Education is the basis of a country. It is very important to know that especially women education brings the harvest of knowledge. According to the fifth census, China has “106miliion”population, accounting the whole population “8.4%”, the minority women population is “50.75miliion”, accounting the whole women population 8% and the whole minority “49%”. Womens culture-education and labor rights are the most important aspects to calculate the womens equality in society.
In order to develop the minority women education, we should clarify what the problem is. Minority girls leave and drop the schools. China has “180miliion illiteracy”, the “70 %” of it is women, in 1993,“ 2.61miliion”leaving students, above two thirds are women. Women education, especially girls education is the most difficult problem in China now. Though the Chinas government have launched to realize the Nine years duty education. The children leave and drop the school is been a very crucial problem.
Toward the problem, there are some reasons. The reason except the history, culture and tradition elements, is a practical and living in nowadays society. The reasons are as follow:
First, poor devotion of the economic, it controls the education development. Due to the less developed economic, education devotion is far more less than littoral areas. TakeXinJiang for example, the normal office economic rate lower than the other province economic. Senior high school compare with Shandong and Guangdong province each low “18.34% and 15.75 %,” some senior high schools are owe economic. Middle schools compare with Shandong and Guangdong provinces each low “2.45% and 18.56 %”; Primary schools compare with Shandong and Guangdong provinces each low “7.77% and 24.34%”. So it caused the economic problems. Public economy is low; the students economic problem is outstanding.
Second, poor teaching ability in the middle school. From 1995 to 2005, although the graduation in primary school is over” 90 %”, graduate from middle school to high school rate just in “35%”. The data indicate that, a large majority of people do not receive the high school education. This is do harm to the XinJiang actualize the “Technological development” program.
Third, “lack of teaching attention. Though the minority education quality developed, minority students and schools increased, still existed some problems to solve. In the first place, lack of Chinese teachers, in the second place, partly developed areas, teaching material is not enough, lack of basic equipment and Chinese teaching program, and then, information obdurate, it is really hard to get new teaching information especially in a distant area and mountain area. The teaching reform is really hard to realize in that area, and also often lack of teaching equipment and teachers”.
Chinas constitutions, laws and regulations stipulated that maintain women education and minority womens education right. “People's Republic of China Law on the Protection of women's rights”, defined in Article XIV: Stipulate the womens education right equal to the men. “People's Republic of China Compulsory Education Law” stipulates that: “When children over 6 years of age, whether sex, ethnicity, race should be enrolled in compulsory education requirements.” In order to ensure this, nation have built many education establishments in minority areas and made more opportunities to receive the normal education.
First, the government takes feasible action to ensure the Teaching Law to suit the womens right. It works in minority group and minority areas. Government established “Focus on country” to develop the country education. Bringing into effect the “Free charge the education” to ensure the poor people also have the right to go to study.
Second, take the measure of economic development and economic remain to further develop the minority women education. According to the “Two basic”program programmed in western area between 2004 and 2007.“Countryside middle school take the far away distance education begins in 2003, it will build new teaching subjects.”
Third, education intensified by the publicity and advanced the family. To make women enter the society education. “To further develop the multi-languages and to ensure the minorities well educated, they can use their own language to study. Seven-kind of languages provide convinces”. “To establish different kinds of teaching materials to make sure the minorities have the chance to study, it includes reading books 30898kinds”.
Last, take action from the reality of minority region, explore the basis method to develop the women education, includes teaching revolution form and means , added or exchange the part of the teaching content ,optimize the teaching environment . “Further develop the Chinese teaching. Minorities can speak Chinese fluently and read Chinese books in Xinjiang.”
It is necessary to eliminate the illiterate and develop womens understanding of the world. Chinas minority women is the “half of the sky” to the Chinas minority group, also is the most important way to develop Chinas society.
