快速崛起的中国内陆开放高地

站在新的历史起点上,重庆正在描绘开拓开放的新蓝图。“渝新欧”使重庆向世界真正打开了国际贸易。渝新欧班列2011年问世,凭借“时间只有海运的三分之一、价格只有空运的五分之一”的优势,创造性地开辟了从中国内陆到欧洲的货运新通道。
至此,重庆形成了向西直达欧洲、向南连接东南亚和南亚、向东直抵太平洋的“Y”字形国际大通道,这不仅契合了“一带一路”和长江经济带战略,还形成了承东启西、连通南北的国际交通网络。同时,凭借水陆空3个国家级交通枢纽、3个一类口岸和3个保税区,重庆形成了国内唯一的“三个三合一”开放平台,为重庆大开放注入强劲动能。
依托内陆一类铁路口岸,以及国家汽车整车进口口岸、铁路保税物流中心(B型),重庆的口岸经济发展全面推进。重庆启动实施了跨境电子商务、保税商品展示交易、保税贸易创新、大数据云计算、国际金融结算等五大服务贸易专项。
大开放带来大发展。如今,重庆实际利用外资已连续5年突破100亿美元,世界500强落户超过260家。5年来,重庆外贸进出口增长超过5倍,排位从全国第23位上升至第10位,居中西部第一;服务贸易增长近4倍;实际对外投资增长2.4倍。跨境电子商务、保税商品展示交易、保税贸易、互联网云计算大数据、跨境结算等新型服务贸易放量增长,全年服务贸易额172亿美元,增长31.3%。
今年1月,中国与新加坡第三个政府间合作项目—中新(重庆)战略性互联互通示范项目正式落户,项目以服务贸易为主题,将金融服务、航空、交通物流、信息通信技术作为重点合作领域。强烈的“磁吸”效应不断显现:境外企业首次到内陆地区发行熊猫债、多家重庆企业赴新加坡发行企业债、双方拟合作建设海底通信光缆……仅2016年上半年,签约项目金额就高达131.4亿美元。
2016年8月31日,商务部宣布了在重庆等7个省市设立自贸试验区的消息。重庆作为内陆自由贸易试验区,将成为内陆国际物流中心、内陆服务贸易中心、内陆功能性金融中心。
正是依托大通道带来的大开放,大开放带动的大发展,重庆正在崛起成为中国内陆开放高地。
Standing at a new historical starting point, Chongqing is unfolding a new blue print of reform and opening-up. Having been completed and put into production since 2011, the Chongqing-Xinjiang-Europe International Railway, which stands out with its unique advantages of one-third time duration of ocean shipping and one-fi fth cost of air freight, has been opening up creatively a new transportation channel connecting inland China and Europe and therefore opening up a window integrating Chongqing into international trade in a real sense.
At this point, Chongqing has established a “Y-shaped”international transport route which reaches Europe westwards and the Pacifi c and eastwards respectively and connects South Asia and Southeast Asia southwards, which on the one side, fi ts right into the layout of the Belt and Road and Yangtze River Economic Belt strategy; on the other side, forms an international transport network bridging the east and the west and connecting the south and north. Meanwhile, Chongqing boasts one special opening-up platform supported by its “three three-in-one”system, namely, three national transportation hubs covering waterway, railway and airway, three fi rst-class customs ports and three bonded areas, which equips Chongqing with strong driving force for further opening-up.
The port economy of Chongqing develops comprehensively with the support of the first-class railway port of inland China, the national fi nished-automobile import port and the railway bonded logistic center (type B). Chongqing also puts fi ve service trades into production, including cross-border e-commerce, exhibition and trading of bonded goods, bonded trade innovation, cloud computing of big data and international fi nancial settlement.
Broader opening-up brings more promising development. At present, Chongqing has been attracting over USD 10 billion of foreign investment fi ve years in a row and more than 260 world top 500 enterprises here. Over the past fi ve years, Chongqing has witnessed a 5 times’ growth in import and export trades, ranking first among middle and western cities and the 10th among all cities in China from the original 23rd while income from service trade and actual investment abroad have also increased 4 and 2.4 times respectively. A close-to-upper limit increase has been reached in new types of service trades like cross-border e-commerce, exhibition and trading of bonded goods, bonded trade innovation, cloud computing of big data and international financial settlement, with an annual trade volume of USD 17.2 billion, that is, an increase of 31.3%.
In January, 2016, the third inter-government cooperation project between China and Singapore has been established officially, namely, the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity, which is service trade centered and focuses on such key cooperation fi elds as fi nancing service, airlines, transportation logistics and information & communication technology. Chongqing, at this moment, appears to be a big“magnet” with incredibly strong attraction, for example, there is foreign enterprise issuing the panda bonds for the fi rst time in inland China, many Chongqing’s enterprises are issuing their bonds respectively in Singapore who is also planning on building the submarine optical communication cables with the former......, only for the fi rst half of 2016, Chongqing has fi nished a contract
amount of USD 13.14 billion with foreign enterprises. On August 31, 2016, the Ministry of Commerce of People’s Republic of China stated to establish the “pilot free trade zone” in 7 provinces and cities, with Chongqing being one of them, which will further upgrade Chongqing to an international logistic center, a service trade center and a functional fi nancing center of inland
China. While the large transport routes speed up a broader openingup which then brings forward more promising development, Chongqing is rising to be a vanguard of opening--up in inland China.
