I first met Liu Feng in the autumn of 1989 when I was attending a session of the CPPCC Zhejiang Branch at the lakeside Xinxin Hotel.I had been in Henan for 24 years before I came back to Hangzhou in 1986.At that time,Liu had just transferred to Zhejiang from Qinghai,an inland province in western China.At that time he was the secretary-general of the Zhejiang Provincial Government and the deputy chief of CPC Zhejiang Committee.Hearing him speak at the session,I thought that he was a scholar official.
