Analysis on the Strategy of Precise Poverty Alleviation under the Background of Rural Revitalization Strategy

Abstract The report of the 19th National Congress of the Communist Party of China put forward the implementation of the strategy of rural revitalization, clearly pointed out that it is necessary to persist in the development of rural agriculture, and put forward the general requirements. Now it has become the general guiding principle for doing a good job of agriculture and rural work in the new era. Accurate poverty alleviation as an important driving force for promoting agriculture and rural development is the strategic orientation of poverty alleviation and development in China in the new era, and is a key step in achieving a comprehensive well-off society. In the context of rural revitalization, this paper carried out some research on precise poverty alleviation. Starting from the connotation of rural revitalization, it focuses on the relationship between rural revitalization strategy and precise poverty alleviation policy. When summarizing the shortcomings and drawing on relevant research results, it proposes corresponding countermeasures: strengthening supervision, providing technical support, and improving autonomy.

1 Background

The rural revitalization strategy is not only the general requirement for solving the "three rural issues", but also an important driving force for promoting the modernization of agriculture and rural areas with Chinese characteristics[1]. Accurate poverty alleviation is the strategic orientation of poverty alleviation and development in China in the new era. At the current stage of the economic new normal, it is bound to put forward higher requirements for the optimal allocation of poverty alleviation resources. Therefore, under the background of the rural revitalization strategy, the study of precise poverty alleviation is particularly important. At present, the research direction on rural revitalization and precise poverty alleviation is very much, and the content is also very rich. However, the research on the precise poverty alleviation policy in the context of rural revitalization lacks a certain depth. Therefore, based on the scholars’ extensive exploration of the two, the problems encountered in the current precision poverty alleviation were analyzed, and corresponding practical and feasible countermeasures to promote the implementation and development of the rural revitalization strategy were put forward in this paper.

2 Connotation of the rural revitalization strategy

The 19th National Congress put forward the "Rural Revitalization Strategy". The rural revitalization strategy puts forward the "two-cross" general requirements of "prosperous industry, ecological livability, rural civilization, effective governance, and prosperous life." These words are the strategic goals put forward by the Party in the context of the new era, and reflect the scientific and urgency feasibility of the implementation of the "strategy for rural revitalization".

Among them, the prosperity of industry is the fundamental and basic premise of rural revitalization. Without the development of industry, there will be no progress in rural productivity, and there will be no peasant’s long-lasting, deep, and source-rich affluence, and there will be no fundamental support for rural development, improvement, and beauty[2]. Ecological livability is to change the concept of development, put the construction of rural ecological civilization in a more prominent position, and focus on constructing a harmonious green ecosystem. Effective governance is to establish and improve the rural village community system, establish and improve the Party’s grassroots organizations as the core, villager autonomy and village supervision organizations as the basis, collective economic organizations and farmers’ cooperative organizations as the link, rural management system supplemented by various social service organizations. Living abundance requires that while building a well-off society in an all-round way, the income of farmers will be raised in an all-round way, and the lives of farmers will be significantly improved.

3 Relationship between rural revitalization strategy and precise poverty alleviation

Accurate poverty alleviation is an important means to promote rural development and improve the level of productivity development under the background of rural revitalization strategy, and is also a key step in promoting the rural revitalization strategy. At the same time, the implementation of the rural revitalization strategy will promote the implementation of precision poverty alleviation.

3.1RuralrevitalizationstrategyprovidespolicysupportforaccuratepovertyalleviationThe implementation of the rural revitalization strategy requires the strong support of the Party and the government, including the improvement of relevant laws and regulations, as well as the innovative adjustment of previous development policies. As for the government’s steady promotion of poverty alleviation in the context of rural revitalization, its implementation is also inseparable from the support of national policies. The relevant policies formulated by the state for different stages of rural revitalization will also improve a series of supporting policies to ensure the implementation of precise poverty alleviation strategies while introducing corresponding safeguard mechanisms. As an indispensable step in rural revitalization, the steady advancement of precise poverty alleviation will inevitably accelerate the implementation of the rural revitalization strategy. Therefore, rural revitalization has a strong guiding role in the precise poverty alleviation strategy, including coordinating the relationship between the government and farmers, safeguarding the legitimate rights and interests of farmers, and setting new standards for poverty alleviation.

