THERE IS ONLY ONE PLANET for mankind, various countries coexisting in one world.At every global moment of “world history”as termed by Karl Marx, questions like where mankind are heading and where the world is going will be put in front of the people of the world.In face of global issues such as the international financial crisis, the threat of terrorism and climate change, the same questions will be at the issue.To such questions, China’s answer is to promote the construction of community of common destiny of mankind.From the 18th CPC National Congress that initiated the sense of community of common destiny of mankind to the recent notion of community of common destiny in the cyber space, General Secretary Xi Jinping has expounded on community of common destiny of mankind for over sixty times in more than three years.This is China’s sincere appealing to the world.Furthermore, it is a banner that China has held high for the world.

The banner is direction.The year 2015 marked the 70th anniversary of the victory of the Second World War.Seventy years ago, the united nations fought together with a common hatred of the enemy for world peace and justice and wrote an immortal legend of going through thick and thin together.Seventy years later, competition is intensified between countries in search of development and yet in face of ever increasing global challenges, mutual cooperation is also unprecedentedly deepened, crying for a new legend of “various beauties in harmony”.Looking back to 2015, the international financial crisis continued to ferment, recovery of world economy being bleak and lack of drive, and trend differentiation, introvert tendency and self-protection being on the rise.Both contest and cooperation between major forces centering on the Asia-Pacific and the Middle East happened, and Non-traditional security threats such as terrorism and refugee crisis was on the increase, piling unstable and uncertain factors becoming a new normal of the world.Balance of international forces has moved towards equilibrium and the international pattern is faced with readjustment, contest and cooperation coexisting among countries.In a world with increasing unstable and uncertain factors in economic, security and governance areas, none of the countries or groups can stand alone unaffected.Only by sailing together in the same boat and advancing oneself through advancing other, can countries move steady, go far and sustain their development.

The banner is responsibility.Not only does China vigorously promote the community of common destiny of mankind, but also it practices and pushes it forward in its major-country diplomacy with Chinese characteristics.Over the past year, we solemnly commemorated the 70th anniversary of the victory of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War, ringing the bell of that “Justice will prevail! Peace will prevail! The people will prevail!” China initiatives and China plans were presented to multilateral occasions of the United Nations, G-20, APEC and the Paris Climate Change Conference.With the establishment of “Silk Road Fund”and Asian Infrastructural Investment Bank, the Belt and Road initiative was actively put into practice.China announced the set-up of China-UN Peace and Development Fund and South-South Cooperation Assistance Fund.China joined the new UN Peacekeeping Capability Readiness System and set up a peacekeeping standby force of 8,000 troops.China provided the African Union with free military assistance valuing US$ 100 million and contributed US$ 60 billion to “10 major China-Africa Cooperation Plans”.China has actively participated in resolution of hot-spot issues.By its actual deeds, China performs its international responsibilities and obligations, which, for the first time, has been written into the “Five-Year Plan” of the country, fully illustrating the historic mantle China takes up as a responsible major country.

Te banner is strength.The Chinese Dream belongs to China and to the world at large.The Chinese people wish to make true a common dream with the people of the world.It is gratifying to note that the international community and the broad developing countries in particular are willing to work with China in constructing a community of common destiny of mankind.It is with the concerted efforts of all countries that the General Assembly of the United Nations adopted a resolution to commemorate the 70th anniversary of victory of the World Anti-Fascist War aiming at safeguarding the results of the Second World War and the post-war international order, that the UN Security Council unanimously adopted two resolutions on cracking down terrorism, that the Paris Climate Change Conference reached a comprehensive, balanced, forceful and binding agreement on post-2020 climate change and that historic breakthrough was made on the Iran nuclear issue.Of course, the construction of community of common destiny of mankind absolutely can neither be done in a single day nor depend on the efforts of a single country.Rather, it requires lasting, common efforts of all countries.Only by transcending the barriers of the Cold War mentality, the thinking of zero-sum game and all other prejudices and by mutual consultation rather than unilateral decision, joint construction rather than hard-selling and be shared by all rather than benefitting only one side, can the community of common destiny of mankind be built up.

Through close to 40 years of reform and open-up, the future and destiny of China have been unprecedentedly connected with that of the rest of the world.It is necessary for China to understand the rest of the world and conversely, it is necessary for the rest of the world to understand China and the Communist Party of China.The international work of the CPC is an important front of the work of the Party and also an important integral part of China’s overall diplomacy.The international work of the CPC has its characteristics and advantages in promoting mutual understanding between China and the rest of the world.In 2016, we will make in-depth studies and implement the spirit of the series of important speeches by General Secretary Xi Jinping, maintaining strategic concentration and reaffirming orientation for advancement.We will work in close accordance with the new requirements and new arrangements made by the CPC Central Committee for the Party’s international work, faithfully performing our duties and taking up our responsibilities for the times.We will take the initiative in serving to improve the overall domestic and international environment, innovating on work style and methods and bring into play all resources in making due contributions to the achievement of the two centennial goals and to the construction of the community of common destiny of mankind.
