty in the county reached 26.93%. After several years of targeted poverty alleviation, at the end of 2017, the incidence of poverty in the county fell to 0.35%, taking the lead in poverty alleviation in the province. Moreover, the poverty alleviation achievements have been stabilized, so that the county’s poverty rate in 2018 fell to 0.25%. Although this involves many success factors, it is inseparable from its unique poverty alleviation model of "three stresses and three commentaries" to stimulate the endogenous motivation. This article intends to systematically study the successful poverty alleviation model of "three stresses and three commentaries" in Xundian County to stimulate endogenous motivation, analyze the valuable experience to find the internal mechanism of the model, and explore the feasibility of promoting the model, so as to provide reference for China’s poverty alleviation and global poverty reduction.

2 Origin of the "three stresses and three commentaries" model

The "three stresses and three commentaries" activities to simulate endogenous motivation were originally created by Xundian County and gradually extended to Kunming and Yunnan Province. On November 15, 2017, the Organizational Department of Xundian Hui and Yi Autonomous County of the Communist Party of China and the Joint Conference Office of "Gua Bao Bang" (leader taking charge, department contracting village, cadre helping household) and "Zhuan Zou Fang" (changing the work style and going to the grassroots to visit poor households in poor villages) of Xundian County issued theImplementationPlanonthe"TwoStressesandTwoCommentaries"ActivitiesforPovertyAlleviation(Xun Zu Lian Fa[2017]No.27), and the township (street) party committees (Party Working Committees), the county party committees, the party groups (party committees) and the general branches (branches) of county-level state organs, the party branches of various people’s organizations, the party labor committees of characteristic industrial parks, and various state-owned companies have been requested to implement the "two stresses and two commentaries" activities from the fourth quarter of 2017. The object of "two stresses and two commentaries" is the first secretary of the party general branch and the poverty alleviation team members stationed in the poverty-stricken villages (communities) and the poverty-stricken households in the county. The content of "two stresses and two commentaries" is to "talk about assistance measures, evaluate the effectiveness of assistance" (the first secretary of the party general branch and the poverty alleviation team members) and "talk about poverty alleviation achievements and evaluate endogenous motivation" (registered poor households). Since the launch of the "two stresses and two commentaries" activity in October 2017, Xundian County has carried out the "two stresses and tow commentaries" activity as a powerful grasp of the comprehensive decisive battle to overcome poverty, clarified the stressing and commenting responsibilities, highlighted the effectiveness of the stresses and commentaries, and solidly promoted the "two stresses and two commentaries" activity, thus laying a solid foundation for the county to win the fight against poverty as scheduled.

On December 7, 2017, the Leading Group Office of Rural Poverty Alleviation and Development of Kunming and the Joint Conference Office of "Gua Bao Bang" and "Zhuan Zou Fang" of Kunming issued theNoticeonLaunchingPovertyAlleviationand"TwoStressesandTwoCommentaries"ActivityinPoverty-strickenCounties(Kun Pin Ling Ban[2017]No.19), and the administrative committees of Dongchuan District, Luquan County, Xundian County, Tangdian District and Jiaozishan District, the first secretaries of municipal aiding (hanging) units stationed in villages (communities) of poverty-stricken counties (districts), and the poverty alleviation team members stationed in villages are requested to widely carry out the "two stresses and two commentaries" activity.

On July 11, 2018, for the existence of different degrees of fear and tiredness of difficulties and battles and slackness, in order to promote the role of the poverty alleviation team members in fully play, supervise the village cadres to take the initiative to perform their duties and stimulate the endogenous motivation of registered poverty-stricken households to work hard to get rid of poverty, the Organization Department of the CPC Yunnan Provincial Committee issued theNoticeonCarryingoutthe"ThreeStressesandThreeCommentaries"WorkinPoorVillages(Yun Zu Tong[2018]No.51). The object of "three stresses and three commentaries" is the resident poverty alleviation team members, the village group cadres, and the registered poverty-stricken households. The content is to take about work situation (resident poverty alleviation team members), evaluate the effectiveness of the assistance (village cadres and registered poor households), talk about the performance of duties (village cadres), evaluate the performance of duties (resident team members and registered poor households), talk about the progress in poverty alleviation (registered poor households), and evaluate endogenous motivation (resident team members and village cadres). Thus, the model of "two stresses and two commentaries" to stimulate endogenous motivation originated from Xundian County was first promoted by Xundian County and then promoted to Kunming City and Yunnan Province. The "two stresses and two commentaries" has evolved to "three stresses and three commentaries", which has become a highlight of the province in the fight against poverty.

