For decades, coal has been seen as one of China's most reliable en-ergy resources. Cheaper and more abundant than the country's oil and gas, coal has always been a reason for the government to feel secure about its energy resources. But in recent years this security has given way to nervousness as the country continues to suffer dire power shortages.
