CHINESE ACTORS SHINE IN BERLIN

Wang Jingchun and Yong Mei won the Silver Bears for Best Actor and Best Actress for their performances in So Long， My Son at the 69th Berlin International Film Festival （Berlinale） on February 16.

The fi lm， directed by Wang Xiaoshuai， is a family saga spanning 30 years. Masterfully brought to life by the two leads， the story of one family dealing with the loss of its son moved many viewers to tears at Berlinale.

Born in Xinjiang Uygur Autonomous Region in 1973， Wang graduated from the Shanghai Theater Academy. He won the Best Actor Award at the 26th Tokyo International Film Festival in 2013 for The Police Diary.

Yong Mei， from Inner Mongolia Autonomous Region， graduated from the University of International Business and Economics and has performed mostly supporting roles in a number of fi lms and TV dramas.

A Childs Education： Parents vs. School

Previously， a number of policy advisors proposed that school teachers should not assign homework to students and ask parents to correct homework via social media apps. The Ministry of Educations recent reply shows support for this proposal， since its a teachers responsibility to evaluate homework.

In recent years， many schools are shifting responsibility to parents， making parents homework mentors and supervisors. This has caused both pressure for students and anxiety for parents. This is not a conducive way of nurturing self-learning and self-management skills.

Although some provincial educational departments have issued regulations on schools requiring they not assign homework to parents， problems still exist.

Education should be a combined effort among schools， families and the wider society. In fact， parents can cooperate with schools through a parent committee. This supervisory role should conduct functions such as safeguarding students rights when they are treated unfairly by teachers.

The core of a parent in a childs education should be ensuring that they are succeeding as a well-rounded individual， leaving the teaching to the professionals.

A Flourishing Latecomer

Guizhou， an underdeveloped province in southwest China， was an outstanding performer in poverty eradication in 2018. Its impoverished population decreased to 1.4 million in 2018 from 18.4 million in 1978. In 2018 alone， 1.4 million residents shed poverty.

Economic development and ecological conservation are the main aspects of the comprehensive plan for Guizhous development. The Central Government has asked Guizhou to cultivate its latecomer advantages and explore a development path different from the methods chosen by the eastern more developed regions and other western regions.

Guizhou became a pilot province in many fields in 2016 when a national ecological experimental zone， a national big data comprehensive experimental zone and an inland economic development zone were established in the province. Three national-level pilot programs coming up in a single province within one year is rare and brought this undeveloped region to the spotlight.

In 2018， Guizhous GDP reached 1，481 billion yuan （$220 billion）， an annual increase of 9.1 percent， ranking third among all provinces and regions for eight consecu-tive years.

Many of its old industries， including coal， are giving way to upgraded ones. Previously， coal was used primarily for power generation and electricity was in short supply in winter. But today the situation has improved to a great extent due to new energy mechanisms.

The private sector has had a record growth in the past three years and state-owned enterprises continue to be restructured. Technological industries related to big data， cloud computing and artificial intelligence manufacturing have grown rapidly， accounting for 19 percent of Guizhous economy.

Long-term Mechanism in Healthcare Industry

The State Administration of Market Regulation launched a 100-day campaign on January 8 to regulate the healthcare industry along with another 12 departments. A total of 23.2 million yuan （$3.4 million） has been returned to consumers from 1，298 cases found to be illegal， which were worth a total of 2.18 billion yuan （$322 million） until January 30.

The sizable results show the effective- ness of the campaign as well as highlighting the deep set problems of the industry.

The healthcare industry has long required reform. Healthcare products are categorized as food in administration frameworks； however， they are seen as medicine by consumers， leading to misunderstandings. This campaign is the ideal opportunity for the government to explore effective ways to narrow the gap between regulation and supervision.

With regard to long-term management， an efficient supervision system is in great need.

Chinas healthcare industry has developed wildly over the past years. This campaign is a firm act against chaos with deeper supervision and reforms needed.

FORMER CENTRAL BANK GOVERNOR AWARDED

Zhou Xiaochuan， former Governor of the Peoples Bank of China （PBC）， won the UKs 2019 Central Banking Lifetime Achievement Award， according to the website of the Central Banking journal.

The Central Banking Awards were established to recognize outstanding individual and organizational performances in the central banking community.

Zhou played a pivotal role in exchange rate and interest rate liberalization， fi nancial services and capital market reform， and capital account convertibility of renminbi， said a statement on the website.

Zhou is Chinas longest serving central bank governor since 1949， having held the position from 2002 to 2018. He was also a member of the State Commission for Restructuring the Economic System from 1986 to 1991.