From the original "two stresses and two commentaries" to the province-level "three stresses and three commentaries", Xundian County has explored a set of specific working models that conform to the basic conditions of the county. The work is coordinated by the township (street) party (work) committee, and the leaders of the poverty-stricken villages in townships (streets) are responsible for implementation. Each round of stresses and commentaries covers resident team members, village cadres and registered poor households, and sink to the level of the village group. The leaders of the poverty-stricken villages in townships (streets) carry out more than one visit to poverty-stricken villages every month, and each time they lead the village cadres and two or three village groups to conduct the "three stresses and three commentaries".

3 Specific measures of "three stresses and three commentaries" to stimulate endogenous motivation

3.1 Procedure of stresses and commentaries

3.1.1Preparing well. Village cadres and resident members of the poverty alleviation team in the village should closely follow the contents of the stresses and commentaries, closely follow the concerns of the masses, especially the difficulties and problems in the work of poverty alleviation, widely listen to opinions and suggestions, find out the key points of the evaluation, think about the solutions and measures to solve the problems, do a good job in the preparation of stresses and commentaries and sort out the outline of the stresses and commentaries. The village (community) party general branch and resident team member should guide the poor households to carefully sort out their poverty alleviation situation and to honestly tell their own poverty alleviation process with "talking about the poverty alleviation situation" as the main content. Village (community) should hold a meeting to determine the time, place, participants and evaluation methods of the "three stresses and three commentaries" work meeting and notify the participants in time.

3.1.2Holding a "three stresses and three commentaries" meeting. Resident team members talk about the situation of their assistance work, and cadres of village group and registered poverty-stricken households evaluate the effectiveness of their assistance. Village cadres speak about the performance of their duties, and resident team members and registered poverty-stricken households evaluate their performance. Registered poverty-stricken households talk about their poverty alleviation situation, and village cadres and resident team members evaluate their endogenous motivation of poverty alleviation.

3.1.3Conducting democratic evaluation. At the work meeting, the democratic evaluation will be carried out in accordance with the actual situation. According to four grades of better, good, general and poor, resident team members, village cadres and registered poverty-stricken households are scored. On this basis, the members of the leading group of poverty-stricken villages in townships (streets) carry out one by one comment and propose the next step.

3.2 Content of stresses and commentaries

3.2.1Talking about assistance measures and evaluating the effectiveness of the assistance. The main body of the stresses and commentaries is the resident team members. The five aspects of situation must be talked about, that is, policy announcements, problem solving, team management, recent work and future development ideas. Neither of things that the masses don’t care about, things that are not conducive to unity, unprincipled words, policies that are not understood and promises that cannot be fulfilled is mentioned.

3.2.2Talking about the performance of the duties and evaluating the effectiveness of the work. The main body of the stresses and commentaries is the village (community) party branch secretary and deputy secretary, village (residential) committee director and deputy director, village affairs supervision committee director, village (residential) group leaders and village (residential) group party branch secretaries. The following six aspects of situation must be talked about: main changes in the village, fair and impartial performance of the duties, implementation of the policies benefiting people, improvement of the living environment and poverty alleviation achievement stabilization measures. Neither of contradictions between teams, slackness, words that violate the policy, angry words that may intensify contradictions, ideals that are difficult to achieve, grand blueprints that cannot be achieved at the moment, policies unrelated to poverty alleviation or urgent needs of the people, prevaricating words, falsehoods, big words, empty talks and unrealistic words is allowed to be mentioned.

