The Paris Commune Uprising and Road Choice of the October Revolution/WU Riming (School of Marxism, Nantong University, Nantong 226019, China)
Abstract: It is the Paris Commune Uprising that creates the first proletarian revolutionary regime in human history: the Paris Commune has a profound impact on the road choice of Russian Revolution. Lenin regardes the Paris Commune Uprising as one of the greatest workers’ movements in the 19th century because it opens up a road for the world proletarian revolution and greatly promotes the process of the proletarian revolution in the oriental backward countries. Lenin is inspired by Marx and Engels’ comments on the Paris Commune Uprising which guides Lenin to make revolution and construction planning in Russia and also provides important methodology for the October Revolution. And the October Revolution is the inevitable way for Lenin to solve the problems of Russia with Marxist stands, viewpoints and methods and enriches and develops Marxism under the new historical conditions.

Research into Contribution Rate of Input Factors of Insurance Companies /YANG Bo,et al(School of Economics, Nanjing University,Nanjing 210093, China)
Abstract: In the process of supply side reform, insurance companies are faced with unprecedented opportunities and challenges. Enhancing the synergies of input factors and improving the contribution rate of input factors are the basic ways for insurance companies to seize the opportunities and pose the challenges. Based on the Cobb-Douglas production function, this paper constructs the calculation model of the contribution rate of input factors of insurance companies, and then uses the panel data of 90 insurance companies in China from 2008 to 2014 for empirical research. The results show that capital contribution has the highest contribution rate to insurance companies, followed by innovation and labor input. There are obvious differences in the growth rate of input factors and output of insurance companies of different sizes. Therefore, in the context of supply side reform, insurance companies should focus on optimizing the structure of input factors so as to promote the healthy and stable development of insurance.

An Analysis of Driving Factors of Fluctuations of China’s Real Estate Market/JIANG Yu,et al (Department of Finance and Insurance, Nanjing University, Nanjing 210093,China)
Abstract: Real estate industry is the pillar industry of China’s economic development and is directly related to the improvement of the quality of people’s daily life. Therefore, the fluctuations of real estate market arouses widespread interest. Based on the data collected from 1998 to the present after the housing reform in 1998, this paper comprehensively investigates the driving factors of the fluctuations of China’s real estate market. Empirical results show that the fluctuations of China’s real estate market are mainly driven by the factors of macro-economy, real estate supply-demand and real estate market regulations. Further studies show that the driving factors exhibit differences due to the changes of social and economic situation. Thus, the study provides references for the understanding of the fluctuations of China’s real estate market and the supervision and regulation of China’s real estate market.

An Analysis of Multi-Objective Planning Model and Its Inspiration in the Context of Low Carbon Oriented Manufacturing /LV Hong,et al (School of Economics and Management, Southeast University, Nanjing 210096, China)
Abstract: Based on the data of manufacturing industry of China, USA and Japan from 1995 to 2014, the paper aims to establish a dual-objective industrial structure planning model that covers core factors such as economy, energy, technology and carbon emissions. And then, it uses the sequential algorithm to acquire the optimized industrial structure and carbon emissions. It also compares the industrial structure of China, USA and Japan. The results show that the optimization of the industrial structure of the manufacturing industry can not only ensure the economic growth but also have a positive effect on carbon emission.Key words: industrial structure;multi-objective programming;carbon emission;transnational comparison
Trade Openness, Industrial Structure and Income Gap between Urban and Rural Areas /WEN Rongguang,et al (College of Economics, Shenzhen University, Shenzhen 518060, China)
Abstract: Based on the sample data of 31provinces of China from 1995 to 2014, this paper analyzes the relation among trade openness, industrial structure and income gap. The empirical result shows that there is a negative correlation between trade openness and income gap. Industrial structure optimization is the positive factor which expands income gap between urban areas and rural areas. The interaction term of trade openness and industrial structure optimization is the negative factor. Industrial structure optimization is influential to the effect of trade openness on income gap. Education level, unemployment rate and the level of financial development are positive factors which promote urban-rural income gap. The rising foreign direct investment and economic development level may narrow income gap. According to the sample data of eastern, central and western regions, eastern region’s openness promotes income gap. The trade openness of central region and western region is helpful to narrow the income gap. There is a negative correlation between industrial structure optimization and income gap in eastern region and central region. And industrial structure optimization in western region expands income gap.

