广西中国东盟当代艺术中心揭牌暨中国—东盟书画展开幕
3月8日,由中国建筑材料流通协会主办、中国—东盟博览会秘书处等承办的广西中国东盟当代艺术中心揭牌暨中国—东盟书画展开幕活动在广西南宁东盟国际·鹏岱3D建材城举行。
活动以“大家艺术,艺术大家”为主题,展示了历届中国—东盟博览会书画艺术精品,表达了中国与东盟人民友好交流的美好愿望。同时,亦为促进中国与东盟各国的文化艺术交流及推动21世纪“海上丝绸之路”的文化建设添砖加瓦。

缅甸表示将进一步有效使用中国进出口银行小额农贷
2月24日,缅甸合作社部部长在联邦议会上表示,拟从中国进出口银行借贷的第二批共3亿美元小额农贷将主要用于发放农村地区小额贷款、以分期付款方式销售农机、引水等设备及提升合作社建设等。
据悉,缅甸共有6万余个村社,目前小额农贷仅能覆盖2万余个,缺口尚大。拟向中国进出口银行再次贷款3亿美元的使用方案为:向尚未获得贷款的合作社农户发放小额农贷2.2亿美元,向已经获得贷款的农户每户追加10—50万缅币贷款共计0.5亿美元,向分期付款购置农机等设备的农户放贷0.3亿美元。

印尼未来五年计划投资指标2917亿美元
近日,印尼国家投资统筹机构主任弗兰克宣布,印尼2010-2014年期间落实的投资总额约为1632.8万亿盾,而佐科维新政府2015-2019年期间计划投资指标却高达3500万亿盾(约为2917亿美元),是前五年吸引投资总额的两倍多。
此外,弗兰克还表示,投资是经济增长的重要保障,印尼希望未来5年能吸引3500万亿盾的投资,2015年的指标是519.5万亿盾。2015年的经济增长指标为5.8%,预计2017年经济增长率可达7%。
越南累计对外投资近200亿美元
据《西贡经济时报》2月12日报道,越南计划投资部外国投资局称,截至2014年,越南对外投资项目930个,合同总额197.8亿美元。2014年,越南对外投资约17.9亿美元。其中,主要投资目的地分别是:柬埔寨,投资项目23个,投资额占当年对外投资总额的21%;缅甸16个,占14.7%;老挝13个,占12%;美国12个,占11%;新加坡9个,占8.2%。
内比都地区拟建立中小型工业区
缅甸《金凤凰中文报》消息,内比都达其那镇区拟建立中小型工业区。据内比都市政委员会有关负责人介绍,当局将为此中小型工业区安装高速因特网、电信网、Cable TV网、电力网等基础设施,以便在工业区建厂的中小企业顺利启动业务。其中,待电力网成功安装后,当局将为该工业区输送足够的电力供应。目前,该工业区内正有一家氧气厂在试营。
丝路基金起步运行
2月16日,中国人民银行发布公告称,丝路基金有限责任公司已于2014年12月29日在北京注册成立并开始运行。
丝路基金是由外汇储备、中国投资有限责任公司、中国进出口银行、国家开发银行共同出资,重点是在“一带一路”发展进程中寻找投资机会并提供相应的投融资服务,其首期资本金为100亿美元。中国央行行长周小川近期表示,丝路基金欢迎境内外投资者的参与。
东盟国家银行将增发公司债
近日,评级机构穆迪发布报告称,由于流量存款减少,东盟国家银行将发行更多公司债,以满足不断增长的贷款需求。
该机构还指出,当前东盟国家银行贷款规模(不包括同业拆借)较2009年的980亿美元增长了71%,尤其是新加坡、马来西亚、泰国和越南等国亟需外币贷款以支持本国企业在东盟其他国家的业务扩张。强劲的贷款需求得以保持,一是因为各国不断追加的基建花费;二是印尼和菲律宾等国金融服务业的渗透率有所上升;三是东盟国家企业跨境业务扩张和域内贸易增长对跨境融资需求上升。
中国公司签约缅甸水电站建设项目
据《缅甸新光报》报道,2015年2月12日,缅甸Namli水电站及Dunban水电站项目谅解备忘录签约仪式在缅甸内比都电力部举行。据悉,这两座水电站位于缅甸克钦邦歪莫镇区,将由中国云南保山电力公司和缅甸Chan Rin Khu矿业发展公司通过合资/BOT形式实施,项目装机容量分别为165兆瓦和130兆瓦,建成后将通过电网向克钦邦及其他省邦供电。

马来西亚免除中国游客签证费
据中新社消息,马来西亚政府近日宣布2015年2月15日至12月31日,免除中国游客30马币的签证费,以此来进一步推广2015年马来西亚节庆年及增加国家收入。
此前,由于受马航MH370航班失联和MH17航班坠毁事故的影响,中国赴马游客有所减少。2015年是马来西亚节庆年,丰富多彩的活动,以及魅力非凡的迷人风光将吸引世界各国的游客来到马来西亚。

