Lead Accumulator Access Conditions Implementation Regulations to Launch at the End of this July

At the 2nd session of the 7th membership conference of Lead-Acid Accumulator Branch of China Electrical Equipment Industry Association 2012 which is held on July 13,2012, an official of MIIT Consumer Goods Department revealed that the notice and management methods of Lead Accumulator Access Conditions (hereinafter referred to as Access Conditions) are in the process of formulation and expected to launch at the end of this July.

At the meeting, the official explained the Access Conditions, particularly stressed strict control of new projects, i.e., the capacity of existing, new and counter-electrode manufacturers shall be limited to 200,000,500,000 and 1,000,000 KVAH. The official pointed out that, besides the production capacity thresholds, the Access Conditions also presents requirements in terms of technological equipments, environmental protection,occupational health, energy saving and recycling, equivalently, setting up a complete access indicator system for enterprises, and satisfying the production capacity requirement is the fundamental condition of the Access Conditions.

If an accumulator enterprise wants to acquire production license, it must pass the environmental evaluation and Access Conditions, that is, application for production license needs to pass environmental evaluation and Access Conditions. Accumulator enterprises shall authorize provincial environmental protection department to conduct preliminary examination and submit the application to MIIT for expert review. The list of accumulator enterprises that satisfy the requirements shall be announced by MIIT and MEP.
