● 吴康明会见日本驻重庆总领事星山隆、法国驻成都总领事满碧滟

10月18日,重庆市政府外事侨务办公室主任吴康明,在市政府外事大楼分别会见了日本驻重庆总领事星山隆先生,法国新任驻成都总领事满碧滟女士。

吴康明说,日本是重庆在亚洲重要的经贸合作伙伴。改革开放以来,重庆与日本在经济、科技、文化、教育等各个领域保持着广泛的交流与务实的合作,重庆与日本广岛等多个城市有着长期友好的交流关系。星山隆表示,虽然中日两国政治上还存在敏感争议,但是两国领导人就加强地方间友好交流与合作达成了共识。今年是重庆与广岛缔结友好城市30周年,日本驻重庆总领事馆将继续为推动重庆与日本各领域的友好交流与合作积极牵线搭桥。

会见法国驻成都总领事满碧滟时,吴康明说,法国图卢兹是第一个与重庆建立友好城市关系的外国城市,重庆与法国有很好的合作基础,且未来合作潜力巨大、前景广阔,希望双方加强联系和合作,促进重庆与法国在各领域的合作更上一个台阶。

满碧滟对重庆与法国在各个领域的合作取得的成绩表示赞赏,她表示将巩固双方合作打下的坚实基础,共同推动双方在经济贸易、文化艺术、创新创业等领域的务实合作。

● 杜塞尔多夫市代表团来渝访问

11月27日—28日,德国杜塞尔多夫市市长托马斯·盖泽尔率团一行9人来渝访问。盖泽尔在接受媒体专访时表示,重庆近年来经济社会快速发展令人印象深刻,显示出巨大的发展潜力。杜塞尔多夫作为重庆的友城,两市在城市建设方面面临共同的压力,希望与重庆在城市交通、旧城改造等方面寻求合作。

同时,盖泽尔认为,连接亚欧的渝新欧国际铁路联运大通道,为促进中德两国的贸易起到了重要作用。目前,自东向西的班列已基本实现满负荷的运载量。他希望今后进一步挖掘“渝新欧”项目的潜力,提升自西向东返程班列的运载能力。

在渝期间,代表团与重庆市卫生计生委、第三军医大学新桥医院进行了座谈交流,并出席在重庆大学举办的“中德学习型城市—城市更新论坛”,考察了重庆文化艺术设施。杜塞尔多夫副市长法尔克随团来访,德国驻成都总领事施恪陪同代表团考察新桥医院。

● 意大利代表团来渝访问

11月28日—30日,意大利参议院民主党副主席阿雷桑德罗·马兰率团来渝访问。在渝期间,代表团参观考察了重庆大学和大足石刻等地。

此行访问重庆大学,代表团旨在探索与重庆大学未来合作的可能。阿雷桑德罗·马兰表示,希望通过此次访问,各方能够增进了解,开发共同感兴趣的领域,并开展实质性的项目合作。他表示,将为促成各方之间卓有成效的交流合作作出应有的努力。据了解,重庆大学目前已与多所意大利高校签署了校际合作协议,致力于推广汉语和意大利语教学及中意文化传播,促进中意两国文化交流。

意大利外交与国际合作部参赞大卫·安布罗塞立、意大利电影媒体城董事长兼娱乐集团商业发展首席财政官科拉多·卡米里及有关高校和企业代表随团访渝。

● 德国驻华大使柯慕贤来渝访问

10月25日,德国驻华大使柯慕贤率团一行4人来渝,应邀出席了在重庆第三军医大学举行的2016中德卫勤实兵联演媒体发布会及闭幕式等活动,并在重庆市政府发展研究中心进行了座谈交流,了解我市经济社会发展情况。代表团还应邀与市政府外事侨务办主任吴康明进行了工作会谈,吴康明向客人简要介绍了我市经济社会发展,以及近年来对德交往情况,双方就继续深化合作与交流交换了意见。

● 俄罗斯萨马拉州代表团来渝访问

10月31日—11月2日,俄罗斯伏尔加河沿岸联邦区萨马拉州副州长谢尔盖·别日鲁科夫,率萨马拉州政府暨经贸代表团一行29人来渝访问。11月2日下午,副市长刘桂平会见了代表团一行。双方就继续拓展深化两市州在中俄两河流域合作机制框架下,在经济技术、贸易投资、科教人文等领域的互利友好合作深入交换了意见,达成系列合作共识。