东盟就撤销非关税壁垒实现经济共同体取得进展
据日本共同社3月2日报道,东盟(ASEAN)2月28日起在马来西亚北部城市哥打巴鲁举行了为期两天的经济部长非正式会议。主席国马来西亚的国际贸易与工业部长慕斯达法表示,为了在2015年底成立东盟经济共同体,废除69项非关税壁垒中的45项一事已有眉目。
与会部长3月1日发表声明,预计2015年地区经济增长率将为5.1%。声明指出,经济增长的支撑因素包括“美国经济的强劲复苏、欧元区和日本的经济刺激政策”以及“原油跌价带动地区内需”。
缅甸贸易进口额超130亿美元
据缅甸商务部统计,2014年4月至2015年1月,缅甸贸易进口额135.17亿美元,其中项目物资进口58.77亿美元,原材料46.6亿美元,日用品29.8亿美元。
据悉,缅甸进口的项目物资主要包括水泥、建筑材料、钢铁、交通工具及其零配件等。进口原材料主要有小麦、小麦粉、石油制品、工业用油、皮革、橡胶、纸张等,其中石油制品占比较大。

中国—马来西亚“两国双园”项目实现海上直通
2月8日,中国钦州—马来西亚关丹集装箱国际班轮航线如期开航,航线的开通为中国—马来西亚“两国双园”项目搭建了海上直通桥梁。
据广西北部湾港务集团介绍,航线由该集团旗下北部湾邮轮码头公司的“北部湾之星”号执行,计划每半月执行一个航次。该直通航线将中国广西前往马来西亚东海岸的货运时间由20多天缩短至5天,多次中转提升为直达运输,特别适合如海鲜、时令水果、文件等准空运货物的运输。另外,班轮还特别推出费用低廉的“拼箱快运服务”,适合小批量货主,可以满足货主不同层次的服务要求。

