Key Terms to Understand Reform and Opening Up

National Big Data Strategy
Big data can be characterized by the huge volume, wide variety and the extreme speed with which data is processed, and the high value that big data technologies can create.
The subject was mentioned for the fi rst time in the Report on the Work of the Government delivered in March 2014. At its fi fth plenary session in October 2015, the 18th Communist Party of China (CPC) Central Committee unveiled a national big data strategy promoting open exchange and sharing of data. The need for such a strategy underscores the increasing importance of big data as a strategic asset on Chinas development agenda. The strategy calls for exploring the potential of big data technologies to boost economic growth and improve governance at all levels, as well as government services and regulation.
This move will enable the Chinese Government to take a data-based approach to governance. It will not only create a higher level of interaction with the public, but also enhance the ability of the government to respond to exigencies and resolve problems with the aid of smart data technologies.
Internet Plus Plan of Action
The Internet Plus Plan of Action was mentioned by Premier Li Keqiang in his Report on the Work of the Government at the annual session of the National Peoples Congress in March 2015. A guiding document for the implementation of the plan, issued by the State Council in July 2015, laid down the following goals to be achieved by 2018:
–Increased use of the Internet in economic and social activities;
–Internet-based businesses becoming new drivers for economic growth;
–the Internet playing a more important role in supporting widespread entrepreneurship and innovation;
–the Internet becoming an important means to provide public services; and
–the Internet economy and the real economy growing in tandem and supporting each other.
By 2025, the Internet Plus new economic models will take initial shape, and Internet Plus will become an important driving force of Chinas economic and social development in innovative ways.
Innovation-Driven Development Strategy
China is a large developing country seeking to transform its development model and economic structure. Therefore it must make sure that the innovation-driven development strategy is implemented properly and successfully. The 13th Five-Year Plan (2016-20) contains extensive measures for its implementation, and the CPC Central Committee and the State Council issued Outlines on National Strategy for Innovation-Driven Development in May 2016. The strategy aims at encouraging innovation in all areas, led by scientifi c and technological innovation.
It also seeks to enhance the contribution of scientifi c and technological advances to economic growth, which will serve as a new growth driver and help sustain sound economic development.
The strategy must be implemented in a systematic manner with efforts in different areas. A main measure is creating a favorable environment for fair competition with a market-based mechanism that encourages technological innovation. It is also essential to promote fi nancial innovation to provide more incentives for innovative uses of technology.
Another area of focus is building a more effi cient scientifi c research system, and implementing an effective talent management mechanism for training and attracting competent personnel. A highly integrated approach is necessary to ensure an open and innovationfriendly climate.
By 2020 China seeks to have in place an institutional, legal and policy framework for innovation-driven development to provide a solid basis to become one of the worlds most innovative countries.