在渝期间,双方共同成功举办了“重庆—萨马拉经贸推介洽谈会”。来自重庆机电、商贸、物流、机械制造等行业的30多家企业,以及市政府外事侨务办、市发展改革委、市商务委、市文化委等部门代表出席,并开展项目对接。代表团一行还考察了大渡口区建桥工业园、长安汽车公司、大龙网、重庆交通大学等企业和院校,商洽并达成系列合作意向,取得了积极成效。

● 冰岛驻华大使司迪方来渝访问

11月5日—8日,冰岛驻华大使司迪方携冰岛旅游业代表团来渝访问。7日上午,副市长谭家玲会见司迪方大使一行,双方就推动双方在旅游、贸易、教育等领域合作进行了友好交流。

司迪方表示,冰岛是亚投行创始成员国之一,一直以来关注中国城市发展,希望能够参与中国“一带一路”建设,与重庆在渔业、地热开发、航运、物流等领域开展合作。

在渝期间,双方共同举办了冰岛旅游推介会,代表团与市旅游局以及重庆市内约80家出境游机构代表进行了对接交流。司迪方一行还游览了大足石刻和重庆市容。

● 重庆荣获“国际友好城市特别贡献奖”

11月11日,2016中国国际友好城市大会在重庆圆满落幕。大会闭幕式上表彰了过去两年来,在友城活动中表现突出的中外城市。重庆获得了“国际友好城市特别贡献奖”,这也是重庆首次获此殊荣。近年来,重庆与德国杜塞尔多夫市深化互利合作,促成了渝新欧国际铁路大通道的开通,成为“一带一路”的重要通道,促进了贸易发展,带来了人文交流,为中外城市开展平等互利合作搭建了重要平台。

● 巴南区与日本三条市签署《建立友好合作关系备忘录》

11月14日,在我驻日本新潟县总领馆和重庆市政府外事侨务办公室引荐和牵线搭桥下,重庆市巴南区区长陈刚与日本新潟县三条市市长国定勇人,在重庆共同签署了《建立友好合作关系备忘录》,为两地正式缔结为友好城市打下坚实基础。三条市是日本新潟县为数不多的工业城市之一,特色产业为汽车零部件和建筑钢材等金属制造业,主要产品出口欧洲。

三条市议会议长武石荣二、经济部部长长谷川正実、国际交流协会会长代理金川寿泰,重庆市政府外事侨务办公室副主任唐文、巴南区副区长张春平等参加了签约仪式和座谈会。11月13日,唐文副主任与国定勇人一行进行了工作会谈,就促进两地友好交流与合作充分交换了意见。

● 美国商务部副部长率团来渝寻商机

10月19日—21日,美国商务部副部长安德鲁斯率美国高端医疗技术代表团到访重庆,除加强中美间医疗技术及服务的交流与合作,此行一重要工作是对未来在重庆自贸区内开设保税医院的可能性进行探讨。安德鲁斯表示,重庆是中国西部地区经济开放发展的高地,为海外的企业与公司提供了非常宝贵的发展机会。他希望此次研讨会成为中美合作新的平台。

安德鲁斯称,此次美国高端医疗技术代表团访渝,与重庆主要医疗监管机构和重点医院共同举办的“中美先进医疗技术交流研讨会”重点探讨了血液病学及肿瘤诊断、妇幼保健、心血管疾病防治等话题,并透露这些项目将有望率先进入重庆。

● 重庆开通首条直飞新西兰航班

10月28日,天津航空重庆—奥克兰航线发布会暨市场推介会在渝举行,这是该公司继今年6月开通重庆—伦敦航线后在重庆开通的第二条洲际直飞航线。据悉,天津航空将于12月22日使用A330-200宽体客机执飞重庆—奥克兰航线,采用18个商务舱、242个经济舱布局,每周二、四、六共计3班往返。这条航线是重庆地区始发首条直达新西兰的航线,将为中国旅客出游新西兰提供更便捷的选择。

