2016,A Quiet Spring Festival Eve

The Fire Department will establish related regulations, and once the regulations are approved, fireworks and firecrackers will not be allowed to set off within the outer ring road.

Between January 23rd and January 27th in 2016, Shanghai Municipal Peoples Government held the 14th National Peoples Conference and the 12th Chinese Peoples Political Con- sultative Conference at the Shanghai Expo Center Hall. On January 27th, this proposal was passed from the committee, which determined in 2016 that Shanghai would not be allowed to set off the fireworks and firecrackers within the outer-ring road. They would only be allowed to set off the fireworks and firecrackers outside the outer-ring road. When consumers buy the fireworks and firecrackers, they will now have to go through a lengthy procedure. For instance, consumers are required to have the real-name registration when they buy the fireworks and firecrackers. Also, the shopkeeper must possess the operating license distributed by the Fire Department, and each operating shop must have at least three sellers that have the Fire Training Certificate Only after obtaining these licenses will they have the right to sell the fireworks and firecrackers. Otherwise, each operating license illustrates the scope of the prod-uct being sold, what kinds of fireworks and firecrackers they sell and the period of validity only permitted during the spring festival. Several actions will be enforced to control the fireworks and firecrackers, reduce the opportunities of the illicit sale of fireworks and firecrackers and decrease the probability of any potential safety hazards.

However, this policy has been met with differing reactions in the local community. Some citizens voice support for these measurements that have been implemented by the local government, while some citizens will not.

The benefits of enforcing these regulations are:

Firstly, it will ensure better air quality and reduce the density of the PM2.5. The Shanghai environmental protection bureau, on this Spring Festival eve, has already reported that the PM2.5 concentrations of inner rings areas are significantly lower than the outer-rings outside areas. Due to the bad influence of diffusion condition, the outside area of the outer-ring road and surrounding areas were unable to refresh the air. However, this factor will not greatly influence the overall value of the PM2.5. Compared to the same period last year, the PM2.5 did not illustrate a significant change this year. Otherwise, due to the government limiting where fireworks and firecrackers can be set off, sanitation workers now have less to do because they only need to complete less than half of the workload compared to previous years. This Spring Festival eve, approximately 20 thousand sanitation workers cleaned out more than 1.5 tons of garbage, which included a total of 33.9 tons of fireworks and firecrackers. Compared to the same period last year, the amount has decreased by 86.3%.

Secondly, it is not very noisy outside, and we can all sleep better. Also, it will not affect people who watch the Spring Festival Party in the evening.This year, the scramble for the red envelope on the internet will become a very popular thing in each household, and it has brought us many fun times. As a result, CBN Data has shown that on New Years Eve, more than 100 million spectators by Alipay are swooshing in to grab red envelopes, which are provided by the Spring Festival party,and have generated an income of 800 million RMB in cash. Also, the collected ‘five Fu can split the prize, and the luckiest users can win more than 280 RMB on New Years Eve. The highest prize was distributed in the Guangdong Provinces, which grabbed about 73 million 370 thousand RMB. Coming in second, Jiangsu province received about 69 million 320 thousand RMB and Shandong province got about 59 million RMB.

Thirdly, fireworks are not cheap, and people can use this money to prepare New Years gifts or red envelopes for young people. The color of the red envelope symbolizes good luck and is supposed to ward off evil spirits. During the Spring Festival, in southern China, red envelopes are typically given by the married to the unmarried, most of whom are children. In Northern China, red envelopes are typically given by the elders to youths under 25, while in some regions, red envelopes are only given to young people without jobs. Both present and future students majoring in sciences are typically rewarded handsomely. The money given is often in the form of notes to avoid heavy coins and to make it difficult to judge the amount inside before opening. It is a tradition to put brand new notes inside red envelopes and also to avoid opening the envelopes in front of relatives out of courtesy.

In addition, enforcing these regulations can drastically reduce the rate of accidents. On this Spring Festivals eve, Shanghai did not experience many large accidents or explosions, giving the hospitals a seven-day break. It is also a good time for them to spend with their family members because they often do not have much time to get together with their families.

However, not allowing fireworks or firecrackers within the outer-ring road has its drawbacks.

Firstly, if the government limits where the fireworks and firecrackers can be set off, many of Spring Festivals traditional customs and culture will be lost. Setting off firecrackers can not only express happiness but can also evoke history and heritage. In addition, these fireworks unify the whole nation as people will naturally look forward to this traditional means of expression and enjoyment. Therefore, setting off firecrackers has become an essential part of the festival, and it has become a ceremonial means of expression.