A Study of Third-Party IWOM Sales for Short-Life-Cycle Products Impact/QIU Ping,et al (College of Humanities, Zhejiang University, Hangzhou 310058, China)
Abstract: With the reform of marketing and information technology, short life cycle has become the important feature of modern products. Thus the third party IWOM’s impact on production has changed. Based on the hypothesis of persuasion, knowing, silencing helix and adjustment effect, this paper constructs the impact mechanism of the third party IWOM on the sales of short-life-cycle products. Through the hetero-scedasticity test and FGLS estimation method, this paper takes movies for example to carry on the empirical test. The results show that the main effect of the third-party IWOM on the short life cycle products is the persuasion effect and the silent helix effect. Then, it is suggested that the marketing strategy of short-life-cycle products should focus on scoring mechanism and follow-up maintenance strategy.

Governance Predicament of Targeted Poverty Alleviation of County Towns and Reflection Concerned/LV Fang,et al (College of Sociology, Central China Normal University,Wuhan 430079, China)
Abstract: Poverty governance of county towns is the last step for the state to take action to fight against poverty.Based on the general requirements of targeted poverty alleviation, the local administration of county towns should participate in the three stages of targeted identification, targeted helping and targeted exit.Built on the field investigation in L county town, it is found that at practical level targeted poverty alleviation of county towns runs in the end of the top-down section system, bears heterogeneous features with local context and connects with complex local social and cultural network. There is tension between rational administrative system and local administration practice, which leads to the predicament of targeted poverty alleviation to some extent.

Action Mechanism of Farmer Cooperatives of the Targeted Poverty Alleviation /LI Ruchun,et al (School of Public Administration, Hohai University, Nanjing 210098, China)
Abstract: Based on the practice of the Sixth Poverty Alleviation Project carried out jointly by the World Bank and the State Poverty Alleviation Office, this paper discusses the structure and behavioral logic of the cooperatives in the process of poverty alleviation, and analyzes the mechanism of the cooperatives to realize the targeted poverty alleviation. The new mode of poverty alleviation combined with the government, market, community and cooperatives, which can promote resource linkages between cooperatives and other parties, and absorb and rebuild own resources of the poor. As an important carrier, the cooperatives play an important role in enhancing the self-development awareness and discourse power, which may form a long-term mechanism of asset returns of the poor, change the role and division of the poor in the industrial chain, and improve the self-development capacity to realize the targeted poverty alleviation and promote the formation of long-term mechanism.

An Analysis of Relocation People Based on Investigation of 2019 Households in 8 Provinces in Central and Western Regions/ZENG Xiaoxi,et al (China Anti-Poverty Research Institute, Renmin University of China, Beijing 100872, China)
Abstract: Based on the questionnaire survey data of 2019 households in 8 provinces and 16 counties in central and western China, the paper analyzes the general situation of the relocation people with archived card. The results show the following problems: Their living environment is poor; The income level is low; The production level is inconvenient and difficult to develop; Drinking water is inadequate; The unsafe phenomenon is prominent; The living place is far from the center village; It is difficult to go to school and hospital; The housing condition is generally poor. The households need to relocate due to survivability difficulties or difficulties in the development account for 92.67%, and the households do not need to relocate account for 7.33%. Relocation households with archived card have strong desire to move while some still have doubts and are willing to pay partially. Existing policies can basically meet the demands of per capita housing area, but the relocation follow-up policy demand is strong. It is of important to strengthen publicity work of the relocation policy, and the relocation should be based on the priorities. The relocation mode needs to meet the local needs and meet the livelihood capacity of the poor families. It is also of significant to strictly control the construction standards according to local conditions and strengthen the follow-up policy after the relocation.