● 重庆可申请英国、比利时“一站式”签证

英国驻重庆总领事馆消息,2016年10月31日起在全中国范围内扩展前往英国、并经由比利时前往欧洲申根区的“一站式”签证服务,申请者在中国任意一个英国签证申请中心使用该项服务,就可以同时申请英国签证和比利时申根签证(英国不属于申根区)。中国申请者在线提交英国与比利时两国的签证申请并支付签证费,之后仅需预约英国签证申请中心完成签证流程。

On October 18, Wu Kangming, director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government, met respectively with Takashi HOSHIYANA, Consul General of Japan to Chongqing, and Fabyène Mansencal, Consul General of France to Chengdu in the Foreign Affairs Building.

Wu said Japan is the most important economic and trade partner of Chongqing in Asia. Since the reform and opening up, Chongqing and Japan have maintained extensive exchanges and pragmatic cooperation in economy, science and technology, culture and education among others. Besides, Chongqing has also built long-term friendly interactions with several cities in Japan, such as Hiroshima.

Mr Hoshiyana said there are still sensitive political disputes between China and Japan, but the leaders of the two countries have reached a consensus on strengthening friendly exchanges and cooperation between the two countries. This year marks the 30th anniversary of the establishment of a sister-city relationship between Hiroshima and Chongqing. The Consulate General of Japan in Chongqing will continue to work hard to promote friendly exchanges and cooperation between Chongqing and Japan in various fi elds.

During meeting with Fabyène Mansencal, Wu said that Toulouse is the first foreign city to establish a sister-city relationship with Chongqing, for which the two sides have a good basis for cooperation, and the potential for future cooperation is huge and the prospect is promising. He is expecting that the two sides will strengthen ties and cooperation in the near future, and upgrade bilateral cooperation in various fi elds to a higher level.

Miss Mansencal expressed appreciation for the achievements made in the cooperation between Chongqing and France in various fi elds. She said that the both sides ought to consolidate the solid foundation for bilateral cooperation and push forward bilateral pragmatic cooperation in areas like economy and trade, culture and art, innovation and entrepreneurship.

Fan Qing, director of the Consular Department of the municipal government, Li Mingquan, chief of the European and African Aff airs Offi ce, and Lin Qian, researcher of the Asian Aff airs Offi ce have also attended the meeting.

The Delegation of Duesseldorf Visited Chongqing

From November 27thto 28th, Thomas Geisel, Mayor of Dusseldorf, heading a delegation of 8 people, visited Chongqing. During the interview, Geisel said that the rapid development of Chongqing’s economic society showed a tremendous development potential, which was very impressive. As a sister city for Chongqing, Dusseldorf shared the same pressure on city construction and was hoping to seek cooperation with Chongqing on urban transportation and transformation of the old city, etc.

In the meanwhile, Geisel believed that the Chongqing-Sinkiang-Europe International Railway, connecting Asia and Europe, plays a key role in promoting the trade between China and Germany. At present, the train, from east to west, has basically achieved full load capacity. He was looking froward to the further exploration of this international railway by elevating the carrying capacity of the train, from west to east.

During the visit in Chongqing, the delegation had a symposium with Chongqing Municipal Commission of Health and Family Planning and Xinqiao Hospital of the Third Military Medical University, attended the“Sino-Germany Learning City - Urban Renewal Forum” organized by Chongqing University and inspected arts and cultural facilities in Chongqing. Falk, the Vice-Mayor of Dusseldorf, and Schmidt, the Consul General of Germany in Chengdu, accompanying the delegation, investigated Xinqiao Hospital.

The Delegation of Italy Visited Chongqing

From November 28thto 30th, Alessandro Malan, the Vice Chairman of Italian Senate Democrat, heading a delegation, visited Chongqing. During the visit, the delegation investigated Chongqing University and Dazu Rock Carvings.

The delegation aimed to explore the possibility of future cooperation with Chongqing University in this visit to Chongqing University. Alessandro Malan said that through this visit, mutual understanding could be enhanced for each side to develop areas of common interest and carry out substantive cooperations. He also said that efforts would be made to facilitate the fruitful communications and cooperations for each side. It is understood that Chongqing University has signed with a number of inter-school cooperation agreements with colleges and universities in Italian, which are committed to popularizing Chinese and Italian teaching, including the transmission of Chinese and Italian culture and accelerating the cultural exchanges between China and Italy.