3.2.3Talking about poverty alleviation situation and evaluating endogenous motivation. The main body of the stresses and commentaries is all the registered poverty-stricken households. The five aspects of information must be talked about: basic situation of family, how to become a poor household, poverty alleviation measures, inner feelings of getting rid of poverty and poverty alleviation plans and willingness. The resident poverty alleviation team members and village cadres should actively encourage and guide the poor households to express their opinions boldly and guide the poor people not to mention historical issues, family conflicts, neighborhood disputes and large amounts of arrears without basis.

3.2.4Optional content of stresses and commentaries. According to the actual situation of each village, they are classified into extremely poor villages, developed villages and weak villages. For different villages, the stresses and commentaries are different. For extremely poor villages, the focus is on economic and social development ideas and methods to lead the masses to get rich. Comment is made on the leaders who are rich in the villages to let more people live a good life through learning methods and following up. For developed villages, the main content is to talk about how to integrate resources, gather strength, improve the living environment, enhance the spirit and cultural life of the masses and continue to consolidate the development achievements. For weak villages, how to improve the organizational strength of grassroots party organizations and strengthen political functions and service functions, as well as the performance of educating party members, managing party members, supervising party members, organizing the masses, publicizing the masses, unifying the people and serving the masses is talked about.

3.3 Democracy evaluation and utilization of achievements: grading the stresses and commentaries

3.3.1Grading the stresses and commentaries. After the meeting, the members of the leading group of poverty-stricken villages in townships (streets) carry out statistics on the evaluation results of the resident team members, village cadres and registered poverty-stricken households. A meeting will held to collectively grade the stresses and commentaries of the resident team members, village cadres and registered poverty-stricken households by five-star rating method. The individual or collective with comprehensive score more than 95 points is awarded with five-star, rated as better; the individual or collective with comprehensive score in the range of 90-95 points is awarded with four-star, rated as good; the individual or collective comprehensive score of 80-90 points is awarded with three-star, rated as general; and the individual or collective with comprehensive score below 80 points is not awarded, rated as poor.

3.3.2Application of stress and comment results. The resident team members and village cadres should formulate rectification measures, adopt appropriate forms for publicity, accept supervision from grassroots party members and masses and practically strengthen the rectification based on the stress and comment situation and the democratic evaluation situation. The stress and comment situation, evaluation results and rectification situation of resident team members and village cadres are also an important basis for annual assessment, recall and evaluation. In principle, the resident team members and village cadres that are rated as five-star for two quarters or more can be rated as excellent in annual appraisal, and those that are rated as three-star or below for two quarters or more will be recalled. In the village (community) notice board and the village group prominent position, the honor roll and backward board can be posed to talk about poverty alleviation situation of poor households. The poor households that are high in enthusiasm for poverty alleviation and rated as five-star every quarter are publicized on the honor roll, and those that are in lack of motivation to get rid of poverty, slack, and rated as three-star or below every quarter are publicized on the backward board. The supervision role of the masses is fully displayed. A strong atmosphere of "self-improvement, honesty and trustworthiness, honor for poverty alleviation" is created. According to the actual situation, the resident team members and the village cadres should guide and help the poor households to formulate rectification measures, do a good job of tracking and implementation, and stimulate the endogenous motivation to get rid of poverty.

4 Main achievements of "three stresses and three commentaries" to stimulate endogenous motivation

At the end of 2017, Xundian County successfully achieved high quality poverty alleviation. Behind the success, the development of the "three stresses and three commentaries" activity had played a crucial role. As of the end of May 2018, the 174 villages (community) committees of 16 townships (streets) in Xundian County had organized 1 643 work sessions for "two stresses and two commentaries" (hereinafter referred to as "three stresses and three commentaries"), involving 5 257 person-times of cadres and resident team members and 55 862 person-times of masses. Through one work session by one work session, the mission sense of the party members and cadres to lead by example, the self-reliant and hard-working endogenous motivation of the poor, the spirit of uniting struggle and tackling difficulties and the bright future of mutual assistance and harmonious development had all been talked about, laying a solid foundation for the county to successfully win the battle against poverty.