Field Investigation of Resettlement Community Space/SUN Qi’ang,et al (School of Public Administration, Hohai University, Nanjing 211100, China)
Abstract: The formation of resettlement community is an important characterization of China's urban space reconstruction. Such community is a social, political and economic space, full of various conflicts occurring during the process from the traditional rural living space to the modern urban dwelling space. According to Lefebvre’s “the production of space”, H community has been divided into three phrases according to “Spatial change model”, that is “absolute space”, “abstract space” and “different space”. On the basis of analyzing how the resettlement community space produces itself, the paper aims to find why space conflicts occur, and suggest how to build an ideal different space.

The Meta-Analysis of Environmental Behavior Review: Process and Prospect/WANG Xiaonan (School of Sociology and Political Science, Shanghai University, Shanghai 200444, China)
Abstract: Since the late 1960s, international circles center more on the study of environmental behavior. Although the study of environmental behavior is promoted, there are a lot of unsolved problems. Meta-analysis regarded as a system analysis and comprehensive method of literature, presents the relationship of the environmental behavior prediction variables comprehensively and scientifically, constructs a model of environmental behavior, analyzes the defects of existing research, and makes directions for the future research. Five meta-analysis papers focus on the theoretical validation, the literature dialogue, the model innovation, and the future prospect. Through reviewing and evaluating the five papers, it is helpful to understand the dynamic development process of the foreign environmental behavior study and indicate the direction for the environmental behavior research in China concerning method, conception and theoretical innovation.

The Application of Precautionary Environmental Deposit: Refund Bonding System in Environment Uncertainty Management/ZHOU Haihua (Law school, Southwest University, Chongqing 400715, China)
Abstract: Environment uncertainty management consists of system logic related with cost-benefit principle, precautionary principle and polluter paying principle. When such system logic is applied to the practice of China’s environmental management, it may lead to the new mindset of environmental risk management of precautionary polluter paying principle. The potential environmental polluters not only have to pay for the known damage cost but also have to be responsible for the uncertain damage, namely, precautionary environmental deposit-refund bonding system. Based on transaction cost and minimum safety standard idea, the paper defines the application scope of precautionary environmental deposit-refund system and explores its basic connotation and the issues concerned to provide rational support for environment uncertainty management.

Existing Problems and Countermeasures of Use Control of China’s Water Resources/LI Yiheng,et al (Law School, Hohai University, Nanjing 210098, China)
Abstract: With regard to present water law related to use control, lacking maneuverability and failing to meet the demands of new situation are the key problems. The paper centers on the construction of the strictest water resources management system and points out that it is important to form China’s development path. Then, in order to realize the efficient and sustainable utilization of water resources, the recognition mechanism of water resources use, the regulation mechanism of water resources classification and change, the space protection mechanism and the use monitoring mechanism should be gradually established.

The Inevitability of Russian Workers and Peasants’ Seizure of Power in 1917:A Divergence between Vladimir Lenin and Lev Kamenev/YU Liangzao (School of Public Administration, Nanjing Normal University, Nanjing 210023, China)
In April, 1917, Lenin held that the democratic revolution of overthrowing Tsarist autocracy had completed and the bourgeoisie had been in power, which meant that Russian revolution was to march into the “second stage”, namely, the power should be transferred to the proletariat and poor peasants. Nevertheless, Kamenev believed that Russia’s bourgeois revolution had not completed and it was unwise to overthrow the bourgeois provisional government. In October, Lenin pointed out that the Petrograd Soviet and Moscow Soviet had turned to the Bolshevik so the Party was ready and must lead an armed uprising and seize control of government. In contrast, Kamenev was opposed to armed uprising, especially before the second congress of the Soviet. History proves that Kamenev is wrong because his idea goes against the rule of revolutionary struggles.