3.2RuralrevitalizationstrategycreatesagoodenvironmentforprecisepovertyalleviationThe implementation of the rural revitalization strategy cannot be separated from the unremitting efforts of advanced intellectuals. Its development will provide a high-quality talent team and advanced scientific theories for precise poverty alleviation. Rural revitalization has attracted a large number of college students and senior intellectuals to work at the grassroots level, and has trained a large number of outstanding cadres and scholars for precise poverty alleviation. Rural revitalization attracts enterprises to set up factories in rural areas, provides farmers with a large number of jobs, diversifies farmers’ income patterns, improves farmers’ living standards, and accelerates poverty alleviation in poverty-stricken areas. At the same time, attracting a large amount of capital into the rural areas has greatly promoted the improvement of the rural ecological environment and the improvement of farmers’ production methods, and provided sufficient financial support for the promotion of accurate poverty alleviation strategies.

3.3AccuratepovertyalleviationstrategyacceleratesthedevelopmentofruralrevitalizationstrategyAs an important part of the rural revitalization strategy, precise poverty alleviation has a strong impetus to rural revitalization. The role of the "first-leader" in poverty alleviation can change the poverty concept of the rural population, guide the poor to get rid of poverty in the mind, provide a mass basis for the implementation of the rural revitalization strategy, and make the rural revitalization strategy affect the grassroots level while promoting poverty alleviation. At the same time, it is necessary to make demands for the work of grassroots cadres, clarify their responsibilities, improve the assessment mechanism, and implement the precise poverty alleviation work, thus pushing the rural revitalization strategy to the grassroots level and deepening the understanding of the urban and rural population for rural revitalization.

4 Difficulties in precise poverty alleviation in the context of rural revitalization strategy

4.1Thepovertyalleviationsystemisnotperfect,andtheparticipationofsocialorganizationsisnothighIn the context of the rural revitalization strategy, the precise poverty alleviation system is a long-term national policy that changes with the development of the rural economy and the improvement of the rural status quo. Although the rural revitalization policy has been put forward with emphasis on accurate identification and classification implementation, and practical poverty alleviation measures have been adopted for different regions, some policies aimed at precise poverty alleviation have remained on the surface, and it is impossible to take effective measures for the difficulties encountered in the implementation process. Derailment of policy formulation and practice in rural revitalization has led to a policy of poverty alleviation that cannot form a strong influence in poverty-stricken areas. This makes it difficult for socialized enterprises and relevant poverty alleviation organizations to actively participate and increase the difficulty of poverty alleviation.

4.2TheimplementationeffectofthepovertyalleviationworkplanisdifficulttoguaranteeAt the beginning of the rural revitalization work, a corresponding assessment mechanism will be introduced, which will have certain restraining effects on the poverty alleviation team and grassroots officials, and at the same time, it will guide the development of poverty alleviation work. For example, the policy stipulates that local officials at all levels are responsible according to regulations[3]. Different numbers of poor people are lifted out of poverty, and indicators for poverty alleviation and corresponding assessment mechanisms are set for officials. In fact, the relevant assessment mechanism is not perfect, and the capacity of local officials is limited, and it is impossible to coordinate the overall development of poverty alleviation work. As a result, poverty alleviation work is difficult to follow as expected, and poverty alleviation results are greatly reduced. In addition, the corresponding resident team does not have good means to integrate industry funds and social resources, and could not provide sustainable poverty alleviation support for poverty-stricken villages and poor households. This would lead to a significant reduction in poverty alleviation.