4.1 Improving the satisfaction of the peopleAt the meeting, the poverty alleviation cadres and the poor people commented on each other, made suggestions for each other, enhanced their feelings, and found a common language for getting rid of poverty. The poor people understood and supported the work of the village (community) party branch, the resident team members, and the village cadres. The poverty alleviation cadres also saw the confidence and decision of the poor people to get rid of poverty. They struggled together and made a fight against poverty. After one round of comments by one round of comments, the satisfaction of the poor people in Xundian County continued to improve. In the assessment of the effectiveness of poverty alleviation, the satisfaction increased from 96% in 2016 to the current 98.51%.

4.2 Mobilizing the enthusiasm of the first-line poverty alleviation cadresThe satisfaction survey results of the first-line poverty alleviation cadres’ "two stresses and two commentaries" (hereinafter referred to as "three stresses and three commentaries") are an important basis for quarterly evaluation, and selection and appointment. Letting the work of the frontline poverty alleviation cadres accept the supervision of party members, masses and the linked support units effectively improved the work efficiency of the resident team members and village cadres. At the same time, the "two stress and two commentaries" activity invited resident team members and fixed-point support units to participate, which let both the first secretory and the resident team members and the fixed-point support units be aware of the insufficiency and gap. Thus, the pressure was passed step by step, and the poor, the village cadres, the resident team members and the linked support units were unified.

4.3 Inspiring the endogenous motivation of the poorThrough comprehensive evaluation of poverty-stricken households’ poverty alleviation, the poverty-stricken households’ poverty alleviation was commented publically, and the lagging poverty-stricken households were criticized and educated. In-depth and detailed talk let poor households deeply understand their own problems and deficiencies, enhancing their development momentum.

4.4 Letting the village cadres find the right position in the fight against povertyThe first secretory and village cadres were incorporated into the scope of assessment. Through the true reflection of poverty alleviation performance, the enthusiasm of the first secretory and the village cadres were strengthened. The village cadres were supervised to find out the position of poverty alleviation, work hard, and lead the masses to really work hard and get rid of poverty. The cohesiveness of the village party organizations was effectively improved, and the slackness problem of grassroots party organizations was resolved.

5 Development of "three stresses and three commentaries" activity in typical villages

The Xintian Community of Jinsuo Street in Xundian County held a "three stresses and three commentaries" working meeting at 8: 00 pm on March 9, 2019 in the party room of Maga Village. More than 70 people, including the members of the "three committees" of the community, the resident team members, the registered poor households of Maga Village, the CD-level dangerous house renovation households and the village team leaders attended the meeting (Fig.1).

In order to well hold this meeting, the community cadres and resident team members had made careful preparations. The problems existing in Maga Village were studied. In order to avoid empty words and clichés, according to the situation of the village, targeted policies to be discussed and measures to be taken in the next step are written into a speech entitled "Get rid of poverty, get rich and run a well-off society, and firmly believe in walking with the party" in a language that the people can understand. At the meeting, the first secretory of the village vividly publicized the content of "two un-worries and three guarantees" based on the tremendous changes in the Maga Village in the past few years, such as roads, houses, water, eating, wearing, medical and teaching, and stated how hard the party members and cadres at all levels, including the resident team members worked to perform their duties with their heart and soil in order to realize the most fundamental poverty alleviation indicator of "two un-worries and three guarantees" so as to inspire the grateful heart of the masses. The self-strengthening and diligent development of the poverty alleviation representatives was stated to stimulate the endogenous motivation of the masses (Fig.1a).

In the speech link of the masses, villager Li Chunyun took the lead in speaking and excitedly said "in the past, my family was the worst in the village in all aspects, and the poorest; considering building a house, if the government did not provide a housing subsidy (CD-level dilapidated house renovation subsidy), my family had to get enough of this 40 000 yuan in four years, and it took at least 10 years for my family to build such a house; and we must graceful for the party". Ma Laoxian, a villager of the Hui nationality, said "the party’s poverty alleviation policies are so good; in the past, when I was in the rain, I had to wear water shoes and step on the mud; at present, the more it rains, the brighter it is, the cleaner it is; and the party’s policies are good, we are grateful". Huang Kaixiu, a Yi villager, put forward his opinion that "the party and the government care about our Maga village and sent us washing machines and rice cookers (social charity donations), so we are very grateful; our family is also very poor, but we did not get anything; if there is such a good thing next time, my family should first get a piece of it I think" (Fig.1b).