David Ambrose, Counsellor of the Italian Ministry of Foreign Affairs and International Cooperation, Corralo Camiri, Chairman of the Italian Film Media City and Chief Financial Officer of Business Development of the Entertainment Group, and representatives of related universities and enterprises visited Chongqing with the delegation.

Michael Clauss, The German Ambassador to China, Visited Chongqing

On October 25th, Michael Clauss, the German ambassador to China, heading a 3-person delegation, was invited to Chongqing to attend the conference and the closing ceremony of the 2016 Joint Exercise of Sino-German Military Medical Service and etc., which were held in the Third Military Medical University. In order to have a better understanding of the economic and social developments of Chongqing, a meeting for discussion and communication was made in The Development Research Center of Chongqing Municipal Government. Besides, the delegation was also invited to have a working talk with Wu Kangming, the director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government. Wu Kangming made a brief introduction to the economic and social development of Chongqing and the communication with German in recent years. The two sides exchanged views on continuing to deepen cooperation and communication.

The Delegation of Samara Oblast in Russia Visited Chongqing

From October 31st to November 2nd, Sergey Bezrukov, the lieutenant governor of Samara Oblast of Volga River’s Coastal Federal District in Russia, heading a 28-person delegation of Samara Oblast government and economic and trade visited Chongqing. On the afternoon of November 2nd, Liu Guiping, the deputy mayor, met the delegation. The two sides exchanged views and reached a series of cooperation consensus on deepening the mutual benefi cial and friendly cooperation in the fi elds of economic technology, investment and trade, science and humanism, etc. under the framework of extending and strengthening the cooperation in Yangtze-Volga River basin of Chongqing and Samara Oblast.

During their stay in Chongqing, the two sides jointly held the “Economic and Trade Promotion Fair of Chongqing-Samara Oblast”. More than 30 enterprises of mechanical and electrical, trade, logistics, machinery manufacturing and other industries in Chongqing, and the departmental representatives of Foreign and Overseas Chinese Aff airs Offi ce of Chongqing Municipal People’s Government, Chongqing Development and Reform Commission, Chongqing Commerce Commission, Chongqing Municipal Culture Commission, etc. attended this fair and carried out project docking. The delegation also investigated the enterprises and universities, including Jianqiao Industrial Park in Dadukou district, Chongqing Changan Automobile Co., Ltd, Osell DinoDirect China Limited, Chongqing Jiaotong University, etc. and a series of cooperation intentions were negotiated and reached, which had achieved positive results.

Tang Yingyu, the deputy secretary-general of Chongqing Municipal Government, Xiong Xue, the director of Chongqing Commerce Commission, Wu Mingkang, the director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government and heads of departments concerned, including Chongqing Development and Reform Commission, Chongqing Municipal Education Commission, Chongqing State-owned Assets Supervision and Administration Commission, CCPIT, etc. attended the meeting as well.

Stefan Skjaldarson, the Iceland Ambassador to China, Visited Chongqing

From November 5thto 8th, the ambassador Stefan visited Chongqing with the delegation of tourism in Iceland. On the morning of November 7th, Tan Jialing, the deputy mayor, met the ambassador Stefan and the visiting delegation. Friendly exchanges were made to push forward the bilateral cooperation in tourism, trade, education and other areas.

Stefan suggested, as a founding member of AIIB(Asian Infrastructure Investment Bank), Iceland has always paid close attention to the development of Chinese cities, hoping to engage in the construction of OBOR(One Belt and One Road) and co-operate with Chongqing in fi elds like fi sheries, geothermal development, shipping, logistics and so on.

During their stay in Chongqing, the two sides had jointly held the recommend conference of Iceland Tourism, which provided a platform for the delegation, Chongqing Tourism Administration and about 80 outbound travel agencies in Chongqing to communicate. Stefan and the visiting delegation visited the Dazu Rock Carvings and the appearance of Chongqing.

