Henan Will Phase Out 500,000 Tons of Aluminum Capacity Under Long-Term Shutdown

The Solution of Henan Province to Overcapacity specifies the following objectives: To cut 20 million tons of excess coal capacity, to completely clamp down on illegal capacity such as substandard steel, to shut down 1.03 million kilowatts of backward thermal power units, to eliminate more than 4 million tons of cement capacity, and to rectify or clamp down on all "small, scattered, dirty and polluting" enterprises found through investigation according to law in 2017.

To cut 18.50 million tons of excess coal capacity, to shut down 1.00 million kilowatts of backward thermal power units and to phase out more than 500,000 tons of aluminum capacity under long-term shutdown in 2018. To cumulatively shut down 4.00 million kilowatts of thermal power units, basically establish a market-based, low-end, inefficient capacity phasing-out mechanism, to effectively solve overcapacity in coal, steel, aluminum, cement and other industries, and to basically eliminate "zombie" enterprises from the market.

Guiding the phasing-out of shutdown aluminum capacity

1. Criteria: Dismantling electrolytic tanks, transformers and other major equipment for aluminum capacity being shut down for more than a year.

2. Task: Guiding 3 aluminum enterprises to phase out more than 500,000 tons of capacity under long-term shutdown.

3. Time point: Dismantling major equipment for phased-out aluminum capacity by the end of 2018.
