In March, a political event of overwhelming and far-reaching significance takes place in Beijing where the Chinese Peoples Political Consultative Conference (CPPCC) and the National Peoples Congress of the Peoples Republic of China (NPC) both will have their respective national assembly, as is expected in a five-year term cycle, marking a milestone in reforming the governmental organizations and economic structures both considerably in depth and width at full lengths.
Making a better turn from speed growth to quality-based growth model asks for further breakthrough in deepening reform in comprehensive perspectives, including the countrys superstructure to be reshaped and optimized to keep pace with the economic and social progress, streamlining the central governmental body to keep an efficient run, which gives impetus to manufacturing industry to compete with new advantage that sharpens competitive edge by modern technology and quality laborers in new era.
Textile industry is shunted to a new growth track in this new environment, endorsed by qualitative-ease strategy that drives China on the runway to take off into stratosphere of a strong country by the end of 2020 in textile industry according to its 13th Five Year Program(2016-2020). We are now just in the middle of the 2016-2020 program term, leaving two and half years to go before the goal of the big-to-strong shift is made true at the end of this five-year timeline which coincides with the year-end macro target of Chinas strategy to finish building a “moderately prosperous society”, an official terminology for English expression of “well-to-do life” in Chinese society in an all-round way in 2020. It goes without saying that the textile will contribute a lot to this well-off society by adding fashion to the value and quality of life and by providing more technical textiles to reinforce the infrastructure projects on the land, sea and air. The question is how well this five-year program has been carried out so far? A mid-way review is right now being taken into action to assess the progress schedule to see what has been achieved, what has yet to come out and what should be set to priority in fulfilling the tasks and missions as stipulated in the vision schema.
Sustainable growth is a cut above most concerns if quality-based development is set to priority to ensure a successful big-to-strong shift to an economically-viable and powerful textile country. Let me show you the target figure for the green production system in the 13th Five-Year Program for Textile Industry, it reads that the fresh water consumed for the increased output value on unit basis shall be reduced by 23 percent, and the total volume of main pollutants by 10 percent. In 2016, the total fiber mill consumption reached 55 million tons and the sales income of the whole textile and apparel lines registered 7.3 trillion Yuan (over one trillion dollars), the awesome outcome is somewhat linked to a large resources and energy consumption, resulting in environmental burdens. The textile industry shares 13.2 percent of the 41 industrial sectors in the country in waste water discharge, and 14.5 percent in chemical oxygen demand (COD), 10.9 percent in ammonia nitrogen, respectively taking up the second place in the list, next only to the chemical raw materials and the chemical products manufacturing sector. Although there is much room to be improved in sustainable growth, we have already made marvelous progress, which is showcased in Spring trade event in Shanghai where we warmly welcome you for understanding our industry and the much-improved environmentally friendly products.