Chongqing Won the “Special Contribution Award of International Friendly City”

On November 11th, the 2016 China International Friendship Cities Conference came to a successful end in Chongqing. At the closing ceremony of the conference, cities, both at home and abroad, were commended for the outstanding performances in the activities of China International Friendship Cities. Chongqing won the “Special Contribution Award of International Friendly City”, which was the first time for Chongqing to be granted this honor. In recent years, the promotion of mutual benefi cial cooperation between Chongqing and Dusseldorf in German has accelerated the opening of Chongqing-Sinkiang-Europe International Railway, which is not only going to become an important channel to facilitate trade development and bring cultural and educational exchanges, but also to build an important platform for the Chinese and foreign cities to carry out equal and mutual benefi cial cooperation.

Memorandum on Establishment of Friendly and Cooperative Relations was signed between Banan District of Chongqing and Sanjo in Japan

O n N o v e m b e r 14th, thanks to the recommendation and eff ort made by Chinese Consulate General in Niigata and Foreign and Overseas Chinese A ff a i r s O ff i c e o f C h o n g q i n g Municipal People’s G o v e r n m e n t, mayor of Chongqing Banan District, Chengang and mayor of Niigata Sanjo of Japan, Hayato Kunisada have signed Memorandum on Establishment of Friendly and Cooperative Relations in Chongqing, which laid a solid foundation for formally establishment of sister cities. There are few industrial cities in Niigata, but Sanjo is one of the several industrial cities, whose special industry is the metal manufacture industry, including auto parts and construction steel, which are mainly exported to Europe.

Present at the signing ceremony and symposium were Takeishi Eiji, Sanjo Council speaker, Hasegawa Masajitu, minister of Economic Department, Kanegawa Jutai, deputy of International Communication Association, Tang Wen, vice director of Foreign and Overseas Chinese Aff airs Offi ce of Chongqing Municipal People’s Government, and Zhang Chunping, vice mayor of Banan District. On November 13, Tang Wen have talked and fully exchanged ideas with the group of Hayato Kunisada on friendly communication and cooperation between two cities.

United States Deputy Secretary of Commerce Led a Delegation to Chongqing for Finding Business Opportunities

From October 19thto 21th, Andrews, the United States Deputy Secretary of Commerce, led a delegation of U.S. high-end medical technology to visit Chongqing. The important tasks was to discuss about the possibility of opening bonded hospitals in Chongqing Free Trade Zone in the future in addition to strengthening Sino-US exchange and cooperation on medical technology and service. Andrews implied that Chongqing, as the highland for economic opening and development in western China, offers valuable opportunities for the development of foreign enterprises. And he hoped that this forum could become a new platform for Sino-US cooperation.

Andrews indicated that the delegation of U.S. highend medical technology, together with Chongqing medical regulators and key hospitals held “Sino-US Advanced Medical Technology Seminar”, which focused on some topics like hematology and tumor diagnosis, the meaning of reducing the ratio of cesarean (maternal and children health care) and prevention and treatment of cardiovascular diseases (chronic disease management). The above projects are expected to be introduced to Chongqing fi rstly.

The First Direct Flight to New Zealand was Opened in Chongqing

On October 28th, Tianjing Airline’s press conference on market recommendation of Chongqing-Auckland air route were held in Chongqing. Since the company had opened Chongqing-London air route in June this year, it was the second intercontinental direct airline in Chongqing. It is reported that Tianjing Airline will use the A330-200 wide-body airplane, which is consisted of 18 business classes and 242 economy classes, in Chongqing-Auckland air route on December 22th. There will be 3 round trips on Tuesday, Thursday and Saturday weekly. It is the fi rst direct airline to New Zealand in Chongqing, which will provide a more convenient travel choice for Chinese tourists.

One-stop Visa to Britain and Belgium could be Applied in Chongqing

For the convenience of Chinese visitors to the UK, and the one-stop visa service from Belgium to European Schengen Area, Britain Consulate General in Chongqing is extended in the nationwide from October 31th, 2016. Applicants are able to enjoy this service at 15 UK visa application centers in China, including the one in Chongqing. Applicants are allowed to apply both the UK visa and Belgium Schengen visa (Britain does not belong to Schengen Area) at one of the visa application centers. By using Britain-Belgium visitors’ service, Chinese applicants can submit visa applications to Britain and Belgium and pay visa fees on line. Then they need to make appointments with the UK Visa Application Centre to finish their visa processes.
