Strategy for Actions for The Development

The Presidential Decree signed on February 7, 2017, approved the Strategy for Actions for the Development of the Republic of Uzbekistan along Five Priority Areas in 2017-2021, and worked out on the basis of a comprehensive study of pressing issues of the population.

The adoption of the Strategy for Actions is one of the most significant events in the political life of the country. Uzbekistan reached to all-new level of advancement, as only developed countries can afford a longterm strategic planning. Such instruments are not available to countries that have serious problems in the national economy, ensuring the security where there is no effective dialogue between different social groups. Our republic confi dently entered into the number of the leaders of regional development and is moving rapidly towards the developed democratic states. The achievements of Uzbekistan caused the urgent need for the adoption of a document that defi nes medium-term development strategy.

It should be noted that the public, expert community, academia, civil society organizations were actively involved in the process on a broad discussion of the Strategy for Actions on fi ve priority areas of the development of the Republic Uzbekistan in 2017-2021 initiated by the President of Uzbekistan Shavkat Mirziyoyev.

Five priority areas were identified for the countrys development, each of which containing specifi c sections on the enhancement of reforms and transformation.

1. Improving of state and social construction, aimed at further strengthening of the Parliaments role in deepening democratic reforms and modernization of the country, development of the institutional framework of public administration and services, deregulation, introduction of the system of public services on the single window principle, further implementation of mechanisms of public control and strengthening the role of civil society institutions and the media;

2. Ensuring the rule of law and reforming the judicial system, aimed at strengthening the real independence of the judiciary and protection of the civil rights and freedoms, improving access to justice, enhancing fi ght against crime and crime prevention, implementing of the adversarial principle in trials, improvement of system of legal aid and legal services;

3. Development and liberalization of the economy, aimed at raising its competitiveness and openness, ensuring freedom of economic activity, strengthening of macroeconomic stability and boosting economic growth, modernization and diversifi cation of leading sectors of economy, reforming the financial and banking sector, protection of private property and entrepreneurship, expanding foreign economic activity, drawing foreign investment, development of tourism, implementation of structural changes in agriculture;

4. Development of the social sphere, aimed at gradual increase of wages, pensions and benefi ts, creation of jobs, providing citizens with affordable housing, modernization of utilities, social infrastructure, improving social welfare and health care system, education and science, youth policy;

5. Ensuring security, inter-ethnic harmony and religious tolerance, implementation of balanced, mutually beneficial and constructive foreign policy, aimed at strengthening the independence and sovereignty of the state, creating a security belt around Uzbekistan, stability and good neighborly relations, promoting the positive image of the country abroad.

The Strategy for Actions envisages implementation of it in fi ve stages, each having a separate annual state program to be approved every year in accordance with the declared slogan of that year.

The Strategy for Actions is a tool for building our future. It is necessary to stimulate a permanent and sustainable development of the state and society. There were taken into account all the opportunities, offered national and local aims and objectives up to the level of local communities. It is important that it is able to mobilize national creative potential and increase the responsibility of the people to achieve their goals, motivate and coordinate personal and collective efforts.

Reaching a national consensus on the adoption of the Strategy determining longterm priorities, ways and methods of their implementation, will allow Uzbekistan to achieve new heights in its advancement, to create the best conditions for the life quality of the people.