The secretary of the Party branch finally sorted out how Maga village had overcome difficulties and implemented various poverty alleviation policies in the past few years, and made a statement on the next work plan. First, they will actively promote a number of livelihood projects including the repair of production roads. Second, they will make up for the shortcomings, such as improving the distribution of social welfare donations and the supervision system before, during and after the work of the neighborhood committees. The third is to strengthen grassroots party building work to give full play to the role of the grassroots party organizations in the battle against poverty (Fig.1a).

6 Mechanism of "three stresses an three commentaries" to stimulate endogenous motivation

Since the implementation of "two stresses and two commentaries" (hereinafter referred to as "three stresses and three commentaries") in Xundian County, the endogenous motivation of the masses has been significantly improved, and the people have more fully understood the national policy, making farmers have a stronger sense of gaining in the process of poverty alleviation. The reason why this set of procedures in Xundian County can achieve remarkable results is that a mechanism that can stimulate the endogenous motivation of farmers and has theoretical basis in academics has been formed.

6.1 Establishing a communication platformSince the development of targeted poverty alleviation, a major obstacle to the work of the grassroots public sector is the communication barriers with the masses. Policies are often top-down. Since the masses are limited by knowledge and culture and there may be information distortion caused by communication barriers during policy delivery, the phenomenon of untargeted poverty alleviation and low satisfaction of the masses will inevitably appear. In addition, the only value orientation of the public sector should be the public interest. But in actual implementation, due to communication barriers, some specific policies have not taken the public interest as a starting point. This is due to the lack of communication between poor households and grassroots public sector workers, making public interest undecidable. The "three stresses and three commentaries" activity has given a good solution. In fact, it has built a communication platform between the poor and the public sector, gaining mutual trust in the platform, eliminating communication barriers and facilitating the delivery of accurate information, making poverty alleviation more targeted.

6.2 Incentives and supervisionThe communication platform between poor households and the public sector will promote the full play of the role of the village cadres and urge the village cadres to take the initiative to perform their duties, including the supervision of poor households on the working conditions of resident team members and village cadres, the supervision of resident team members and village cadres on whether the farmers actively participate in poverty alleviation, whether they lie or slack for enjoying the policy, and the mutual supervision between poor households, which make poor households form a benign competition and encourage each other. This creates a positive atmosphere that encourages poor households to become self-reliant, struggle hard and get rid of poverty from the mind, conducive to the stability and sustainability of poverty alleviation.

7 Experience and reference of "three stresses and three commentaries" to stimulate endogenous motivation

7.3 Popular organizational formIn terms of organizational form, the village (community) party general branch and the moderator of the evaluation meeting should judge the way of the evaluation work. For different village groups or problems that need to be solved, various forms are adopted flexibly, such as courtyard meeting, fireplace meeting, householder meeting, family meeting, family meeting and special meeting. The form that the masses prefer will be used to facilitate the masses. In practice, some village committees merged the square dance of the villagers with the "three stresses and three commentaries", which is better to enter the masses and achieve better results.

7.4 Proper rhythm controlThe moderate should control the time of the stresses and commentaries according to the length of time required by the participants, the object of the evaluation, and the questions that need to be explained during the meeting. The stressing and commenting work should go as far as possible to the village group and to the masses. According to local conditions, the meeting can be conducted in the courtyard or near the fireplace of farmers. Time should be chosen as much as possible at night or during the slack season, taking up less of the labor time of the day. In terms of methods, it is necessary to highlight the actual effect, to verbally speak as clearly as possible and simplify the procedures that need to be simplified. Adding the stressing and commenting content at will is unallowed.
