我国生产力1正常情况下，“生产力”在英文里的对应词是productivity；productive forces是马克思经济理论的专用词。考虑到本文谈论的是一般经济问题，也许使用常见词更为可取。发展水平具有多层次性，回旋余地很大，无论传统产业还是新兴产业、劳动密集型产业还是资金密集型产业，都有发展的空间，重要的是优化资源配置和产业布局22“产业布局”在中文里很常见，用来指产业在一地区范围内的空间分布和组合的经济现象。在英文里其实没有很直接的对应词。虽然这个概念最初是引进的，可能源于20世纪初德国经济学家Alfred Weber提出的theory of industrial location（工业区位理论），但这一概念经中文使用者应用发展，已经成为中文概念了。该术语由“产业”和“布局”两个单词组成。分别来看，这两个单词译成industrial和distribution在某些语境里也许未尝不可。但连在一起就是industrial distribution。这也是许多译者到处采用的译法，这当然是最不假思索的译法。可是industrial distribution是什么意思呢？对该术语最通常的理解是“工业产品分销”（moving industrial products from the manufacturer to the end-user）。这与“产业布局”的含义大相径庭。为了反映“产业布局”的真正含义，我们不妨把industrial改为名词形式，即distribution of industries。当然，也许我们也可以说spatial distribution of industries或geographical distribution of industries。，解决产能过剩、核心技术缺乏、产品附加值低的问

Efforts should be made to promote sound development of emerg-题，解决低水平重复建设3对于“低水平重复建设”，一种译文是low-level and redundant industrial projects，但这里low-level的意思很不明确，low-level可以表示各种不同的意思，例如：（1）situated relatively near or below ground level，如low-level flying was banned（禁止低空飞行）；（2）of or showing a small degree of some measurable quantity，如the disposal and management of low-level radioactive waste（低度辐射废料的处置和管理）；（3）of relatively little importance, scope, or prominence或basic，如low level officials（低级别的官员）、lower-level clerks（初级职员）。那么，用low-level来描述projects究竟是什么意思呢？可能没有人能猜得出来。中文里说“低水平……建设”是说这些建设项目是低端的，用low-end projects来表示更加合适一些。和地区产业结构趋同的问题。必须加快改造提升传统产业，大力发展高新技术产业，提高产品质量和市场竞争力。

[2]要加强政策引导，鼓励企业跨行业跨区域跨所有制兼并44对于“鼓励企业跨行业跨区域跨所有制兼并重组”中的“兼并”，有人将其译成acquisitions （encourage enterprise acquisitions and reorganizations）。笔者认为这里的选词也极为不恰当。acquisitions的直接对应词是“收购”，当然，“收购”也是一种“兼并”。不过，“兼并”经常指两个企业合二为一（不谈谁吃谁），而“收购”是指一个企业接管另一企业（一个吃掉另一个）。“兼并”在多数情形下的对应词是merger。在这里用acquisitions不合适，用merger是否合适呢？笔者认为，用merger也同样不合适。这里的主语（即动作主体）是“政府”，如果把“鼓励企业……兼并”译成encourage enterprise acquisitions，那就意味着政府鼓励一些企业去吞并另一些企业；如果译成encourage enterprise mergers，那就意味着政府鼓励各个企业相互合并。这实在与常理不符。其实，原文里谈的“兼并”不是通常的具体含义，而是从更加抽象、笼统的角度，从决策层面谈产业的兼容和统一。笔者认为，这里用integration比较恰当。重组，利用市场倒逼机制促进优胜劣汰。以扩大国内市场应用5有人把“扩大国内市场应用”译成expanding their share in the domestic market，这样译是不确切的。expanding their market share通常用于同类企业或产品在市场上的竞争，是指公司扩大自己的产品占有市场的份额。而原文的意思是要发展战略性新兴产业（如信息技术、生物技术等），增加新技术在国内的应用，译成expanding their application in the domestic market应该确切得多。、重要关键技术攻关为重点，推动战略性新兴产业健康发展。 □ing industries of strategic importance,focusing on key technological advances and breakthroughs, and expanding their application in the domestic market. ■