4.3Theculturallevelofthepoorpopulationistoolow,andtheconceptofpovertyalleviationisweakMost of the poor people have been in poverty-stricken areas for a long time, and their daily income sources are extremely limited. They have formed their own thinking inertia for life. The deepening of the rural revitalization strategy requires reducing the number of poor people. In the process of long-term poverty, due to the lack of educational resources, it is impossible to form a self-awareness of national policies, nor can they have a clear understanding of poverty alleviation. This also leads to the lack of understanding, support and inaction of the poor in the process of implementing poverty alleviation policies. This kind of culture is deeply rooted. It is difficult for the poverty alleviation team to reach an agreement with the poor households in poverty alleviation work in the process of investigating poor households, making it difficult for poverty alleviation work to proceed smoothly.

5 Suggestions on promoting the implementation of precise poverty alleviation policies

5.1StrengtheningsupervisionandimplementingprecisepovertyalleviationpoliciesFirst of all, we must establish a sound rural revitalization assessment index system. While developing the corresponding indicators, it is necessary to ensure its feasibility and effectiveness. While the rural revitalization assessment system is steadily advancing, it is necessary to formulate a targeted and accurate assessment system for targeted poverty alleviation, clarify the responsibilities of each responsible person, conduct detailed investigations of poverty-stricken households at various stages of poverty alleviation, promote poverty alleviation, and make a good record of daily work.

While improving the system of rural grassroots autonomy, we should try our best to trust the people in poverty-stricken areas, actively promote the core ideas of the rural revitalization strategy, respect farmers, face poverty, and create their own industrial organizations for farmer. At the same time, the industry will strengthen the rural collective economy and increase the income of farmers, strengthen the construction of grass-roots Party organizations, enhance the cohesion of the grass-roots masses, vigorously publicize the core ideas of poverty alleviation work, create a responsible and responsible team of village cadres, let village cadres lead the masses to carry out supervision of poverty alleviation work, and strictly control the implementation of poverty alleviation work.

5.2Relyingonthe"Internet+"tostrengthenthetechnicalsupportforprecisepovertyalleviationWith the continuous maturity of "Internet + Agriculture", precise poverty alleviation can rely on modern information technology to form an influence in the whole society. On the one hand, the government needs to build a rural science and technology service station to provide scientific knowledge and corresponding skills for poor areas; on the other hand, for workers involved in poverty alleviation, the government should strengthen the training of relevant skills. Through the increasingly mature advanced technology, we will scientifically plan poverty alleviation work, continuously optimize the structure of poverty alleviation work in the process of work promotion, reduce the uncertainty in the process of poverty alleviation as much as possible, and reduce the risk of poverty alleviation work as much as possible. Due to the high cost of traditional communication methods, there are certain restrictions on poverty alleviation work itself. The continuous development of "Internet +" can further reduce the cost of poverty alleviation work, ensure the smooth flow of poverty alleviation work data, provide a new development concept and development path for the people, and improve the scientific nature of precise poverty alleviation through e-commerce poverty alleviation and entrepreneurial innovation.

5.3TransformingculturalconceptsandimprovingpovertyalleviationofpoorhouseholdsThe key to poverty alleviation is inseparable from the ideological transformation of poor households. It is necessary to raise their emphasis on poverty, to ferry their own conservative concepts, to take the initiative to accept new things, and to seize the opportunity of learning to actively improve their scientific and cultural qualities. Ideological poverty is the inner source of poverty. This requires the poverty alleviation team to drive the poor households to achieve the goal of adapting to local conditions and ensuring that they are free from poverty in their minds and bid farewell to poverty in their lives. Through publicity and encouragement, the poverty alleviation team will face its own responsibilities, understand the inclusive poverty population in an ideological way, and actively and optimistically treat poverty in its mentality. Through the cadre team, we will guide the poor people in the country, and let the poor households see the hope of poverty alleviation through the typical case of poverty alleviation. At the same time, we will guide the poor people to overcome the fear of poverty alleviation by summing up and sharing the experience of getting rid of poverty and let the poor households gradually change their minds and enhance their confidence in getting rid of poverty and running a well-off society.