咖啡专家:东盟国家中缅甸咖啡质量最好
近日,缅甸咖啡种植协会表示,据包括美国Win rock International在内的200名咖啡专家的评分结果显示,缅甸咖啡获得85分,成为在东盟国家中咖啡质量最好的国家。目前,全缅咖啡种植面积约达63000英亩。
缅甸有机作物种植协会主席表示,目前已有一些外国公司进入缅甸考察,缅甸相关部门也已就出口缅产咖啡豆事宜同一家外国公司签署了合同。
东盟国家海关频繁退证须关注
近日,中国浙江温州一家企业申请的东盟产地证被泰国海关退回,造成价值1.77万美元的货物滞留港口,无法清关。退证原因是该批货物贸易涉及第三方,但证书未按要求填写第三方发票号码,也没有注明第三方公司名称。
据悉,2014年,浙江温州检验检疫局收到退回的产地证共计47份,其中涉及东盟国家的有46份。东盟退证频发的主要原因是印度尼西亚、越南和泰国等国海关加大了对原产地证书的核查,核查重点货物的原产地规则、品名描述和第三方发票等。因此,出口企业须加强对中国—东盟自贸区原产地规则及政策的了解,严格按照自贸区规则和签证要求申领证书,避免不必要的损失。
缅甸2015年拟减免78种商品贸易税
缅甸《声音》周刊2月9日报道,据缅甸财政部国内税务司透露,2015年缅甸计划免征78种商品贸易税,比2014年增加17个条目。其中包括缅甸国内产销的商品及进口商品,主要品种为谷物、大米等农副产品及特定部门使用物资。
缅甸仰光至中国上海开通物流服务
据《缅甸环球新光报》报道,丹麦穆勒亚洲航运公司将开通新的仰光—上海物流服务,希望以此抓住中缅两国贸易快速发展的机遇。
据悉,穆勒亚洲航运公司第一批1100英尺集装箱货轮已于2015年1月27日离开上海,并在2月9日抵达仰光。穆勒亚洲航运公司执行总裁表示,新的货运航线的开通使上海至仰光的货运航行时间从18天缩短到13天,而缅甸透明的贸易政策是吸引其来缅甸投资的原因。
泰中铁路合作联合工作委员会已投入工作
泰国总理、国家维稳委员会主席巴育在参加电视节目谈及“还民众以幸福”工作时表示,国家投资建设与邻国连接的复线铁路专案即将开启,与本地区国家的交通连接可提升泰国作为东盟中心的地位。
与中国政府的合作开发专案,目前双方的联合工作委员会已经投入工作,估计今年内可动工,计划在2018年建成投入运行。而与日本政府合作的建设专案,目前正联合进行铁路线建设可行性研究、路线设立合理性研究和共同投资方式等问题的讨论。
1 China encourages private capital toinvest in elderly care industry
Feb.26, 2015 (Xinhua) -- China announced it would encourage private investment in the elderly care service industry to help with its aging population. Investors are encouraged to run elderly care facilities, including nursing homes and recreation centers, according to a document issued by the Ministry of Civil Affairs, together with nine other government departments. It said that private investors could cooperate with the government to build and develop facilities. The government will also increase investment in this sector. More than 50 percent of welfare funds collected through lottery sales should be channeled to elderly care and no less than 30 percent should be used to support private-owned services, according to the document.
2 Draft foreign investment law aims to clarify status of VIE
Feb.10, 2015 (China Daily) -- On Jan 19, the draft of China's Foreign Investment Law was released for a public comment period that runs until Feb 17. One of the most signifi cant changes in the draft legislation is the adoption of a de facto review of the variable interest entity, or VIE, structure of corporate ownership. This is a workaround structure that is used by foreign and Chinese investors in many industries where foreign direct investment is restricted or prohibited in China. Under a VIE structure, a Chinese entity holding all the necessary licenses to operate a business in a restricted or prohibited industry is de facto controlled by a wholly foreign owned enterprise through contractual arrangements. The profi ts of the domestic entity fl ow back to the controlling WFOE or joint venture. This arrangement enables foreign investors to engage in Chinese industries that they would otherwise be excluded from by law.
3 "Capital account opened" for fi rms in free trade zone
Feb.17, 2015 (China Daily) -- The long-anticipated detailed rules for capital-account transactions, which will allow companies operating in the China (Shanghai) Pilot Free Trade Zone to borrow abroad under a simpler regulatory regime, have been released. The new process may help FTZ-registered companies cut their financing costs in half. The rules will allow FTZ-registered enterprises that borrow abroad to choose the length and currency of the loan. FTZ-registered enterprises that seek fi nancing overseas will be monitored by the PBOC during and after the financing process, but they will no longer need to seek prior approval. "The new rules will benefi t enterprises when doing foreign trade and overseas mergers," said Zhang Xin, deputy head of the Shanghai Head Office of the People's Bank of China.
4 China relinguishes controlover new listings
Feb.10, 2015 (China Daily) -- China is expected to take a signifi cant step in its capital market reform after the market regulator decided to relinquish control over new listings and transfer them to the Shanghai and Shenzhen bourses. Sources close to the China Securities Regulatory Commission said that the change is expected to come into effect from June 1. After that, all IPO applications will be vetted by the stock exchanges, while the CSRC's public offering review committee will be disbanded. The move has been widely anticipated by investment bankers, stockbrokers and securities analysts since the CSRC initiated discussions early last year on its intention to abandon the principle of approval in favor of one that emphasizes voluntary disclosure by the management of enterprises that are seeking to raise capital in the stock market through new listings.
5 China sketches out priorities of "Belt and Road" initiatives
Feb.2, 2015 (Xinhua) -- Chinese leaders sketched out priorities for the "Belt and Road" initiatives, highlighting transport infrastructure building, investment and trade facilitation, fi nancial cooperation and cultural exchange. The Silk Road Economic Belt is slated to be established along the ancient Silk Road trade route, while the 21st Century Maritime Silk Road will run through the country's south to Southeast Asia. China will join hands with countries along the Belt and Road to build a community of common interests, common responsibilities and a shared future, featuring political mutual trust, economic integration and cultural inclusiveness. Under the initiatives, more highways, railways and air routes will be built and Chinese regions will further integrate resources, policies and markets to connect with the outside world.
6 China plans guideline to boost railway and nuclear exports
Feb.7, 2015 (China Daily) -- China plans to draw up a guideline to help its equipment makers, particularly railway and nuclear companies, to expand exports, the country's top economic planning body said. Formulation of the guideline has just begun, and it will include supportive fi nancial policies to promote exports of Chinese-made equipment. The development was announced by Wang Xiaotao, vice-minister of the National Development and Reform Commission, at a news conference. "There is global enthusiasm for infrastructure projects, and railway construction has become an important measure for many countries to promote growth, both in developing and developed nations," Wang said. "This provides a key opportunity for China's railway fi rms to go global."
7 China's subsidies comply with WTO rules
Feb.13, 2015 (China Daily) -- China's measures to offer subsidies to manufacturers in certain industries is in conformity with WTO rules and will help the country ship more quality products to the world market, the Ministry of Commerce said. The comment came after the Office of the United States Trade Representative challenged China at the WTO, claiming that the Chinese government offers subsidies for the exports of seven industries through "demonstration bases" that receive free or discounted services from suppliers. Given current global economic conditions, building model manufacturing bases and public service platforms to off er subsidies to cash-starved domestic companies is a practical way for them to seek and gain new market growth points, as well as improving the technical content and environmental protection standards of their products, the ministry said in a statement.
8 Cheaper scheme launchedfor imported cars
Feb.12, 2015 (Xinhua) -- China launched a parallel import scheme for cars, a move expected to help bring down prices of luxury cars. Chinese consumers normally buy cars from dealers authorized by auto makers. The prices of imported cars are often much higher in China than in other countries. Cars sold under the parallel import scheme will be at least 10 percent cheaper than those in 4S shops, according to auto dealers. A comprehensive maintenance center will be built near the Shanghai FTZ to provide after-sales service for cars sold through the parallel import scheme. The Shanghai Commission of Commerce and the Shanghai FTZ Administrative Committee jointly issued a circular of the parallel import scheme, which listed requirements for companies wishing to join the program.
